CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL: ChairDave Johnson called the meeting to order at 7:00 PMand the Pledge of Allegiancewas said.Roll Call: Those present:Brenda Silgjord, Terry Quick, Scott Hendrickson,Dave Johnson,Tane Barclay, Co-Board Liaison Greg Bennett, and Colleen Putnam, Deputy Clerk.Sign-In sheet attached.

Minutes:

February 9, 2017 Regular PC Meeting amend/approve:Brenda Silgjordmoved to approve theminutes, seconded by Tane Barclay and the motion carried.

Correspondence Received:

Cass County Permit Building Log:There was 1permit issued in February 2107for an Annual Holding Tank fee.

Cypress Creek Renewables:Amy Berg Pickett with Cypress Creek Renewables called the Town Hall regarding the possibility of leasing land in Sylvan Township for a community solar project. Amy emailedreferring to it as a Solar Farm Diligence. She stated the proposed project site is at 13032 21st Ave. SW Pillager and they would need to zone about 160 acres for the solar array. The area they are interested inis located in the commercial area. The Planning Commission members discussed it is not a permitted use in the SCO nor is it listed under CUP’s. After further discussion it was decided to add this to the SCO, which the PC is currently working on and list it under CUP’s.

Greg Bennett – Co - Town Board Liaison:Greg informed the Planning Commission members of the following items discussed at theirlast meeting:

  1. Bryan Drown with Bolton Menk has sent the road plans to Cass County regarding work to be completed on Cemetery Road, a shared road with the City of Pillager and Barnett Road. The Township will be “piggy backing” with Cass County.
  2. The Road Maintenance Contract is up for renewal. The ad has been placed in the paper and the bids need to be received by 2:30 PM on March 16, 2017 at the Town Hall.
  3. Board of Audit meeting will be held at 6:00 PM on March 14, 2017.
  4. The Annual meeting will be held at 7:00 PM on March 14, 2017.
  5. There was discussion regarding the Draft Feedlot Ordinance with the Board making changes.
  6. The Town Board retained Rinke Noonan Law Firm as the Township Attorney.

Drainage and Wetland Conference –Brenda and Tane:Brenda and Tane gave a brief overview of the conference which they stated was a good conference, with the following items having been discussed:

  • historical perspective
  • the need for environmental stewardship
  • drainage authorities – a list of wetlands and drainage common acronyms
  • drainage case laws
  • public drainage system best management practices
  • real estate issues for water management projects

Old Business:

SCO Ordinance Changes: The Planning Commission members went through the SCO again and made a few more changes with adding a definition for Utilities Public/Private and adding it to Conditional Usesdue to discussion regarding Cypress Creek Renewables (see above under Correspondence Received). After all changes were made Brenda Silgjordmoved to recommend the Sylvan Town Board review the SCO changes and establish a date for the public hearing after further discussion with the Planning Commission if needed, seconded by Terry Quick. The question was called and the motion carried.

Sylvan Lake Park: Nothing new on this other than Scott and Dave will mark the trees with paint. After that time TeddySchaffer and Rory Stumvoll will walk the park and come back with their recommendation for the park.

Draft Feedlot Ordinance:The Planning Commission members looked through the Draft Feedlot Ordinance showing the changes the Town Board discussed at their March 2, 2017 meeting. The Draft Ordinance will now be forwarded on to the Township attorney for his review.
