Superintendent O’Keefe called the meeting to order at 7:02 a.m. There was no public participation.
Discussion Items:
· Birch Street Life Station Force Main (O’Keefe)
A second break in the force main was reported last week. This break was around 100’ near the last break. The pipe has been sent to be analyzed to see if the pipe is the issue or if weather is causing the breaks. The pipe may need to be lined; this would not interfere with the capacity of the pipe. More information will follow.
· Lift Station Generator (O’Keefe)
Clark Dietz proposal called for generators at each lift station, which amounts to around $25,000 per lift station. Instead of having individual permanent generators at each location the idea is to purchase a large portable generator. The agenda packet contains two proposals for approximate cost of the generator. They range from $46,000 to $51,000 plus around $12,000 for switches. Of the 8 lift stations, 3 already have generators. This option could save money overall. The lift stations can stand idle for 4-6 hours, which is enough time to bring the portable generator to help them run. Neither of the proposed options for a generator are available through the state purchasing program. A bid process would be required.
Mr. Thompson suggested that Mr. O’Keefe check with rental companies to see if the option to rent another generator would be possible in an emergency situation.
· New Public Works Facility (Nugent)
The Mayor requested this item be placed on the agenda. The Public Works Department is in need of more space. A long range plan for expansion is needed. An appraisal is being conducted on the present facility. The following are potential options that will need to be reviewed:
· Add a building, but what size would be needed.
· Move to another location
· Do nothing and just add portable storage to allow more room inside the facility
The department will research and get costs associated with the different options.
Trustee Dole asked if a building could be placed at Legacy Park. The Mayor reminded her that any property would have to have township approval and could possibly be used by township.
Mr. Thompson stated that the south Main Street area could be used to construct a building, but it would be away from the current facility.
· 2014-2015 Staffing (O’Keefe)
Mr. O’Keefe presented a list of spring/summer projects for the department. A current full-time employee will be out for 8-12 weeks for surgery. One part-time employee has started to cover for the full-time employee. The other two part-time employees will begin April 7th. Three of the four college age seasonal workers are coming back in mid-May.
Mr. O’Keefe would like to hire another college-age seasonal individual to bring the total to five and also hire a fourth part-time employee.
Trustee Gesky asked if it would be better to hire a full-time employee.
Mr. O’Keefe stated the department is busiest during the months of April – November. A part-time worker would be utilized well during this time and would allow the department to save some money.
Trustee Gesky does not want to hinder the department later by not having a full-time employee.
Mayor Nugent stated if 1-2 additional part-time employees are better than one full-time than the department should move in that direction.
Trustee Dole exited the meeting at 7: 43 am.
Mr. O’Keefe will review the budget again for personnel costs.
· 2014 Project Scheduling (O’Keefe & Mulholland)
Mr. Mulholland presented a list of the current projects with updates on progress and timeframes.
Mr. O’Keefe is trying to coordinate with the railroad the repair work on the Division Street crossing with the work on Division Street by the County.
The Voortman project hopes to present a site plan to the village within 5 – 6 weeks.
Tyson Engineering will be looking at the streets in early April. The streets will be ranked with cost estimates for the board to review. Mayor Nugent stated that the Village needs to make sure that Aqua repairs the patches before the village does any overlays.
· Heritage Park Concession Stand (O’Keefe)
The village passed the final mold testing at the concession stand. Last month the discussion for repairs was based on the possibility of the worst case scenario which was being suggested by the mold remediation company. Major repairs are not needed. Walls are being put back in place, sump pump is being repaired and a vent is being installed in the crawl space.
The possibility of adding a furnace will be researched. The project should come close to what was proposed.
· Budget (O’Keefe)
The budget amendment for FY 13-14 will be passed on April 7th. Initially a new truck and new chipper had been scheduled to be purchased in FY 14-15, but probably the purchase of the chipper will be held off for another year.
Monies have also been put in next fiscal year for a leaf vacuum system if the board decides to move in that direction. A used system has been found in a southern suburb. The Public Works personnel did not know why they stopped the program, but was told by his board to no longer offer the service.
· Misc.
Mayor Nugent asked about painting the south room of the Community Center. The department will look into the situation.
Stonegate Villas have asked that the village bring the street sweeper into their development. The committee did not see any problem doing that once in the spring and once in the summer to help keep the area clean.
Trustee Phillips and Trustee Martin met with Mr. O’Keefe and Mr. Hanley to discuss the parks.
Mayor Nugent asked about the proposals that the department obtained last year to clean up the area along the I-57 entrance ramps on Division. This is technically not our jurisdiction, but it is part of our village. Mayor Nugent wants entrances into town to look presentable. Village works hard on having a nice Main Street, Division Street and Rt. 50 area.
