2.IntroductionandInformationabouttheLifton

LiftonisinthevalleyoftheriverLyd,aboutamilefromwhereitmeetswiththeriverTamarandfourmilesEastofLaunceston,ontheborderwithCornwall.Liftonhasalonghistorywithwrittenrecordsdatingbackto Saxontimes.

ThevillageofLiftoniswellsupportedwithageneralstore,pub/hotel,primaryschool,doctor’ssurgery,churchandotherfacilities.TheA30oncewentthroughthevillageandthecurrentroadprovidesgoodaccesstothenationaltrunk roadnetwork.

The2011Censusshowsthattherewere1180peopleresidentinLiftonlivingin499households.Morerecentlythepopulationhasbeenestimatedtohaveincreasedto1212(PatientandPractitionerServicesAgency2012).IntheCensustherewere50dwellingswith no usualresident(empty,second home orholidaylet)intheParish.

Therearecurrently14propertiesfor salein Lifton ontheRightmovewebsite.Otherthana cottagedescribed asinneedof totalrefurbishment thecheapest propertiesonthemarket aretwoterracedpropertiesofferedat just under £130k. Oneof theseis a2bedroompropertyandonea3bedroomproperty. The3bedroompropertyappearsto needsomeimprovement.Basedonthesalepricesofpropertiesmost3bedroomhomesappearto reachapriceof £160k.There are no1bedroompropertiesonthemarket orwithrecentrecordedsalesinLifton.Thenearestonebedroompropertiesforsale areinLaunceston wherethereisarangeof propertiesforsale.

ThenearestruralonebedroompropertyforsaleisinLamertonfor£92K.Theaveragesusedfor assessing affordabilityaresetoutinTable1below

In assessingthe levelof renttouseto measure affordability, twoelementshavebeenconsidered.Firstly,inthehousingneedssurvey, evidencewasreceivedregardingprivaterentsbeingpaidbyresidentsand secondlyrentsforpropertiescurrentlyon themarket wereconsidered.Bycombining thesetwosetsofdatatypicalrentsfor3sizesofpropertyhavebeenassessed andare showninTable 1below.

Thereare 56affordable homesin Liftonconsisting of19one bed, 24two bed and 13threebedroomhomes.

3.AimsoftheSurvey

  • Toinvestigatetheaffordablehousingneed,tenureandhousesize forlocalpeoplein theParish ofLifton, those wishing toreturn, andthose who workinthevillage.
  • Toestablishthegenerallevelofsupportforasmalldevelopmentofaffordablehousingforlocalpeoplewithhousingneeds

In order to establish whether a person needs affordable accommodation it isnecessarytoestablishthree elements:

a)Thattheyhave ahousingneed

b)Thattheyareunabletomeettheirneedwiththeirownresourcesintheopenmarket

c)Thattheyhavea localconnectiontotheParish.

4.Surveyhistory,methodology,distributionandresponse.

Thesurveywascarriedoutusingastandardmethodologyapprovedbylocalplanners.BackgroundnotesonthemethodologycanbeobtainedfromtheRuralHousingEnabler.

TheParish Councilhave agreed toundertakea housingneedssurveylinkedtothe“Plan It” community planningprocess.

Surveyforms(Appendix1)were postedtoeveryhouseholdinthe Parish,accompaniedwithanexplanatory letter. Thedeadline forthereturn ofthesurveywasthe 23rdSeptember 2013. Areplypaid envelope wasprovided.

Thesurveyformwasintwo parts.Thefirstpartaskedalimitednumberofquestionsaboutthetypeofhouseholdandsupportforaffordablehousing.Allresidentswereinvitedtorespond tothispartofthesurvey.Thesecond part of the survey isdesignedtobe completed by householdswith a needto movehomewithin the next5years.

In additionallpersons registeredonDevon HomeChoice who hadgivena postaladdresswithintheParishand didnot returna surveyformwerecontacted byletterto askthemto ensurethat theycomplete the housingneed surveyformif interestedinbeing housed withintheparish.

Therewere atotalof 173surveysreturned,whichisaresponserate of31.4%.Thisisagoodresponseandthesurveyachieveditsaimofidentifyingactualhouseholdsinneed.Out of the173surveys,15 werereturned with parttwofilled in.

