1.  INVITATION TO SUBMIT BIDS FOR THE PUBLIC TENDER

Pursuant to Item a) of the first paragraph of Article 39 of the Public Procurement Act (Official Gazette of the Republic of Slovenia no. 91/2015, hereinafter: the ZJN-3), Radiotelevizija Slovenija, Public Institution, publishes the public tender in accordance with the open procedure for:

the purchase of equipment for TV playout system.

Bids in three copies (one original and two copies) must be sent in sealed envelopes to the address:

“Javni zavod RTV SLOVENIJA, KOLODVORSKA 2,VLOŽIŠČE, 1550 LJUBLJANA, SLOVENIA”, with the postscript: "DO NOT OPEN - FOR TENDER - BID FOR TENDER NO. JN-B0773 – Equipment for TV playout system “. The full address of the Bidder is to be written on the envelope.

The term for acceptance of bids is until 08.00 a.m. on 16th May, 2017. Bids received after that time limit will not be counted and will be returned unopened to the Bidders.

Public opening of bids will be on 16th May, 2017 at 09.00 a.m. on the premises of Javni Zavod RTV Slovenija at Komenskega Street 7 in Ljubljana.

Before the public opening of the bids the present participants of the Bidders have to hand over written authorizations for participation on the public opening.

2.  INSTRUCTIONS FOR MAKING BIDS

2.1.  CONTRACTING AUTHORITY OF THE PUBLIC TENDER

Bids will be appraised by the General Manager appointed professional commission. The Decision on the award of a Contract will be issued by the General Manager of Javni Zavod RTV Slovenija. In the evaluation of the tender the commission will take account of the criteria that are the constituent part of the procurement documents.

The chosen Bidder must enter into a signed Contract within 8 days after receiving the “Decision on the Award of a Contract”. In the case of a Bidder not entering into a signed Contract, the Contracting Authority will validate the guarantee on the seriousness of the bid.

The Contracting Authority reserves the right to vary from the published values and quantities when selecting bids, subject to available financial resources and actual needs.

In case of receiving inadmissible bids, the Contracting Authority shall annul the tender. The Contracting Authority reserves the right not to choose any of the bids (according to Art. 90 of ZJN-3).

2.2.  LEGAL GROUND

The Public Procurement of Javni Zavod RTV Slovenija (hereinafter referred to as: Contracting Authority) is carried out in accordance with the valid Public Procurement Act (ZJN-3) and by-laws applicable, Public Integrity and Corruption Prevention Act (ZIntPK-UPB2) and in accordance with the legislation being valid on the field of public finances and on the field that is the subject of this public tender.

2.3.  BASIC RULES OF OPERATION

Every Bidder’s attempt to affect the treatment of the Contracting Authority or decision on the selection shall result in rejection of his Tender. The same applies to all attempts related to the work and decision of the Evaluation Committee.

In the period from the publication until the conclusion of the Contract the Bidder shall be not allowed to commence and perform any actions, which might prior determine the selection of a defined bid. In the period from the selection of a Bid until the Contract comes into force the Bidder shall be not allowed to commence any actions, which might cause the Contract to become void and unfulfilled. In case the procedure is stayed the Bidder shall not commence or perform any procedures, which might aggravate the invalidation or objectivity of the Review Commission.

3.  SUBJECT OF THE PUBLIC PROCUREMENT

3.1.  GENERAL DESCRIPTION

The subject of the tender is the complete automated master control solution for 24/7 playout of the TV Slovenija programmes. The tender requires the three main broadcast products, which will serve as the backbone of the master control playout for the three playout channels produced by the RTV Slovenija broadcaster. The solution must meet all the requirements in a compact, cost effective, reliable package.

The offered equipment must comply with all technical demands which are specified in Technical requirements.

In case that bidden main product groups are not of the same brand, the system integration must be implemented by the manufacturer of the playout automation software.

3.2.  TECHNICAL REQUIREMENTS

3.2.1.  GENERAL TECHNICAL REQUIREMENTS

3.2.1.1.  Technical documentation

A Bidder must attach in the bid all the necessary technical documentation (in Slovenian or English language) for all offered equipment, which proves the fulfilment of all requested technical requirements.

3.2.1.2.  Standards

The offered equipment has to operate according to the PAL standards, SD (576i at 50 Hz) and HD (720p/1080i at 50 Hz):

·  ITU-R BT.470-6

·  ITU-R.BT472

·  ITU-R BT.601/65, audio embedding SMPTE 272M

·  SMPTE 292M-1998, audio embedding SMPTE 299M

·  AES-3-1992

·  AES-11-1997

All bidden equipment must meet the following minimum standards and recommendations, or equivalent:
- for all hardware that is connected to the mains nominal voltage of 230/400V which is in

accordance with standard BS EN 50160:2001, we require its compliance with the SIST EN

60825 and 60950-1

3.2.1.3.  Rejection of a bid

The Contracting Authority shall reject the bid from further proceeding, in case the bid documentation does not fulfil all the conditions and requests, stated in this procurement documentation.

