Purpose of job
To own, control and deliver all aspects of the ICT change programme portfolio within RNIB and ensure all other change portfolio’s element are successfully delivered to time budget and specified quality.
Impact
Approx 12 FTEs will report into this job holder including Project Managers, Project Leaders and Business Analysts together with a dotted line responsibility for Infrastructure Implementation Engineers. Actions have group wide and strategic impact.
Financial responsibility
As required by line manager but not likely to exceed an annual responsibility of £3m.
Decision making responsibility
Line manager decisions for team members, assignment of staff to project roles and project task decisions within authority granted by individual project governance.
Job holder may be asked to cover for Group Head of ICT or other ICT Management team members on occasional.
Decisions taken by this job holder have a Group wide impact on operational implementations and achievement of strategic goals.
Main accountabilities
- Provide a high quality ICT Design, Build and Implementation capability for the organisation that meets RNIB strategy and stakeholders needs
- Ensure the design and build of all solutions meets accepted quality criteria.
- Ensure that individual designs align to the overall ICT Architectural principles and road map
- Working with senior colleagues and business stakeholders to board level to ensure that a clear change schedule is approved managed and maintained
- Ensure RNIB project management standards are adhered to by all project managers and project leaders throughout the organisation.
- Work with the ICT Leadership team to ensure that solution build and implementation approaches align with ICT Operating principles and standards.
- Line Management of team members, setting objectives and personal development plan, providing leadership to team and ensure that the team maintains a level of competence and delivery capability that creates confidence in the delivery processes across the business
- Maintain resource utilisation analysis, highlighting concerns and making recommendations and driving decisions of business prioritisation, ensuring that such decisions are well communicated and understood by all staff and stakeholders.
- Ensure consistent use of project processes and governance e.g. planning, reporting, risk & logs, control gate reviews etc.
- Ensure that a strong applications release management process is followed, ensuring the team works closely with RUN/OPERATIONS team on change control and hand over and follows agreed change and handover processes.
11.Provide summary project reporting and analysis.

Person Specification

- Specialist knowledge, skills and experience
1.1Strong Project Management background with demonstrable and extensive experience of successful delivery that had an organisational wide impact.
1.2 Demonstrable experience of sourcing and implementing and managing change both externally and internally both at the application and infrastructure layer.
1.3Strong knowledge of industry wide Applications.
1.4Strong knowledge of Project methodologies with formal training (certification desirable) or significant relevant experience.
1.5 Good exposure to PMO management and control approaches.
1.6 Ability to translate complex technology matters into terms relevant and appropriate to business stakeholders.
1.7 Strong relationship manager with ability to create confidence in Senior Management Stakeholders.
1.8 Strong experience of working with and managing external suppliers.

2.1 Demonstrable experience of building, developing and leading a high performing team with the ability to inspire direct reports and team members to perform at their maximum.
2.2Able to build productive working relationships and work well with colleagues at all levels and external suppliers.
2.3 Demonstrable leadership skills, will be required to make an active contribution to the wider ICT strategy and agenda.
