REGULAR MEETING OF THE BOARD OF TRUSTEES

December 17, 2013

The Regular Board of Trustees Meeting of the Town of Grantwood Village was held on Tuesday December 17, 2013, at Village Hall, One Missionary Ridge, Saint Louis MO, 63123. The following Trustees were present:

Kevin Kelso, Chairman

Pat Williams, Treasurer

Mark Kienstra, Village Clerk

Paul Pfeiffer, Public Works Commissioner

Bob Bess, Building Commissioner

Also present were: Village Attorney, Rich Magee, Sergeant Absolon, St. Louis County Police, Captain Chris Stockerd, St Louis County Police, and Jennifer Merritt, Secretary.

The meeting was called to order at 7:00 P.M. by Kevin Kelso.

Mark Kienstra conducted roll call, all trustee’s present.

Mark Kienstra announced a quorum.

MINUTES

REGULAR BOARD MEETING –November 19, 2013

·  One correction to the November 2013 Disbursements of $0.60. This is due to the check to Saint Louis County being cashed for $0.60 less than what it is written for.

·  Mark Kienstra motioned, seconded by Paul Pfeiffer, to approve the November 19, 2013, meeting minutes as corrected. On voice vote, the motion unanimously passed.

TRUSTEES’ REPORTS

TREASURER’S REPORT-Read by Mark Kienstra

·  Beginning Balance $288,853.12, Receipts $25,306.38, Disbursements $42,341.90, Ending $271,821.20.

·  Bob Bess motioned, seconded by Paul Pfeiffer, to approve the November Treasurer’s Report as stated. On voice vote, the motion unanimously passed.

·  December Disbursements $22,841.70.

·  No Discussion

·  Bob Bess motioned, seconded by Paul Pfeiffer, to approve the December 2013 Disbursements. On voice vote, the motion unanimously passed.

VILLAGE CLERK-MARK KIENSTRA

·  Sewer lateral program scheduled to begin on January 1st.

·  In the January or February meeting a Public works representative will be invited to speak at a trustee meeting to talk about implementatio0n and the claims process.

·  The $50 fee did show up on the tax bill.

BUILDING COMMISSIONER-BOB BESS

·  The restroom renovation was scheduled to be started, with everything picked out, but to be ADA Compliant white tile must be used. A white tile will be picked out soon and the project will be started.

PUBLIC WORKS COMMISSIONER-PAUL PFEIFFER

·  Grant Road Project:

o  A consultant has been picked out and has been submitted to the state. Estimating the project will start mid 2014.

CHAIRMAN-KEVIN KELSO

·  The ordinance for the home inspections has only had one comment/suggestion from a resident. We will be holding off for one more month to do a second reading and a vote on it. This will give anyone with a thought or suggestion to come to the board with it.

·  Bill Hund sent his thanks for getting the shrubs trimmed.

GENNY WEBELHUTH-NEIGHBORHOOD WATCH

·  The area on Whitehaven entrance that needed to be patched has been.

·  The light at Grantview entrance is still flickering

MIKE THOMECZEK-POLICE OFFICER REPORT

·  There were a couple of natural causes deaths

·  There were no accidents or no other incidents

VILLAGE ATTORNEY-RICHARD MAGEE

·  Worked on Sunshine law requests

·  Gave general legal advice

·  Worked on Berresheim case. The trial is set for January 24, 2013

·  Letter received by from Better Together and has been responded to by Mark Kienstra and Kevin Kelso.

o  Information was submitted using the website as a tool for the requested information.

UNFINISHED BUSINESS

·  Please submit your comments about the home inspection ordinance.

NEW BUSINESS

·  John Nanos- Boyd, Franz, & Stephens-Annual Review

o  Main objective is to provide a serve to the Village and review the financial statements. This includes reviewing documentation and reviewing trends and expectations.

o  The review is intended to provide limited assurance that there are not any material modifications to the financials.

o  Grantwood Village is on the Cash basis of accounting.

o  All records were in good order except one invoice, which a copy was received from the vendor.

o  At June 30th:

§  Assets were up $61, 000 over the previous year. Revenues were down about $7,000 from prior year, and expenses were about $41,000 less than previous year.

·  Roads and Bridges were down about $21,000

·  Public Safety was down about $3,600 (Crime Victims Compensation Fee)

·  General Government is down about $18,000

·  Trees and landscaping were down about $2,000

·  Building was down about $17,000

·  Office expense is down about $10,000, mainly due to lower building maintenance.

o  Be mindful of the FDIC Limit on Deposit accounts. $250,000limit per bank

o  Overall it was a good year for Grantwood Village.
