Preston Neighbourhood House is a vibrant, not for profit community organisation based in the Darebin LGA.We value community ownership and management and provide our services free from discrimination. We are a registered charity and Public Benevolent Institution.

Mission

Preston Neighbourhood House will assist community to increase independence, overcome disadvantage and social exclusion and break the cycle of poverty by skill development, education, social interaction and support services.

Activities

The organisation has 3 main areas of activity across multiple sites.

  1. PNH Learning Centreoffers a range of pre-accredited training, employment programs, skills based programs, health and wellbeing programs.
  2. PNH Childrens Services offers 3 year Old Kinder and Occasional Care for up to 30 children per session.
  3. PNH Support Services offers social programs, volunteer led groups, food program, interest groups, volunteer opportunities and community meeting space.

Key Responsibilities

This position will manage all aspects of Preston Neighbourhood House implementing the policies and procedures developed by the Board of Management. This position will oversee, delegate or directly provide the duties listed below. It is the responsibility of the Manager to ensure the day to day processes of providing a range of services are carried out. This position requires some physical activities such as assistance with room set up or special events. If physical activity presents a problem please discuss this with us prior to applying.

Strategic Planning and Development

  • Co-ordinate development and review of the strategic plan in collaboration with the Board of Management
  • Maintain an annual operational plan which reflects the strategic directions and responds to the changing external environment
  • Develop and maintain strategic relationships with key stakeholders including funders and key service providers
  • Effectively monitor and respond to the impact of the organisations services and activities
  • Develop organisational responses to gaps identified through research, advocacy and consultation by the development of specific programs or services
  • Implement Board decisions
  • Identify and pursue appropriate funding opportunities to extend the resource base of the organisation
  • Enhance the profile of the organisation in the local and broader community
  • Initiate and maintain key partnerships to further the mission and strategic directions of the organisation
  • Assist the Board of Management to set key directions for the organisation and to develop policies

Financial Management

  • Maximise outcomes from available income and resources
  • Develop budgets and reports for auditing and organisational requirements
  • Plan and monitor program spending to ensure that it remains within budget
  • Identify appropriate funding opportunities and write submissions or tenders as required
  • Ensure that the Board is kept informed of all financial matters impacting on the organisation

Staff and Volunteer Management

  • Ensure organisational structure, work design and composite staff duties meet the needs of the organisation
  • Manage the staff in accordance with relevant legislation and regulations
  • Manage staff and provide effective support and supervision to staff and volunteers
  • Recruit suitably experienced and qualified staff
  • Identify staff training and professional development needs and ensure that suitable training opportunities are available to staff and volunteers
  • Promote effective teamwork and communication between staff and volunteers
  • Maintain effective performance management processes and ensure that position descriptions are current and reflected in work plans

Operational Management

  • Oversee the operation of programs and activities
  • Ensure reporting and accountability requirements of funding bodies are met
  • Identify priorities for new initiatives
  • Ensure that appropriate policies and procedures and systems are developed
  • Ensure that OHS policies are effective in providing a safe, supportive working environment and comfortable working conditions
  • Provide a marketing program and oversee the distribution of materials and publicity items and ensure they reflect our organisation and its funders appropriately

Program Management

  • Provide a range of skills based training programs with suitably qualified trainers
  • Ensure compliance with any legislation related to funded programs
  • Ensure that all audit processes are in place for pre accredited training programs
  • Provide supervision and support to trainers including contracted tutors
  • Provide opportunity for service users to give feedback on our services including satisfaction surveys, informal discussions and other methods.
  • Provide a newsletter to students and the community
  • Update information on the website and social media
  • Write an Annual Report in conjunction with the Board of Management

Key Selection Criteria

  • A relevant tertiary qualification in education, management, community development or human services or equivalent industry experience.
  • Demonstrated experience working in a diverse community, with an understanding and application of community development and the issues facing people experiencing social disadvantage.
  • Highly developed skills in leadership and management with demonstrated experience in resourcing and managing a diverse and complex workload. Demonstrated experience in setting and managing priorities, and the ability to delegate where necessary tasks and responsibilities.
  • Demonstrated skills in strategic planning and program development. This includes experience in conducting needs based analysis, contract management, submission writing, establishing, monitoring and reporting procedures and facilitation and leadership of annual planning processes with key stakeholders.
  • Demonstrated ability to develop and implement operational policies and procedures
  • Experience in operational management overseeing the delivery of high quality services in an education environment providing adult community education and early childhood development.
  • Demonstrated skills in financial planning, managing budgets, developing business opportunities, acquittal and reporting processes.
