SEALED QUOTATIONS FOR SUPPLY AND INSTALLATION OF 57 EXIDE TUBULAR BATTERIES at various branches under Nagpur Zone

Allahabad Bank, Zonal Office, Nagpur, Palm Road, Civil Lines Nagpur-440001 invites sealed tender for supplying, installation and maintenance of total no. of 57 (units) batteries for UPS under buyback arrangement at our following branches:

The sealed tenders are invited from eligible bidders/concerns with the following specifications & Terms and Conditions.

1. Eligibility Criteria:

  1. Bidders should have supplied and installed batteries to Public / Private Sector Banks during the last one year and their supplies and installations were found zero defective and satisfactory. Enclose a certificate(issued in last one year) in this regard from the institutions to which such supplies and installations were made.
  1. The bidder should be original manufacturer of product or their authorized representative. In case of authorized representative, a letter of authorization/ dealership to this effect from original manufacturer must be furnished.
  1. The bidder should have well equipped after sales service center locally with requisite spare parts etc.
  1. The manufactures /dealer distributor should have never been blacklisted by any other public sector bank.

2. Bid Price:

Rs 250/-(Rupees Two Hundred Fifty only) in form of draft/banker cheque issued in favor of Allahabad Bank failing which, bid will not be accepted. Bid Price in a separate envelope has to be submitted at the time of submission of technical Bids at Zonal Office, Nagpur.

3. Bid Security:

Rs.6000/-(Rupees Six Thousand only) in form of draft/banker cheque issued in favor of Allahabad Bank Nagpur Zonal Office issued from any nationalized bank other than Allahabad Bank. Bid Security of unsuccessful bidder will be returned after finalization of L1 bidder. The bid security of L1 vendor would be returned after successful supply & Installation of Batteries and submission of Performance BG of 5% of order value valid for atleast (warranty period +60 days).

4. Performance Bank Guarantee:

The Selected vendor on whom purchase order will be placed, will be required to furnish Performance Security to the Purchaser for an amount of 5% of the order value of the goods valid for atleast (warranty period +60 days) as per Annexure-II. The Performance Security should be furnished to Zonal Office before release of payment of goods. The proceeds of the performance security shall be payable to the Purchaser as compensation for any loss resulting from the Supplier’s failure to complete its obligations under the order. The Performance Security shall be denominated in Indian rupees only, and shall be in the form of a bank guarantee issued by a Scheduled Commercial bank located in India. The performance security will be discharged by the Purchaser and returned to the vendor not later than 30 (Thirty) days following the date of completion of the Supplier’s performance obligations, including warranty and maintenance obligations.

  1. Validity of Bids : The Offer should be valid for atleast 2 months from the date of opening of Bid.
  2. Warranty & Maintenance:

The vendor warrants that the Goods supplied under the order are new, unused, of the most recent or current models as specified and incorporate all recent improvements in design and materials. The Vendor further warrants that all the Goods supplied under this order shall have no defect arising from design, materials or workmanship or from any act or omission of the Vendor that may develop under normal use of the supplied Goods in the conditions prevailing at the final destination. This warranty shall remain valid for a period of atleast 48 months after the Goods have been delivered to and accepted at the final destination after proper installation and commissioning. Any deviation to the warranty period mentioned above may be liable for rejection of bid. Free on-site maintenance services shall be provided by the Vendor during the period of warranty. Warranty must be inclusive of Onsite maintenance Services/ Support etc. The Purchaser shall promptly notify the Vendor in writing of any claims arising under this warranty. Upon receipt of such notice, the vendor shall, within 12 hours repair or replace the defective goods or parts thereof, without any cost to the Purchaser. If the Vendor, having been notified, fails to remedy the defect(s) within a reasonable period as specified above, the Purchaser may proceed to take such remedial action as may be necessary, at the Vendor’s risk and expense and without prejudice to any other rights which the Purchaser may have against the Vendor under the order. If during the warranty period, any equipment has a hardware failure on four or more occasions in a quarter, the Vendor shall replace the entire unit or component with another of at least the same quality and performance specifications at no cost to the Purchaser. The Vendor shall conduct preventive maintenance once at least in every quarter in addition to the normal maintenance required.

7.Delivery : The batteries shall be delivered and installed completed within a period of 2 (two) weeks from the date of placing of order .

8. Liquidated Damages: If the supplier fails to complete the job within the stipulated time limit, the Bank will be entitled to liquidate damage @0.5% of the accepted contract sum per week , subject to maximum of 10% of the accepted contract sum.

9.Payment Terms: Site-wise payment of 100% of the cost of batteries shall be made by Zonal Office on receipt of the specified batteries, successful installation & working and submission of the following documents .