Inthisreportwherestatisticsareusedtheywerepublishedin2012unlessstatedotherwise.

Itshouldbenotedthatwhilstapparentinconsistenciesinresponsesarefollowed up,theinformation givenistaken at facevalue.

5.1Favourasmalllocaldevelopment

Respondentswereasked thatiftheywould be infavour ofasmallnumberofhomesforlocalpeopleifthe needforaffordablehousingwasproven.83.3%ofthoseansweringthequestionsaid theywouldbeinfavour.

5.2Suggestionsofwhereadevelopmentcouldbesited.

Respondentswereaskedto suggestsmallsitesandidentifyanyemptypropertiesorredundantbuildingswhichcouldbe usedforaffordable housing.

48suggestionsweremade,withseveralsuggestionsmentioningsurroundingthesiteoftheold fillingstation. Thelistof sitescanbe madeavailable tothe ParishCouncil.

Additionalcommentsweremademoregenerallyabouttheprovisionofnewhousing;thesecommentsare listed inAppendix2.

5.3Mainorsecondhome

TworesponseswerereceivedfromhouseholdsthathaveasecondhomeintheParish.

5.4Currenttenure

81%ofrespondentsare owneroccupiers.10%ofrespondentsare livinginprivaterentedaccommodationand 6%rentingfromahousingassociation asshowninFigure2below.

5.5Respondentswhoneedtomove.

Thirty-threehouseholdsexpectedthattheyorsomeoneintheirhouseholdwouldhaveto move asa household nowor withinthenext five years.Nine of thehouseholdssaidtheyexpectedtoneedtomovetoaffordableaccommodation.

6.Housingneedsofpeopleover55

SectionBof PartOneofthe questionnaire wasdirectedat residentsovertheageof

55.ThepopulationprojectionsforDevonshowamassiveincreaseinthenumbersofolderpeople inthe next20years.Thereislittleinformationonthehousing needsandaspirationsofolderresidentsinruralDevon.

203olderresidentsrespondedtothesurveyfrom126 separatehouseholds.

Olderhouseholdswereaskedabouttheirfuturehousingplans.Eighteen householdsplantomove and theywould like todoso inthe next 5years.A furthertenhouseholdshave thought about movingbut do notplan todo sointhe next 5years.

When those wishingtomove inthenext5yearswereasked where theywishedtolive.Ninety-sevenhouseholdswished toremaininLifton. Howeverelevenwish tomoveawayfrom Lifton.

7.Assessmentofthoseinneed

Fifteenhouseholdsindicatedaneedtomoveandreturned Part Two ofthesurvey.Thissectionreferstothehouseholdswho returnedthispartoftheform.

Onreviewingthefifteenforms,fourhouseholdshavebeenexcludedforthefollowingreasons:

  • Twohouseholdswereowneroccupierswithadequateresourcestomeettheirneeds–oneofthesewasanolder owneroccupier.
  • Twoidentifiednoneed.

Elevencasesthereforehavebeen assessedindetail.

Housingneed

Householdscompleting thispartof theformwereasked toidentifywhytheyhadahousing need and whentheywould needtomove.

Figure 3belowshowsthereasonsforneedingto moveiftheyhadacurrentneed tomove.Respondentscouldgivemore thanonereason.Where thehouseholdwasregisteredwith DevonHome Choice theywere notrequired togivedetailsof theirreasonforwishingtomove.

Figure 4showsthe reasonswhypeopleexpect toneed tomove inthe future.Respondentscouldgivemorethanonereason.

LocalConnection

ThedefinitionoflocalconnectionissetbyWestDevonBoroughCouncil:

Allofthe households were foundtomeet the localconnectionrequirementassetoutabove.

HousingOptions

Thehousingoptionsavailableto thehouseholdsinneed withalocalconnectionarenowgivenconsideration.

Respondentsprovidedinformationonincomeandsavingswhichallowsanassessmentofwhat thehouseholdcanaffordtopayfortheiraccommodation.Notesonthemethodologyare availablefromtheRuralHousingEnabler.

