Position Summary:

MSI has an immediate mid-level opening for a Proposal Team Leaderto support the Business Development Unit (BDU). This person will be the go-to person for both BDU and technical staff to coordinatecomplexor strategically criticalproposals.The Proposal Team Leader will leada6-person team and work closely with the Associate Director of Proposal Development to prepare for bidding opportunities, create proposal sections and maintain proposal resources. S/he will ensure the team’s timely submission of technically sound and compliant proposals.This is a full-time position in MSI’s headquarters in Arlington, VA.

Responsibilities:

  • Independently coordinate proposal teams from pre-RFP capture to reviews to BAFO to ensure submission of high quality, compliant and competitive proposals.
  • Monitor the team workflow and work with the Associate Director to reallocate staff resources as needed.
  • Oversee and ensure quality control on proposal development materials and submissions.
  • Provide guidance and mentorship to Proposal Development staff.
  • Ensure the proposal process adheres to MSI’s policies and procedures for proposal development, while suggesting improvements/modifications when needed to promote the use of best practices.
  • Provide writing, reviewing, proofing and editing support on technical proposals as needed.
  • Write corporate capability statements and tailor past performance reports for proposals using internal databases and key informant interviews.
  • Liaise with partners to execute teaming agreements and collect necessary proposal inputs.
  • Monitor donor and government listings; help maintain MSI’s lead opportunity tracker.

Qualifications:

  • Over 3 years of experience in proposal management in an international development environment.
  • B.A./B.S. in international studies, business management, public administration or equivalent field. Master’s degree in related field preferred.
  • Adept at USAID procurement procedures; knowledge of USG contract and/or grant regulations.
  • Track record of winning proposals, preferably large USG bids; experience with other donors such as the World Bank a plus.
  • Excellent written and verbal communication skills, including facilitating meetings.Proven team leadership skills and ability to work effectively in a team environment with both technical and non-technical staff from various cultural backgrounds.
  • Demonstrated ability to manage multiple priorities and meet tight deadlines.

Fosters a teamwork approach to proposal development that includes consensus building.

Comfortable working under tight and often changing deadlines and priorities.

Excellent written and verbal communication skills, including facilitating meetings.

  • Familiarity with MSI’s competitive environment preferred.
  • Proficient in Microsoft software, including Outlook, PowerPoint and Word, and Adobe.
