Dear Sirs:

The City of Doniphan is taking bids from independent Contractors in conjunction with its Flood Buyout Project. The City is interested in receiving your proposal for the demolition and disposal of seven (7) properties. These properties were damaged by the March floods of 2008. The determining factors for acceptance of proposal are based on cost, ability to meet set deadlines and applicable laws, and prior experience with demolition projects.

Enclosed is a Request for Proposal, which includes a pricing page and prior work experience outline. The City of Doniphan invites the submission of all bids regardless of firm size or prior experience. The pricing page must be signed and returned to the City of Doniphan by Monday, January 3, 2011 at 4:00 p.m. The cover page, when countersigned by the Authorized Signor of the City of Doniphan, will convert the Invitation for Bid into a binding Contract between the Contractor and the City of Doniphan.

The following precautions must be adhered to by the Contractor awarded the demolition project:

A.  The Contractor must comply with Missouri Department of Natural Resources and U.S. Environmental Protection Agency regulations and also must notify both agencies PRIOR to starting work.

B.  All underground storage tanks, wells, septic tanks, pipelines, gas mains, and so forth must be properly disconnected, capped or removed to avoid future contamination of surface and ground water.

C.  The Contractor must apply practices to protect the environmental integrity of the site during demolition and site grading. The U.S. Fish & Wildlife Service has advised the federally-listed endangered bald eagle winters throughout the Missouri River system, including the major tributaries. Additionally, the pallid sturgeon occupies the Mississippi River and may possibly also occupy side channels.

D.  The Contractor must contact the U.S. Army Corps of Engineers (Regulatory Branch) and the U.S. Environmental Protection Agency prior to beginning the project if the project is located within existing wet lands.

E.  Asbestos Containing Materials are present in seven (7) properties. The successful Contractor must be licensed by the state of Missouri to remove asbestos containing materials.

Bids must be approved by the State Emergency Management Agency prior to awarding any contracts. Please call the City of Doniphan at 573-996-2623 if you have any questions.

Sincerely,

Larry Ponder

Mayor, City of Doniphan
