2.1 Past Performance Summary: Cardinal Design – Build, LLC (“Cardinal” dba “ROADHOUSE”) and its team members have unique past performance which is nearly identical to the pending Statement of Work. Cardinal has been hired by the United States marine Corps and Unites States Navy through PM TRASYS (Program Management Systems Command) to do recent a large MOUT (Military Operations Urban Terrain) facility atmospheric upgrades. This prior performance unequivocally demonstrates Cardinal’s ability to perform all of the elements of the SOW successfully and in a cost effective manner. The name ROADHOUSE will appear on our past performance as it is a registered fictitious name for Cardinal Design – Build. ROADHOUSE stands for Ready Operation Armored Design Houses.

2.1.1: Cost Effectiveness: Cardinal has been the lowest credible bidder on all of its recently awarded contracts. These contracts, which are remarkably similar to the existing Statement of Work demonstrate LPI’s ability to carry out its work in a cost effective manner.

2.1.2: Successful Execution: Cardinal has not suffered any performance failures in its contract work for the Marine Corps and Navy EOD 1 & 2. All work has been completed on time and on budget. Furthermore, Cardinal has demonstrated its ability to overcome significant obstacles and challenges. Under the Mock Afghan Village contract (Contract Number M67854-09-P-8135), Cardinal was challenged to construct a Mock Terrorist Training Camp in an environmentally-sensitive area. Cardinal successfully developed an above-ground support system which did not rely on the use of footers or subsurface concrete. This Cardinal design allowed for the construction of the village in a desirable training area which would otherwise be unable to support training.

2.1.3: World Class Team Members: Cardinal has enlisted the participation of some of the world’s finest design, film and audio visual experts to participate in this effort. These people are some of the most accomplished and creative minds in this field. Cardinal has chosen Sloane Associates, Inc, TeaRit Consulting and Epsilon Security Systems, Inc. because the key individuals from these organizations have extensive military experience in addition to their design, construction and audio visual expertise. Cardinal believes it has selected a world-class team to assist it in fulfilling the requirements of this solicitation. Cardinal further anticipates this team pursuing additional training and construction opportunities for the Department of Defense.

7 / Brief Description of Work / Offeror was hired to construct a new indigenous Afghan Village on site at Ft. Story. The village structures are required to be portable and relocatable. This contract includes the construction of 20 original structures with realistic exteriors and culturally-appropriate atmospherics. This performance of this contract was delayed due to an environmental permitting issue outside of the Offeror's purview. Once approved, the entire site had to be relocated approximately 50 yards t the East of its original location.

The scope of this Department of Homeland Security contract was for detailed site surveys, engineering, design, manufacturing and installation of an intelligent video perimeter protection system along the CSX/Amtrak railway in Washington DC. Epsilon Systems teamed with Duos Technologies and other subcontractors to integrate Intelligent Video Analytics, active RFID, Train Detection, One-way audio communication and access control using rvsPRO™ digital video recorders and Praesidium™ intelligent video software. The system architecture is sufficiently flexible to allow incorporation of additional or new technologies as they become available.

The installed and operating system consisted of a fiber optic backbone, head end equipment with 13 servers, 3 zones, 72 fixed cameras, 19 PTZ cameras, 20 RFID devices, 40 IR illuminators, intelligent video analytics, configurable alarm zones, and virtual fences along a two and a half (2.5) mile rail corridor.

The system is secured and encrypted to DHS standards for remote access via the internet using Microsoft Internet Explorer or from any authorized workstation with the client software application. The browser based software allows an unlimited number of simultaneous users to access the system with a hierarchy of user privileges, and is remotely accessible for technical support via a Virtual Private Network (VPN). Authorized end users can view any camera, and every end user can be configured for different levels of access to control the cameras and view archived video. The system is designed to allow around the clock monitoring of real-time streaming video, data and alarm information by authorized end users consisting of Railroad Police, National Park Police, Metropolitan Police, Secret Service, Department of Homeland Security, Duos Technologies, Epsilon Systems and others.

The purpose of the combined contract was to continue the accomplishment of requirements that were initially performed on the NCRRPP and ASPP contracts and portions of the system. The complete system provides an Intelligent Video Monitoring Security system for freight and passenger trains entering and leaving the DC rail corridor. A prototype program to test the feasibility of explosives detection in high pedestrian traffic areas at the main access point(s) of Union Station was modeled and tested for consideration as a future project. A Pilot project for a rail corridor chemical detection capability was designed and tested for consideration for future projects
