Designing, Editing, Recording and Broadcasting Radio Programs in the Project Areas

  1. Background of the Project

Promoting Human Rights and Fundamental Freedoms in Pakistan project is an EC funded project designed to secure civil and political rights through strengthening the capacity of the local government, civil society organizations and citizens that assist in establishing good governance, respect to rule of law and freedom of speech and information. The Threemain components are to improve the general human rights situation in 10 remote and conservative districts of Pakistan with particular focus on (1)increased awareness on fundamental human rights, (2) freedom of expression and (3) access to information.

  • Background of the assignment

The project is raising awareness of community on fundamental rights, freedom of information, Universal Declaration of Human Rights and Constitution of Pakistan through innovative means. Engaging print and electronic media is one of the ways for the promotion of rights and rights based services.

Under “Promoting Human Rights and Fundamental Freedom in Pakistan” project funded by European Commission, the proposed assignment is seeking services of those organizations/firms/radio stations engaged in radio program designing and broadcasting and having its network/linkages in all ten project districts. The potential individual/organization/firms/radio stations will be hired for designing, editing and broadcasting of a final product of a 20-25 minutes radio program based on the human rights violations in project target districts from all four provinces. The consulting individual/organizations/radio stations will propose format and mechanism for recording and broadcasting and monitoring of the final program. The program will be having interactive methodology with background music.

Following ten districts in four provinces of Pakistan will be covered for radio program broadcasting;

(1) Sindh Province: Shahdadkot, Ghotki and Dadu districts

(2) Punjab Province: Rahim Yar Khan, Muzaffar Garh and Rajanpur districts

(3) NWFP Province: Mansehra and Abbottabad districts

(4) Balochistan Province: Naseerabad and Jafferabad districts

  1. Objective
  • Record, edit, finalize and broadcast 120 radio programs of 20-25 minutes in all project districts by documenting human rightsviolations in project areas.
  1. Activities

Following will be the activities carried out by consulting individual/organizations;

  1. Specific tasks and activities of the assignment:

The following outlines some of the specific tasks to be accomplished under this Term of Reference for radio programs. In performing these tasks, the selected consultant will be expected to collaborate closely with the focal projectperson and team as per needed. During this assignment, the consultant will also be encouraged to work closely with implementing project partners, Human Rights Forum members and local community for issues identification, case study and compilation of rights violations.

  1. Design and develop radio programs (with background music and relevant information) based on locally identified issues on fundamental human rights from the project areas for target communities/groups
  1. Edit and finalize the program and share with project focal person for final approval
  1. Broadcast finalized radio program at local and national channels ensuring broadcasting in all ten project districts
  1. Develop program’s monitoring mechanism and submit to the concerned project focal person
  1. Liaison and networking with local community organizations, Human Rights Forums, Information and Referral Centers and implementing partnerforissueidentification through a defined mechanism.
  1. Build connections with implementing organization, Human Rights Forums, Information and Referral Centers and local community to record and ensure implantation plan in the selected target areas
  1. Record and provide proof of broadcasting of the program to the project focal person

D. Deliverables:

The consulting organization/radio station (s) will provide the following deliverables based upon completion of the assignment;

  • Program recording, editing and finalization methodology
  • Human Rights violation/case stories identification/documentation methodology and time plan for assignment
  • Broadcasting methodologies and advanced broadcasting plans with day, dates, times and channel (s)
  • Broadcasting proofs and certificates from the channels
  • CDs of all recorded programs
  • Training material/manual (if used for the assignment)
  • Interim/final assignment completion reports
  1. Selection criteria

All those consulting individuals/organizations/firms/radio stations are eligible to submit proposals for the assignment who have 5-10 years work experience in the field of radio.Preference will be given to those individuals/organizations/firms/radio stations that have successful track record of such activities, have their own recording and broadcasting setups and human resource to travel in the field (if required). Organizational capabilities and performance of similar work in the past will definitely support and favor the selection process. The organizations/firms/radio stations or individuals with demonstrated capabilities to complete the assignment timely will be highly encouraged to apply.

Consulting firms/organizations may be invited to provide a verbal presentation or clarification of their proposals. In evaluating the proposals, EC-HR project team will be governed by assuring best value is delivered.

Any and all costs associated with the preparation and submissions of proposals are the sole responsibility of the proposing organizations/firms/radio stations and no TA/DA will be provided. EC-HR project team reserves the right to reject any or all submitted proposals at its discretion and is under no obligation to issue an award.

G. Submissions

All the interested consultants (individual/organizations) are requested to submit narrative and financial proposals in the sealed envelopes before June 15th, 2011. No proposals will be accepted after due date.

The narrativeproposal must include the following;

  1. Proposed approach, detailed work plan, monitoring plan.
  2. Described methodology, proposed approach and work plan with measureable indicators
  3. Organizational capacity statement (organizational background and past experience of implementing such projects/activities etc).
  4. Human resource who will be engaged in the project implementation.
  5. Cover Letter/Statement Of Interest

The financial Proposal

The financial proposal must cover;

  • A detailed budget for each activities
  • Breakdown of the activity cost
  • Budget should also includeoverhead cost

Assignment end date

The assignment will be closed by or end of December 31, 2011
