Proposal Manager

Duties and Responsibilities:

  • Develop success factors, solution plan, and win strategy in concert with the Capture Manager.
  • Plan, manage, coordinate, prepare and submit corporate proposals for major or multiple business opportunities in response to customer solicitations, according to established deadlines, guidelines, standards, and client policies.
  • Research, write, and edit technical / business / pricing responses.
  • Analyze customer solicitations and develop internal response plans and schedules for meeting customer proposal/quotation requirements.
  • Manage all proposal activities during planning, preparation, and post-submittal phases.
  • Guide and implement proposal development strategy.
  • Ensure writing style, win strategy, compliance, incorporation of themes, etc. are being met for each bid.
  • Work with BD executive to identify proposal resource requirements.
  • Coordinate the activities of internal and team member personnel, as needed.
  • Provide proposal team leadership to include coaching new members, establishing a schedule, facilitating solution strategy and theme sessions, conducting daily status reviews, and managing volume leads and authors throughout the proposal preparation process.
  • Schedule proposal reviews (Pink, Blue, Red, and Gold) and coordinate feedback from reviewers to authors.
  • Interface with and brief management on proposal status.
  • Lead multi-discipline or cross-functional team(s).
  • Provide significant input into and coordinate the updating and management of supporting files, such as resumes, contract descriptions, and standard text.
  • Manage and supervise others as necessary including coordination with subcontractors.
  • Provide post-submission leadership for oral presentations, Best and Final Offers, agency clarification requests, and Lessons Learned.

Qualifications:

  • Bachelor’s Degree in a related field required.
  • Minimum of five (5) years of direct proposal support within the Federal government market.
  • Experience with Shipley methodology is strongly preferred.
  • In depth experience with Word, Excel, Visio, and Power Point.
  • Ability to work in a fast-paced, deadline-driven, high-volume proposal environment for a federal government contractor.

Additional Information:

  • A Secret or ability to be granted this level of DoD clearance is required.
