Witwer: You ever get any false positives? Someone intends to kill his boss or his wife but they never go through with it? How do the Precogs tell the difference?
John: Precogs don’t see what you intend to do, only what you will do.
Precrime Dept. guy (about the Precogs): It’s better if you don’t think of them as human… They’re pattern-recognition filters, that’s all.
Witwer: The power’s never been with the oracle. The power’s always been with the priests, even if they had to invent the oracle.
Jad: The way we work, changing destiny and all, we’re more like clergy than cops.
Witwer: If there’s a flaw, it’s human. It always is.
Advertisement: We want to make absolutely certain that every American can bank on the utter reliability of this system, and to ensure that that which keeps us safe will also keep us free.
John: I’m not going to commit murder. I’ve never met the man I’m supposed to kill.
H: And yet a chain of events has started that will lead you, inexorably, to his murder.
J: Not if I stay away from him.
H: How can you avoid a man you’ve never met?
J: So you won’t help me.
H: I can’t help you. Nobody can. The Precogs are never wrong…. Well, occasionally they do disagree… The minority reports are destroyed instantly.
J: Why are they destroyed?
H: Who wants a justice system that instills doubt? It may be reasonable but it’s still doubt.

Witwer (about Agatha): She’s already part of his [John’s] future.
Agatha (with John): Is it now? …I’m tired. I’m tired of the future.
Rufus: I’m sorry for whatever I’m gonna do. And, I swear, I didn’t do any of that stuff I did.
John: Where’s my minority report? Do I even have one? Do I have one?
Agatha: No.
Agatha: Anderton, leave. You have a choice. Walk away. Do it now.
John: I can’t. I have to know. I have to find out what happened to my life.
John: There is no minority report. I don’t have an alternate future. I am going to kill this man.
Agatha: You still have a choice. The others never saw their future. You still have a choice.
Newsreport: The murder itself happened just as the Precogs predicted it would.
Agatha (in car): Where are we going?
Prison warden (to John): It’s actually kind of a rush. They say your life flashes before your eyes. That all of your dreams come true.
Lara: There was nothing anyone could do.
John (to Lamar): You created a world without murder. And all you had to do was kill someone to do it.
Lamar: Think about the lives that little girl has saved. Think of all the lives she will save.
John (to Lamar): The question you have to ask is, what are you gonna do now? No doubt the Precogs have already seen this. You see the dilemma, don’t you? If you do kill me, you go away. But it proves the system works. The Precogs were right. So what are you gonna do now? What’s it worth? Just one more murder. You’ll rot in hell with a halo, but people will still believe in Precrime. All you have to do is kill me like they said you would. Except … you know your own future, which means you can change it if you want to. You still have a choice, Lamar, like I did.
Lamar: Yes, I have a choice. And I made it. Forgive me, John (shoots himself).
