6. GENERAL BUSINESS:

1. Resolution to purchase CPR property and forward deposit.

BE IT RESOLVED that the Town of Beausejour execute the required documents to purchase surplus CPR lands west of First Street;

AND BE IT FURTHER RESOLVED that a deposit of $1,000.00 be forwarded to the Canadian Pacific Railway.

7. CONDITIONAL USE HEARING: 7:00 P.M.

Public Hearing held to hear presentations regarding the Conditional Use application proposed by 0647919 Manitoba Ltd./Sunrise School Division, owner/applicant

Mayor Fred Kazina called the Public Hearing to order at 7:00 P.M.

The Administrator advised Council that the required notices had been mailed out or published as required under the Municipal Act.

Two persons spoke in favour of the application.

Four persons spoke against the application.

Mr. Roger Hardman, Secretary-Treasurer Sunrise School Division presented a description of the Education Support Centre being proposed for this location. The facility is an environment for teens that have difficulty in the regular school system and will serve approximately 8-12 students aged 9-15 supervised by 3 adults.

7. CONDITIONAL USE HEARING: 7:00 P.M. (Cont’d)

The intention is to provide an environment free of the distractions of the regular school with aim of eventual reintegration.

Ms. Karen Sobetski of 650 Selch Street spoke against the proposed use citing the Industrial Park as a place for commercial and industrial activity, not education. She also expressed a concern that noise and truck traffic would be a distraction for the students.

Mr. Ray Schirle of 750 Selch Street spoke against the proposal and supported the concerns of the previous presenter. He also expressed a concern about liability as well.

Mr. Ward Omichinski of 851 Selch Street spoke in support of the previous two speakers and expressed a concern that the students would be adequately supervised.

Mr. Tom Hay of 551 Selch Street was concerned that the tenants were already using the building before the Conditional Use Hearing. Mr. Hardman assured him that they may be moving furniture in and out but the students were not there.

Mr. Brian Barkman, former tenant of the subject property, spoke in support of the application and related that it had been used as an office environment and the noise and traffic were not an issue of any concern to his former staff.

Mr. Hardman spoke lastly to request that Council grant the Conditional Use for a specific period of time to determine if the issues mentioned became a problem or not.

Mayor Kazina thanked all those who presented.

BE IT RESOLVED that the Town of Beausejour do hereby deny the request by owner/applicant, 0647919 Manitoba Ltd./Sunrise School Division for a Conditional Use, to allow the use of the existing building as an Education Support Center, on the property described as Lot 1, Block 2, Plan 23955, more commonly known as 550 Selch Street.
