1.INVITATION TO SUBMIT BIDS FOR THE PUBLIC TENDER
Pursuant to Item g) of the first paragraph of Article 39 of the Public Procurement Act (Official Gazette of the Republic of Slovenia no. 91/2015, hereinafter: the ZJN-3), Radiotelevizija Slovenija, Public Institution, publishes the public tender in accordance with the low-value procedure for
the purchase of camcorders with additional equipment, PTZ cameras with control unit and a viewfinder.
Bids in two copies (one original and one copy) must be sent in sealed envelopes to the address:
“Javnizavod RTV SLOVENIJA, KOLODVORSKA 2,VLOŽIŠČE, 1550 LJUBLJANA, SLOVENIA”, with the postscript: "DO NOT OPEN - FOR TENDER - BID FOR TENDER NO. JN-B0789 – “Purchase of camcorders with additional equipment, PTZ cameras with control unit and a viewfinder.“The full address of the Bidder is to be written on the envelope.
The term for acceptance of bids is until 09.00 a.m. on 06October, 2017. Bids received after that time limit will not be counted and will be returned unopened to the Bidders.
Public opening of bids will be on 06October, 2017at 10.00 a.m. on the premises of JavniZavodRTV Slovenija at Komenskega Street 7 in Ljubljana.
Before the public opening of the bids the present participants of the Bidders have to hand over written authorizations for participation on the public opening.

2.INSTRUCTIONS FOR MAKING BIDS
2.1.Contracting authority of the public tender
Radiotelevizija Slovenija, Javnizavod, Kolodvorska 2, SI - 1550 Ljubljana

Bids will be appraised by the General Manager appointed professional commission. The Decision on the award of a Contract will be issued by the General Manager of JavniZavod RTV Slovenija. In the evaluation of the tender the commission will take account of the criteria that are the constituent part of the procurement documents.
The chosen Bidder must enter into a signed Contract within 8 days after receiving the “Decision on the Award of a Contract”. In the case of a Bidder not entering into a signed Contract, the Contracting Authority will validate the guarantee on the seriousness of the bid.
The Contracting Authority reserves the right to vary from the published values and quantities when selecting bids, subject to available financial resources and actual needs.
In case of receiving inadmissible bids, the Contracting Authority shall annul the tender. The Contracting Authority reserves the right not to choose any of the bids (according to Art. 90 of ZJN-3).
2.2.Legal ground
The Public Procurement of JavniZavod RTV Slovenija (hereinafter referred to as: Contracting Authority) is carried out in accordance with the valid Public Procurement Act (ZJN-3) and by-laws applicable, Public Integrity and Corruption Prevention Act (ZIntPK-UPB2) and in accordance with the legislation being valid on the field of public finances and on the field that is the subject of this public tender.
2.3.Basic rules of operation
Every Bidder’s attempt to affect the treatment of the Contracting Authority or decision on the selection shall result in rejection of his Tender. The same applies to all attempts related to the work and decision of the Evaluation Committee.
In the period from the publication until the conclusion of the Contract the Bidder shall be not allowed to commence and perform any actions, which might prior determine the selection of a defined bid. In the period from the selection of a Bid until the Contract comes into force the Bidder shall be not allowed to commence any actions, which might cause the Contract to become void and unfulfilled. In case the procedure is stayed the Bidder shall not commence or perform any procedures, which might aggravate the invalidation or objectivity of the Review Commission.
3.SUBJECT OF THE PUBLIC PROCUREMENT
3.1.General description
The subject of public procurement (tender) is the purchase of camcorders with additional equipment, PTZ cameras with control unit and a viewfinder. The equipment will be used for production of television programs on RTV Slovenia.
The offered equipment has to comply with all technical demands which are specified in Specification and technical requirements.

All equipment powered by 230V AC must satisfy acts and regulations valid today in the republic of Slovenia to do with electrical powering (230V, 50 Hz) and safety against electrical shock in accordance with SIST EN 50160, SIST EN 60950.

3.2.1.3.Rejection of a bid
The Contracting Authority shall reject the bid from further proceeding, in case the bid documentation does not fulfil all the conditions and requests, stated in this tender documentation.

The matter of order is purchasing two camcorders of typa 1 with additional equipment and one of type 2 with additional equipment. The equipment will be used by TV Production.

