OVERVIEW

The County of Fresno on behalf of the Department of Auditor-Controller/Treasurer-Tax Collector (ACTTC) is requesting proposals from qualified vendors to provide the following service: “ePayables”, also known as an Accounts Payable Card Program. This service will be used by the Accounts Payable unit of the ACTTC to increase the efficiency of processing payments to the County’s general obligation vendors.

The Accounts Payable unit processes payments for all 27 County Departments. Currently all vendors are paid by check. This service should integrate with the County’s financial system to streamline the payment process as much as possible.

During fiscal years 2010, 2011, and 2012 the County has averaged $336,791,305 per year, in Accounts Payable payments that might qualify for payment through this ePayables/Accounts Payable Card program. This amount covers an average of 30,232 transactions per year.

The County of Fresno is located near the center of California's San Joaquin Valley. The County’s western boundary peaks, reach a height of over 4,000 feet near while some peaks along the crest of the Sierra Nevada, the county's eastern boundary, exceed 14,000 feet. The valley floor in between is fifty to sixty miles wide and has an elevation near the city of Fresno of about 325 feet. The temperatures within San Joaquin Valley can range from 0°F - 115°F.

The County of Fresno comprises 6,018 square miles with a population of 953,761 as of 2010. There are 15 incorporated cities within the County of Fresno.