Otherevidenceofhousingneed

Aswellasthissurveyotherevidenceofhousingneedshouldbeconsidered.ThehousingwaitinglistorregisterforWestDevoniscalledDevon Home Choice.Table3belowshowsthe numberof householdsineachBandonDevon HomeChoice withaLifton postaladdress.Band Aisthehighest levelof need,andBand Eisdescribed as“noneed”.Band E doeshoweverincludecases wherethehousehold isphysicallyadequatelyhousedbutwho are struggling topaya highrent.

Respondentsprovideinformationonincomeandsavingswhichallowsanassessmentofwhatthehouseholdcanaffordtopayfortheiraccommodation.NotesonthemethodologyareavailablefromtheRuralHousingEnabler.

Elevenhouseholdshavebeenassessedagainstthesecriteria.

Takingintoaccountthe income,savingsandassetsofthehouseholdsnoneoftherespondentscanafford to buyin the openmarket.

Two ofthe householdshave theabilitytorent inprivate market.

Two ofthehouseholdsmayhave thefinancialcapacitytoaffordsharedownership.

The seven remaininghouseholdscanonlyaffordrentedproperties andmayhavetorelyon benefit to assist withhousingcostswitheither socialoraffordable rents.

In Section 2it wasnoted that24householdsliving in Liftonareon the DevonHomeChoiceregister.Wehave alreadybeenadvised by 4of thesehouseholdsthattheydonotwishtobehousedinLifton.There isapossibilitythatotherhouseholdson DevonHomeChoicewho did not replyalsodo notwant toliveinLifton.However itisalsopossible that theythought thatastheywerealready onthe register theydid notneedto completea surveyform.Itisalso possiblethatthereareotherapplicantswhohavea local connectiontoLifton but who live outsidethe area.

ThesuggestedmixofhousingisshowninTable4below. Thistakesaccountofthefamilymakeupasdeclaredon thesurveyform.

Thesurveyalsoassessedwhenthoseinneedrequiredaccommodation.Fiverespondentsrequirehousingwithintwelve months,three respondentsrequirehousingin one tothree years’ time andonerespondentrequireshousing in three tofiveyearstime.

8.Conclusion-FutureHousingNeedfortheLifton

Overall,itmustberememberedthatthisHousing NeedsSurveyrepresentsasnapshotintime.Personalcircumstancesareconstantlyevolving.Anyprovisionofaffordablehousing,would,bynecessity, needtotakeaccountofthis. However,giventhe levelof response to the survey, andin spiteof the potentialforcircumstancestochange,the surveyhasidentifieda need in the near futureforaffordablehousing.

Astheneedsof householdsare constantlyevolving,theleveland mixofneed inthisreportshould be takenasa guide.In particular it maybe appropriate to varythemixofsizesprovided.

Thelowlevelofresponsefrompeople on DevonHomeChoiceisamatterofconcern.Itshould benoted that peopleon the register have been given twoopportunitiesto provideinformationincludingtheformitself.Thereappearstobenovalueinmaking furtherattemptstoencourage returns,sothe reporthasbeenpresented with the informationavailable at thistime.

Inthe future,ifa detailed scheme isproposed itmaybeappropriate toincreasetheoverallnumberofhomesprovidedifevidenceof people inneedwitha localconnectionforotherson Devon HomeChoicecanbe provided.TheRuralHousingEnablerisable toassist withvalidation ofthisinformationinthefuture.

Thisreportremainsappropriateevidenceofneedfor upto5years.However ifthereisasignificant developmentofaffordable housingin theParishwhich issubjectalocalconnection requirement and substantiallymeetsthe needidentifiedin thereportitwillnormallybe necessarytore-surveythe Parishbeforeanyfurtherdevelopmentto address localneedsisconsidered.

Recommendation

Itisrecommendedthat:

a)The Parish Council consider a development of nine affordable homes toaddresstheneedidentifiedinthisreport.

Thereare a numberofdifferent typesofhousingwhichmeet the definitionofaffordablehousingforplanningpurposes.

SHAREDOWNERSHIP- thisis whereyoupartbuy,partrent yourhome.Ina typicalhousingassociationexample,youwouldstartoffowning 40%oftheequity and payingrentonthe remaining60%withthe optionofbuying a greatershare ofthe equity whenyou can affordto do so.Youneed eitherto havethe cash to buy the equity shareorbeableto raise a mortgage.Ifyouneed to raise amortgage youwillneed a deposit plusyourbuyingcoststo do so.