Technical requests:
- Handheld camcorder with build in lens.
- Camera part must have at least one (1) 1’’ sensor with at least 14,2 miliona efektiv pixels.
- Camcorder must have 3.5'' LCD 16:9 VF with at least 56 mega pixels and also 4:3 OLED 0.39'' VFOLED VF must have at least 1.44 milona pixlov.
- The Minimum Illumination must be at least 3 lux or less.
- Camcorder must have built in neutral density optical filters and colour electronic filters.
- Camcorder must have built in multi interface shoe (MI Shoe) adaptor for cable-free connection of some wireless microphone receivers (for avdio signal and power).
- It must have S/N ratio at least -59 dB (noise suppression switched on).
- Camcorder must record on SD cards (paralel on both and one after another).
- It must have manual adjustment of zoom, focus, iris, gain and exposure time.
- It must have IR filter, which must be possible to bypass, to shoot night scenes illuminated by IR light.
- It must allow recording in the following formats:
-XAVC HD (1920 x 1080), 50i pri 50 Mbps in 35 Mbps
-XAVC QFHD (3840 x 2160) 25p pri 60Mbps
-XAVC Proxy (1280 x 720) 50p, 9Mbps
- Avdio signal from microphones must be possible to record in the following formats:
-XAVC HD: Linear PCM 2ch, 24-bit, 48 kHz
-XAVC QFHD: Linear PCM 2ch, 24-bit, 48 kHz
-XAVC Proxy: AAC-LC 2ch, 24-bit,48 kHz
- It must allow FTP transfer of files directly from camcorder. It must allow also streaming of picture and sound over IP networks.
- It must allow wired LAN and Wi-Fi control of camcorder.
- Camcorder must have the following video outputs: 1 x 3G/HD-SDI output ( BNC conector) from which we get also HD picture of recorded file and live picture from camera part.
- Avdio input XLR-type 3-pin (female) (x2), line/mic/mic +48 V selectable for channel 1 and channel 2. Manual and auto control of avdio level must be allowed.
- Analog audio output (channel 1, 2) must be Integrated into Multi/Micro USB jack.
- Headphone output must be stereo earphone mini-jack.
- HDMI output, A-type.
- USB port must be Multi/Micro USB jack.

Technical requirements:
- It must be handy camcorder.
- Camera part must have three (3) 1/2’’ HD CMOS sensors.
- Camera must have horizontal resolution at least 1000 TV lines in 1920x1080i mode.
- Camcorder must have built in neutral density optical filters and colour electronic filters.
- It must have built in 3.5" colour 16:9 LCD VF with resolution at least 960x540 or more and 0.45" 16:9 LCD VF with resolution at least 852 x 480 or more.
- Camcorder must record on SxS cards.
- Recording formats for video signal must be the following:
XAVC-I mode: max. 112Mbps, MPEG-4 H.264/AVC
- 1920x1080/50i,
XAVC-L 50 mode: max. 50Mbps, MPEG-4 H.264/AVC
- 1920x1080/50i
MPEG HD422 mode: 50Mbps, MPEG-2 422P@HL
- 1920x1080/50i
- Recording formats for avdio signal must be the following::
XAVC-I mode: LPCM 24-bit, 48kHz, 4ch
XAVC-L mode: LPCM 24-bit, 48kHz, 4ch
MPEG HD422 mode: LPCM 24-bit, 48kHz, 4ch
- Camcorder must be able to record also proxy signal on SD card in resolution 1280x720p and 640x360p. Such a file must be possible to stream directly from camcorder without use of PC.
- Camcorder must be able to transfer over WLAN recorded files by FTP protocol.
- Sensitivity of camera must be at least F13 / 2000lux /89.9% reflection (camcorder in 1080/50i mode).
- Signal to noise rati must be at least -58 dB (Y) or better.
- Camcorder must have CACHE RECORDING functionality - camcorder continuously records audio and video into its internal memory (at least 15 seconds), and when REC START/STOP button is pressed, content from camcorders memory is recorded onto SxS card.
- Camcorder must have the following video outputs: 1 x 3G/HD-SDI output ( BNC conector) from which we get also HD picture of recorded file and live picture from camera part.
- Avdio input XLR-type 3-pin female (x2), line/mic/mic +48 V selectable for channel 1 and channel 2. Manual and auto control of avdio level must be allowed.
