PURPOSE OFPOSITION

Workingunder thedirectionoftheCommunityServicesManager(CSM),the roleofthe MunicipalServicesOfficer(MSO)istocoordinateandcarry outthedeliveryofmunicipal services activities in theNgaanyatjarraCommunities.Municipal services activities include:

Power, water seweragemaintenance – includes checking of powerhouse fuel tank/oil/coolantlevels,maintainingpowerhousefacilityandsolarpanels,inspection

andmaintenanceofbores,checkingandmaintenanceofseweragefacilitiesand

reporting totheRAESPservice provider,

Maintaininginternalcommunityroads–includesfillingofpotholesandmaintenance ofdrainage

Airstripmaintenance–includesroutineandessentialmaintenanceofcommunity airstrips(suchasfencing repairsand airstrip clearing)

Maintenanceofcommunityassets,buildingandinfrastructure–includesthecarrying outofroutinechecks,maintenanceofassets,reportingonfueluse,reportingbreak-

downs

Landscapingand fireprotection–includesslashing,treeplanting,wateringandclean upofpotentialfirehazards.

Waste disposal – includes garbage collection, litter control and rubbish tip maintenance.

The MSOisalso required to increase Indigenous participation in theworkforceby coordinating,supporting andprovidingeffectivesupervisiontolocallyengagedMunicipal ServicesWorkTeams.

TheMSOwillalsoassistintheannualdevelopmentandquarterlyreviewofMunicipal

Service Plans.

ABOUT NGAANYATJARRACOUNCIL

NgaanyatjarraCouncil(NCAC)wasincorporatedin1981with theaim ofsupportingthe developmentofall Ngaanyatjarrapeople.At thecoreofthisworkwasassisting the NgaanyatjarraCommunities tobestrongandsustainablewith reliableessential services, bookkeeping,agency androadtransport,fueldistribution,healthservices,community services and improvedhousing.

NgaanyatjarraCouncil(AboriginalCorporation)representstheinterestsofaround2000

Ngaanyatjarra,PintupiandPitjantjatjarapeoplelivingin12communitiesintheCentral

Desert regionofWesternAustralia.

Today,NgaanyatjarraCouncilisoneofthelargestIndigenousCorporationinAustralia andhasgrowntobethemajorrepresentativebody forNgaanyatjarrapeople. NgaanyatjarraCouncil isalsotheparentandultimateholdingcompany ofthe NgaanyatjarraCorporateGroup, whichincludes thefollowingentities:

KEYRESPONSIBILITIES

PowerStationOperation

 Overseethemonitoringand maintenance of the communitypowerstations.

Monitortheperformanceofthepowerstationregularlyandreport anyirregularities totheRAESP providerand the CSM.

Reportonaweeklybasis theoperation of thepowerstation totheRAESP provider andCSM.

 Maintain stocksof fuel,lubricatingoil, coolant, andfiltersatasatisfactory level.

Maintainthepowerstationsoastominimisetheriskoffireorelectrocution, followingall documentedOH&Srequirementsatall times.

Bore Maintenance

Carryoutboremonitoringandmaintenanceincommunities,reportingimmediately toCSManyproblems, with suggestionsonhowtoaddresstheissue.

 Monitor and report regularlyon the operation of the bore, holding tanks, UV

sterilisation unit andmains reticulation.

 Takewatersamples anddispatch monthlytotheRAESP service provider.

SewerageWorks(Onlyin Communitieswhereapplicable)

 Monitortheoperationof thesewerageworksin communities.

 Monitortheseweragepumpsonaweeklybasisandreportanyirregularitiestothe

CSMfor followup.

 Monitortheseweragepondsforanyproblems orbreaksinfencing.

 Maintain thesewerage ponds soastominimise thegrowth ofweeds in the area.

Works Program

Managetheworksaspect(iemaintenanceofcommunityassets,buildingand infrastructure)of theMunicipal Services Programunder thedirectionoftheCSM.

Implement and monitor works plan priorities within budgetary constraints in consultation with the CSM.

ManageandmaintainMunicipalServicesandcommunityworksvehicles,assets, plant, tools, equipment, storageshed, and yards.

Ensurethatworkisundertakeninamannerthatissafeandwithoutriskstohealth and wellbeing.

Ordermaterials,servicesandequipmentrequiredtocarryoutmunicipalservices activities inaccordancewith relevant financial policies.

Road Maintenance

Routineandessentialmaintenancetoroadsanddrainageincommunityliving areas.

Waste Disposal

Carryoutwasteremovalservices(includinggarbagecollection,littercontroland maintenanceofrubbishtip)in accordancewith Municipal Services Plans.

Aerodrome Maintenance

Carry out routine and essential maintenance of community airstrips (such as airstripclearingandfencing repairs.

 Ensuretheairstripis maintained at thelevel requiredby aviation authorities.

Monitorthelightsandwindsocksoastomaintainasafeenvironmentforthe arrival and departureof aircraft.

LandscapingFire Prevention

 Carryout landscapingactivities includingslashing, treeplantingandwatering.

Carryoutcommunityfireprotectionactivitiesincludingthecleanupofpotentialfire hazards.

SupportingIndigenousWorkers

SupporttheestablishmentandoperationofMunicipalServicesWorksTeams, made upoflocal Indigenouspeople,ineach of the communities youareservicing.

DevelopandmaintainaworkenvironmentthatencouragesIndigenousworker participation

ProvideleadershipandonthejobtrainingtoIndigenousworkersintheskills necessarytocarryoutmunicipal services activities.

 Maintain and encouragesafe workpractices

Coordination &Reporting

Coordinate the delivery of municipal services activities in the Ngaanyatjarra communities under thedirection of theCSM.

 InconsultationwiththeCSM,assistwiththedevelopmentandreviewofMunicipal

Services PlansforeachNgaanyatjarraCommunity.

PrepareandsubmitreportsagainsttheMunicipalServicesPlanonaquarterly basis

Whererelevant,liaisewiththeNgaanyatjarrakuShire,RAESPServiceProvider, CDPproviderandotherrelevantserviceagenciesinthecarryingoutofmunicipal

services activities.

MaintainappropriatereportingsystemsthroughtotheCSMandotherrelevant service providers.

 Otherduties asdirectedbytheCSM.

Accountability

TheMSOisaccountabletoNgaanyatjarraCouncilandwillreportthroughthe management structure defined above.

TheMSOwillworkcooperativelywiththeNgaanyatjarraCommunities,whichhave theirowngovernance and reporting responsibilities.

 TheMSOdoesnothavetheauthoritytorepresentandindividualNgaanyatjarra

Community, unless invited todosobythecommunity.

SELECTION CRITERIA Essential:

 Experience insupervision and on-the-jobtrainingofwork teams.

 Basiccomputerskills.

 Willingnessandabilityto resideina‘dry’ remoteAboriginal community.

 Willingnesstoundergo police certification,workingwith childrenandmedical checks.

 Driverslicence

Desirable:

Experience inworkingina remote Aboriginal Communityand/orwith Aboriginal people.

 HR licence.

 Experience inboremaintenance includingwindmillsand solartanks.

 Tradequalificationsorsubstantialtradeworkexperience;

 Mechanical knowledge

 Knowledge of thevarious Lawsand By-Lawswhich affecttheoperation of an

Aboriginal organisation.
