Unclassified Full Time Position with Benefits $23.31/hr. Position involves development and design of web pages, links and menus. Develops databases and web interfaces for same. Works with internal TAG departments and external agencies throughout the state such as FEMA, KSARNG, KDEM and local Emergency Management organizations.

Qualifications: (2) two years experience in XML, JAVA, ASP, PHP, NET languages, HTML, Access and MS SQL. 1- 2 years of Networking Operations; excellent written & verbal communications skills; strong organizational & computer skills; Associate’s Degree in computer science or related field or 24 academic hours in computer science and/or 2 years experience coding, testing and debugging, and documenting application programs preferred. Public Service Executive IV (COMPTROLLER)

Unclassified, Full-time State of Kansas Position. Salary is dependent upon qualifications ($32.78 to $43.91). This position reports to the Adjutant General. RESPONSIBILITIES: The Adjutant General’s Department is a unique agency within the State of Kansas. The Adjutant General’s state responsibilities are fully integrated with The Adjutant General’s federal responsibilities, which results in a large, seamless organization where distinctions between missions are not discernible. Both entities rely fully on the other to be successful. This position is an executive level position within the Adjutant General’s Department. Incumbent possesses broad authority and operates with autonomy to conduct duties as the State Comptroller. Incumbent formulates, develops, establishes, directs, and controls the policies and procedures of fiscal management, accounting, budgeting, procurement, and inventory management to ensure accountability and fiscal responsibility agency wide. These policies and procedures apply to the over multimillion in funds executed through the state budget by both state and federal employees. Establishes and directs the on-going review and analysis of agency fiscal operations, functions, and systems and initiates necessary changes and efficiency improvements to policies and procedures. Manages and interprets complex formulas to direct the allocation of state appropriated funds and the disbursement of state, Army National Guard, and Air National Guard funds. Conduct conferences with executive state and federal managers and program managers to resolve budget and funding issues and to direct necessary changes. Adjutant General’s principle fiduciary agent responsible for ensuring that agency programs are in compliance with all state and federal laws, rules, regulations and procedures relating to fiscal policy, accounting standards, budget execution, procurement activities and inventory management. Directs the fiscal administration of all Federal/State Cooperative Funding Agreements and Completion Contracts (totaling more than $22M) between the agency and the National Guard Bureau.

REQUIREMENTS: Degree in Business Admin, Accounting or a related field; Leadership ability at the managerial level to develop, execute and direct public fiscal management policy and procedures of financial management systems, accounting, budgetary, procurement and inventory programs in accordance with state and federal laws, rules and regulations; Five (5) yrs. of administrative experience in management techniques, and/or policy formulation in public sector; Budgeting experience; Three years supervisory experience; Graduate study in public administration may be substituted for administrative and/or supervisory experience at the rate of 15-semester hours per year of experience.
