Re:Kindergarten Data Collection (SB 1871 Compliance)

Pursuant to Senate Bill 1871, which requires the superintendent of each school district to electronically report each kindergarten student’s raw score on the kindergarten reading instrument (TPRI or Tejas LEE) each year, please find instructions below about how to submit the required data for the 2008-2009 school year.

The kindergarten data collected under this provisionare used to evaluate the effectiveness of prekindergarten programs and certain federal or government-subsidized child care and education programs under the School Readiness Certification System. The scores are submitted to the State Center for Early Childhood Development (SCECD) on behalf of TEA, and TEAassists the SCECD in receiving these raw scores and in requiring confidentiality and other security measures for student data submitted to the SCECD as TEA’s agent, consistent with the Family Educational Rights and Privacy Act of 1974 (20 U.S.C. Section 1232g). To further protect the identity of students and to match student records, we will be using the last four digits of the student’s social security number; a complete social security number for each student will not be collected.

To submit the required data for the 2008-2009 school year, school districts and open-enrollment charter schools will use the FERPA-compliant web-based reporting system.The system is provided at no charge to the district and will beavailable for data entry beginning November 4, 2008 (district-wide data uploading will begin November 11, 2008) and continuing through December 19, 2008.

Data Entry Procedure

  1. Superintendent designates faculty, staff, or other responsible party for data entry. Options include, among others: classroom teachers, campus reading coaches, counselors, principals, district level curriculum supervisors or data managers, or contracted vendors.
  2. All new and returning users register for the 2008-2009 school year during their first login.
  3. Beginning of Year (BOY) TPRI and Tejas LEE information for each kindergarten student is entered through import of existing stored data or through classroom level entry. Either process requires registration and login.
  4. A scientifically research-based social screener is included as an added resource for use in determining the school readiness of children. Districts are strongly encouraged to enter social screener information into the web-based system to increase the impact of the SRCS.

Districts not using the TPRI or Tejas LEE as the kindergarten student diagnostic will be provided with instructions regarding how to submit the required data at a later date.
