Thank you for your information request of 23 May 2014. You requested the following information:

1)At the point the trial was paused for consultation in the summer of 2013, which companies held allocations/permits and at what length: 14.6m or 15.65m

3)A list of the operators that hold longer semi-trailer allocations/permits and at what length they do: 14.6m and 15.65m

4)How many longer semi-trailers are now on the road, again at which length: 14.6m or 15.65m

Your request has been considered under the Freedom of Information Act 2000.

I am writing to confirm that the DfT has now completed its search for the information.

A copy of the information is enclosed, at Annexes A, B and C.

However, the information you have requested at question 3: “A list of the operators that hold longer semi-trailer allocations/permits and at what length they do: 14.6m and 15.65m”, has been withheld under section 21 of the Freedom of Information Act (section 21 is in full at Annex D) given that it is reasonably accessible to you at the link here.

Furthermore, allocations made under the new system,which was implemented in September2013, are not specific to either length and, therefore, operators are free to use the allocation for either length of longer semi-trailer.

In keeping with the spirit and effect of the Freedom of Information Act, all information is assumed to be releasable to the public unless exempt.

Your right to complain to DfT and the Information Commissioner

You have the right to complain within two calendar months of the date of this letterabout the way in which your request for information was handled and/or about the decision not to disclose all or part of the information requested. In addition a complaint can be made that DfT has not complied with its FOI publication scheme.

Your complaint will be acknowledged and you will be advised of a target date by which to expect a response. Initially your complaint will be re-considered by the official who dealt with your request for information. If, after careful consideration, that official decides that his/her decision was correct, your complaint will automatically be referred to a senior independent official who will conduct a further review. You will be advised of the outcome of your complaint and if a decision is taken to disclose information originally withheld this will be done as soon as possible.

The trail was not paused for the consultation; however, at the point the consultation went out on 11 June 2013, the list of companies that held allocations together with their lengths is attached at Annex B.

2)A list of the companies – as part of the original trial – that had/or made use of their allocations/permits by the December 2013 deadline

This list is attached at Annex C.

4) How many longer semi-trailers are now on the road, again at which length.

As at 17th June 2014, there were 1044 longer semi-trailers on a vehicle special order (VSO) – therefore either on the road or in build.

791 are at 15.65m length.

253 are at 14.6m length.

Annex D

Section 21 of the Freedom of Information Act

Section 21 of the Freedom of Information Act 2000 applies:

Information accessible to applicant by other means.

(1)Information which is reasonably accessible to the applicant otherwise than under section 1 is exempt information.

(2)For the purposes of subsection (1)— .

(a)information may be reasonably accessible to the applicant even though it is accessible only on payment, and

(b)information is to be taken to be reasonably accessible to the applicant if it is information which the public authority or any other person is obliged by or under any enactment to communicate (otherwise than by making the information available for inspection) to members of the public on request, whether free of charge or on payment.

(3)For the purposes of subsection (1), information which is held by a public authority and does not fall within subsection (2)(b) is not to be regarded as reasonably accessible to the applicant merely because the information is available from the public authority itself on request, unless the information is made available in accordance with the authority’s publication scheme and any payment required is specified in, or determined in accordance with, the scheme.