3.2.2.  TECHNICAL SPECIFICATION

A DESCRIPTION OF A PLAYOUT SYSTEM

Common requirements

The following groups of main products have to be offered:

·  Playout Automation Software and Hardware

·  Integrated Playout Servers (Channel in a Box)

·  Standalone Shared Storage (i.e. SAN)

The Bidder must also provide all the necessary equipment (i.e. network and/or fibre switches, etc.) to interconnect all the main products, which must be certified and approved by the manufacturer of the main products.

The whole playout system must be offered in such a configuration that will provide undisturbed operation of all the three TV channels also in the case of failure of any part of the system (no single point of failure system configuration). The system must failover without manual intervention and must be capable to manually or automatically restore without noticeable disturbances. The manual changeover must also be possible. The functionality must be described in detail. Furthermore, every unit must also have active hot swap redundant AC power supplies.

Each playout channel must provide MAIN, BACKUP and PREVIEW output. It is demanded that MAIN and BACKUP outputs run simultaneously (stay in sync) related to each other according to the playlist as well as on separated units (playout server). MAIN and BACKUP server channel output must also have the so-called CLEAN FEED V/A output (without any graphic elements except burn-in subtitles) from a single playlist. The PREVIEW output must have the ability to preview all V/A clips together with the graphics, subtitles, voice overs, and DVE moves. Main and Preview server must play content directly from the shared storage. Backup server channel must play all content from its own storage location (i.e. internal storage).

Each playout server must have at least two HD SDI inputs for live V/A sources (like V/A signals from the router). For that purpose there will be four (4) destinations for each playout channel, available on the GV Trinix SDI video router. Two of them will be equally distributed among the Main and the Backup server channel (both use the same router destinations). The other two will be available for the Preview. Appropriate sources (according to the playlist) for channel inputs must be routed by playout automation. One of the sources for each playout channel on Trinix router will be SDI output coming from the video play port of Quantel sQ server, which must also be controlled by playout automation.

Each playout channel will share one sQ Play port among Main, Backup and Preview server channels. While Main and Backup will share the same sources for the Programme playout without interfering with each other, it must be inhibited for the Preview server to take control over sQ server while on-air. Furthermore, it must be possible to set a time margin that must exist between the time when the port can be used for preview and the time the port is required for air.

Clip ingest (recording) from live sources with Playout servers is not mandatory.

Synchronisation of the equipment must be done by PAL black&burst (CB) and Timecode signal (LTC SMPTE 12M). Both signals will be provided by the Contracting Authority.

The installation (video, audio and data wiring) schematic of the offered products has to be included in the bid. The equipment will be installed according to the schematics drawn by the Contracting Authority on the base of the Bidder schematics and confirmed by the Bidder. The installation of the equipment and connection to the Contracting Authority’s infrastructure will be done by the Contracting Authority. The interconnection between the offered equipment (networking, optical, etc.) will be taken by the provider. The final commissioning and putting the system into the service will be made by the Bidder in the presence of the Contracting Authority.

The Bidder has to ensure the offered products will operate perfectly integrated together. The system must be scalable dynamically whilst in operation (i.e. adding additional channel). All required functionalities must be already available at the time of publication of the tender.

The Bidder must as obligatory offer option no. 1:

·  Additional (fourth) playout channel with Main, Backup and Preview outputs.

B PARTS OF THE PLAYOUT SYSTEM

B1 Playout automation software and hardware

The automation systems must manage devices and processes throughout the broadcast chain with full automation and scheduling capabilities. It must ensure highly reliable playout. The Bidder must provide all the necessary hardware needed for running the automation software including interfaces for all the controlled devices.

B1.1 The Bidder who will set up the playout automation software in VIRTUAL ENVIRONMENT will receive 2 points in bid evaluation.

The automation must ensure as follows:

·  automatically ingest media files which are delivered to the playout storage with bare clips metadata (i.e. track tags, duration, start timecode, resolution, AFD code, aspect ratio, etc.)

·  automatically update metadata (description, aspect ratio, IN/OUT timecodes, expiry date, material type etc.) of the clip with side car XML file

·  validate all clips at the ingest to conform compatibility with integrated playout servers and prevent playing of incomplete (i.e. failed transfer) or unsupported files