  1. The Vendor’s invoice showing purchase order number, goods description, serial number/ s of goods, quantity, unit price, total amount;
  2. Certificate from Vendor that the delivered goods are brand new in all its components and conform to the technical specifications required by the Purchaser
  3. Vendor’s warranty certificate
  4. Excise gate pass/Octroi receipts and any other document evidencing payment of statutory levies
  5. Performance Bank Guarantee as per Clause-4 of NIT

10.Taxes : Item rate should be inclusive of all taxes (including Service Tax), cess etc. whatsoever and bank will not entertain any claims of the contractor in this respect. Octroi/Entry tax/LBT if applicable will be paid extra on production of receipt as per Clause-9. Bank will not pay any other taxes, costs or charges.

11.Order Cancellations : The Purchaser reserves the right to cancel the order in the event of one or more of the following circumstances:

1.1. Delay in delivery and installation of beyond a period of three weeks from the date of purchase order.

1.2Breach by the Vendor of any terms and conditions of tender.

1.3If the vendor goes into liquidation voluntarily or otherwise.

1.4In addition to the cancellation of the purchase order , the purchaser reserves the right to forfeit the Security Deposit/Performance guarantee submitted to the purchaser by the vendor

  1. Any modification in the tender document, which may become necessary, shall be made by the Purchaser exclusively through the issue of an Addendum/ Corrigendum. At any time prior to the deadline for submission of bids, the Purchaser, for any reason, whether at its own initiative or in response to a clarification requested by a prospective Bidder may modify the tender document by necessary amendment or cancel the tender without assigning any reason whatsoever.
  1. The Purchaser may at its discretion extend this dead line for the submission of Bids by issuing the necessary amendments(s) , in which case all rights and obligations of the Purchaser and Bidders previously subject to deadline will thereafter be subject to the deadline as extended.
  1. No Changes are allowed /permitted after the submission of the bid.
  1. Any bid received by the Purchaser after the dead line for submission of bids as prescribed by the Purchaser will be rejected and returned unopened to the bidder.
  1. Submission of bids: Bidders are required to submit the bid in physical form. Language of Bid would be in English.
  1. Please note that quotation incomplete in any respect will be liable for rejection . Allahabad bank reserves the right to accept or reject in part or full any or all the offers without assigning any reason whatsoever.
  1. Delivery freight and all other similar charges shall be borne by the supplier and no separate payment shall be made on this account.
  1. All rubbish/cartons and superfluous materials viz. old batteries should be removed from site at the cost of contractor after completion of work and prior to submission of final bill. Rubbish may be disposed off outside Municipal limits. The contractor will have to clean the furniture and fixtures etc. up to the satisfaction of bank up to the completion of work.
  1. Any damage caused by the workman of the contractor to wall, ceiling, floors or existing furniture & fixtures etc. should be made good at their cost.
  1. Any materials found defective by the bank during or after execution of work shall be removed from site by the contractor and such materials should not be re-used in the work.
  1. In case of extremely unsatisfactory execution, incompetence, bad workmanship, use of materials officially rejected by the bank, Bank is empowered to terminate the contract and engage separate agencies for completing the work on contractors risk & cost by serving 3 days notice to the contractor.
  1. The contractor will observe all necessary precaution at his cost to safeguard the workers during execution of work.
  1. Rates have to be quoted in figures as well as in words, and in case of discrepancies between the prices written in words and figures, the price written in words shall be considered as correct.
  1. In case of malfunction or unsatisfactory function of any battery during warranty period, the vendor has to replace all such defective batteries at their own cost and no sort of payments will be made by bank in this regard.
  1. The vendor must have a service center locally.
  1. Tender will not be accepted without performance certificate as mentioned in eligibility criteria
  1. The supplier has to maintain the batteries supplied for at-least 3 years after the expiry of warranty period and rates quoted shall be binding on the supplier. The AMC rates for post warranty period be mentioned in Annexure-I .
  1. The Bank reserves the right of discontinuing the Annual Maintenance Contract from the contractor during the tenancy of Annual Maintenance Contract. The cost of Annual Maintenance Charges shall also be one of the criteria in evaluation of cost economics of the tender.
  1. Item wise prices would be compared to arrive at L1.
  1. L1 Bidder will be arrived at based on TCO (Total Cost of Ownership) calculated for a period of 4 years(minimum)
  1. The vendor must accept all terms and conditions in this document and sign and affix his seal in the space below by the way of confirming that all terms and conditions are accepted.

Bank reserves the right to accept/reject any make/price without assigning any reasons thereof.
