Job Title and Grade: Strategic Asset Manager

RESPONSIBLE TO: Head of Asset and Programme Management

MAIN PURPOSE OF JOB:

To assist the Head of Asset and Programme Management in delivering strategic asset management planning, the management of information systems, property records, databases and undertaking cyclical property condition reviews to inform future investment decision for the organisation. To investigate changes in the market place for the delivery of construction projects and to identify areas of development and opportunity, particularly in external funding streams, for Plymouth Community Homes. The post holder will also be required to deputise for the Head of Asset and Programme Management and to develop and manage an effective service and to Interface with other services that operate within Plymouth Community Homes.

DUTIES AND RESPONSIBILITIES TO INCLUDE:

1.  To assist the Head of Asset and Programme Management in delivering strategic asset management planning, the management of information systems, property records, databases and undertaking cyclical property condition reviews to inform future investment decision for the organisation.

2.  To investigate changes in the market place for the delivery of construction projects and to identify areas of development and opportunity, particularly in external funding streams, for Plymouth Community Homes.

3.  To develop and lead on the project management and policy development of asset management programmes and investment models which underpin the Asset Management Strategy for Plymouth Community Homes and to achieve high quality, sustainable and safe developments for it’s residents.

4.  To assist the Head of Asset and Programme Management in the delivery of the 30 year investment programme including the development and procuring of client briefs, designs, delivery of programmes within time / cost / quality, the management of contracted partners and the monitoring of financial progress against agreed budgets. This will involve understanding Plymouth Community Homes’ corporate aims, objectives and policies to enable the greatest strategic benefits and value to be realised from its capital investment.

5.  To liaise / consult with internal and external stakeholders including residents and leaseholders to ensure, where possible, that asset management strategies and programmes are properly co-ordinated with other projects being pursued in the city by Plymouth Community Homes.

6.  Deputising for the Head of Asset and Programme Management on all matters relating to the Asset Management Strategy, programme design and delivery.

7.  To ensure that all new and existing projects are being developed through a project framework and are subject to the required process level, business case and investment appraisal procedures ensuring that best value is achieved.

8.  To liaise closely with The Head of Asset and Programme Management, Plymouth Community Homes Executive Management Team, and all other Divisional Managers to ensure a co-ordinated approach is taken towards all aspects of works undertaken.

9.  To prepare reports and policy documents to internal and external bodies when required, including Plymouth Community Homes Executive Management Team, Board and associated Committees.

10.  Undertake visits, interviews, staff supervision, correspondence and attendance at meetings as appropriate. Attendance at meetings outside normal working hours is a vital element of this job.

11.  Assisting in selection of staff appointments for the Section.

12.  Responsible for the checking and authorising of Variation Orders and accounts submitted by contractors and ensuring payments are processed efficiently.

13.  To consult with residents and leaseholders throughout the process of works in line with statutory legislation.

14.  To ensure that Equality and Diversity issues are considered and included in all contract specifications.

15.  Responsible for own continuous professional development, remaining up to date with legislative requirements (applicable to the Service), Policies and Procedures enabling the post holder to apply them, when necessary, within the working environment.

To undertake such duties as may be required that are regarded as appropriate to the grading of this post.

RESPONSIBILITIES UNDER HEALTH AND SAFETY

The post holder must ensure that as far as practicable, all working practices and procedures (including any equipment) are safe and without risk to staff under their control. There is a responsibility to make sure that all staff are aware of safety rules and procedures and undertake appropriate safety training as may be necessary. The post holder must attend appropriate Health and Safety training and ensure that the Plymouth Community Homes’ Health and Safety Policy is applied in all Sections under their management control particularly in respect to the legal requirement (or as directed by Plymouth Community Homes’ Safety Advisor) for undertaking risk assessments.

PERSON SPECIFICATION

POST: STRATEGIC ASSET MANAGER

ESSENTIAL

/

DESIRABLE

EXPERIENCE AND JOB KNOWLEDGE / A minimum of 5 years experience in a Building or Housing environment at a senior level.
Experience of Strategic Asset Management and programme delivery.
Experience of accessing external funding streams.
Proven experience of contract preparation, documentation and supervision.
A thorough understanding of the implications of the Construction (Design and Management) Regulations.
Previous experience of consultation with residents, leaseholders, contractors and other agencies.
A proven track record of Budget Management including allocation and monitoring.
Extensive experience of developing and maintaining projects to tight deadlines.
Knowledge and experience of setting, monitoring and reviewing performance standards.
Experience of working in a multi discipline and cross-organisational groups. / Experience of reporting to a Board / Committee and representing a Housing Association at public meetings.
A sound and in depth knowledge of building construction.
Sound knowledge of Health and Safety Legislation

QUALIFICATIONS

/ Possession of a relevant professional qualification to a minimum of H.N.C level in Building Surveying, Construction or Housing Management.
Professional membership of RICS C.I.O.B. or CIH
A full driving licence / Degree in Building Surveying, Construction, Housing Management or equivalent.
PHYSICAL REQUIREMENTS / Ability to visit and work from sites, offices and units across the city.
Ability to access equipment for working at heights and in confined spaces.
