  1. Question: What is the Workforce Investment Board?

Answer: The Workforce Investment Board (WIB) was terminology from the Workforce Investment Act (WIA). When WIA was replaced with WIOA, WIB became the Workforce Development Board (WDB). Any WIB references in the RFP should be WDB. This has no material impact on any submission.

  1. Question: Is Section 2 2-1 submission date correct?

Answer: The RFP submission date is correctly stated in Section 1 pages 1 and 2. Section 2 2-1 has incorrect submission years (i.e. 2015 should be 2018 and 2016 should be 2019).

Updates from 3/12/18

  1. Question: Section 1 page 1 2nd paragraph: The RFP states that the vendor will be selected for one (1) year, with two (2) possible annual renewals (3 year total). Does the law allow for up to four (4) years of contract work if properly bid?

Answer: WIOA regulations do allow for up to four (4) years of contracted work off of a single bid process. The Workforce Development Board and the WDA 16 COG will consider awarding an initial one (1)year contract, with up to three (3) one (1) year renewals/extensions (up to a four (4) year total). As stated in the RFP, any decisions to extend beyond year 1 will be based on the vendor’s performance and available funding.

  1. Question: There is a typo on Section 1 page 5,1st bullet saying the delivery deadline is 4/16/18.

Answer: The delivery date for any proposals is by 6pm on 4/6/18. The Postmark date is 4/6/18, as stated in the RFP.

  1. Question: Section 1 page 9 1st paragraph: Do I need to be a One Stop operator to respond to this RFP?

Answer: Vendors responding to this RFP do not have to be a current One-Stop provider, and a number of concepts in the following paragraph are not accurate under WIOA.

Delete from the RFP: “To receive funds under this RFP, you must be a One Stop Operator or be willing to become a One-Stop partner. All One-Stop partners provide core services through the One-Stop. If a customer is unable to obtain employment through core service usage, the customer then advances into training services.”

  1. Question: Section 1 page 11 (x): Is this language accurate regarding unemployment compensation assistance?

Answer: HR 803-103 is an older reference. All client inquiries for unemployment assistance are to be directed to a state web site or to the state Unemployment Call Center. The State of Ohio has been making adjustments to their policies to improve client services, and as a result, interface with clients requesting unemployment assistance is subject to change as per State of Ohio directives.

  1. Question: Are OMB A-133 audit standards still in effect?

Answer: A-133 is now obsolete and has been replaced with the Omni Circular, which will be used for audit purposes. The WIOA CFDA # 17.259 reference is hereby deleted as well.

  1. Question: Are WIET, indemand occupations, and OMJ branding relevant to the selected vendors duties?

Answer: Yes, each of these are important considerations when delivering Adult and Dislocated Worker services. The Workforce Inventory of Education and Training (WIET) refers to the State of Ohio approved training providers. Only clients attending training providers approved via WIET are eligible for WIOA funding assistance. In demand Occupations are an equally important factor. Most WIOA training dollars must be invested in training for occupations deemed “in demand”, meaning there are good paying jobs available. The In demand Occupation list is managed by the State of Ohio. Finally, Ohio is branding WIOA workforce services under the “OhioMeansJobs” brand, and requires every service deliverer to follow their branding requirements.

  1. Question:The fiscal officer for WDB16 noticed the following corrections to the RFP, which are noted here to improve accuracy, but do not materially affect the RFP or any vendor responses:

Overview Section 1 page 1st paragraph: The WIA term “core services” is now referred to as “career serves” under WIOA.

Section 1 page 6 1st bullet: The Catalog of Federal Domestic Assistance number for Adult is 17.258 and for Dislocated Workers 17.278. The listed 17.259 number is for Youth Services.

Section 1 page 7 2nd bullet: the Workforce Innovation and Opportunity Act was authorized on July 22, 2014, not in June as stated.

Section 1 page 13 Estimated PY funding: PY17 is 7/1/17 to 6/30/18. Estimated first year funding will be for PY18 (7/1/18 to 6/30/19).

Section 1 page 14 Performance Standards Chart: The text says PY2016 and the chart says PY2017. The information is for PY 17.

Section 1 page 14 Note under chart: PY18 performance standards will be negotiated with the State in the spring of 2018 for PY18. The note incorrectly references PY-17.

The correct name of the WIOA Act is the Workforce Innovation and Opportunity Act. The “and” has been left out in a few places in the RFP.

There are a few places in the RFP that reference the “Workforce Investment Act (WIA)”. Each of these typos can be replaced with “Workforce Innovation and Opportunity Act.”
