1.0 PURPOSE AND SCOPE
The IEE-16-30 "Pillar D: Governance" covering a previous iteration of this activity (TEC of $5.8 million) was approved in April 2016. In June 2016, the Total Estimated Cost for the award was increased to $12.5 million to allow for an expansion of the workalready listed in the IEE. In March 2017, desiring to make a full assessment of the logistics performance during the electoral cycle, UNOPS requested a six month No-Cost-Extension to conduct this assessment, as well as to one additional activity. The new activity involved the destruction and recycling of election materials from the 2010, 2015 and 2016 electoral cycles that were now invalid. In preparation for this extension, a Request for Categorical Exclusion was issued and cleared by the Bureau Environmental Officer (BEO) - LAC-IEE-17-40.
In the course of the extension, it was determined that completion of all activities would not be achieved before September 30, 2017 owing to bureaucratic delays on the partner’s side with regard to the new activities, as well as the enlargement of existing activities to include the Indirect Elections, the final stage of the Electoral Cycle covered by the grant. Thus, this action is for a time extension for the current activities, with no new activities added.
2.0 CERTIFICATION OF COMPLIANCE
- All other aspects of the project design/activities and geographic scope remain unchanged from previous environmental analyses.
- Annual Work Plan(s) have been verified to undertake only those activities originally proposed and all reporting requirements have been adhered to and remain unchanged. This project is in compliance.
- There has been no change to the climate risk screening/management of the project in accordance with Mandatory Reference for ADS Chapter 201 on Climate Risk Management for USAID Projects and Activities.
3.0 REVISIONS
Per 22CFR216.3(a)(9), when ongoing programs are revised to incorporate a change in scope or nature, a determination will be made as to whether such change may have an environmental impact not previously assessed. If so, this environmental analysis will be amended to cover the changes. Per ADS 204, it is the responsibility of the USAID A/COR to keep the MEO/REA and BEO informed of any new information or changes in the activity that might require revision of this environmental analysis and threshold determination.
