Press Note on Passing Out Parade of Probationary Sub-Inspectors Batch No. 35

344 Probationary Sub-Inspectors including 68 women passed out on 10.12.2011 from Police Training College Jharoda Kalan, New Delhi and join the Delhi Police. They were administered the ‘oath’ in glittering ceremonious parade. Family and friends watched as the new officers graduated from their intensive year long basic training program. It was a moment of pride and accomplishment for them Sh. B.K. Gupta, Commissioner of Police, Delhi reviewed the impressive parade. The parade was attended by other senior officers of Delhi Police.

After reviewing the parade Sh. B.K. Gupta called upon the young officers to serve the society in impartial way and also to enforce law in letter and spirit. He emphasized upon proactive role of police in protecting the weaker section of society and people friendly policing.

“Unity in diversity” is also manifested in this batch as there are 106 PSIs from Delhi, 79 from Haryana, 76 from UP, 56 from Rajasthan, 15 from Bihar, 4 from Madhya Pradesh, 2 each from Jharkhand and Himachal Pardesh, 1 each from West Bengal, Uttrakhand, Orissa and Punjab. Educational profileof these PSIs is quite impressive as this batch has 52 MAs, 10 M.Scs, 4 M.Coms, 15 MBAs, 1 M.Tech, 13 B.Techs, 7 LLB, 2 M.Ed 3 B.PHARMA, and 1 B.PEd.

Training such a large batch was itself a great challenge, which was accomplished without compromising with the quality of training. In fact, training of highest order was provided to trainees by embarking on path of the best practices in training such as use of E modules, simulated crime scene investigation, moot courts and application of scientific aids.

The basic training of probationary sub-inspector consists of two parts namely Indoor training and Outdoor training. In indoor training, they have been imparted knowledge of various subjects of police working namely law, human behaviour, police science, police practical work, police rules, criminology, terrorism and computer related crimes etc.

In the outdoor subjects, they were imparted training on drills, handling of weapons, vehicle driving, firing practice and special emphasis on Unarmed Combat and physical fitness including toughness of the body and stamina building. They have been subjected to compulsory one month commando training and also trained to use latest weapon

Five persons involved in taking away 394 Kg of Silver ornaments apprehended.

274 Kgs of silver worth Rs. 1.6 Crores (Approx.) recovered.

Six mobile phones, One Tavera Car and One Indica Car used in the incident seized.

A team of officers of Crime Branch led by Insp Arvind Kumar and consisting of SI Sunil Kumar, ASI Rakesh, ASI Kuldeep Singh, HC Hanuman, HC Anil, HC Aas Mohd. HC Dinesh HC Dhramender Ct. Kusumpal, Ct. Ajay, Ct. Ishwar, Ct. Sanjeev, Ct. Mahinder and Ct. Ramesh under the supervision of ACP Udai Veer Singh Rathi have apprehended 5 persons who had succeeded in hoodwinking 3 persons carrying six parcels containing 394 Kgs. of silver ornaments in a Handcart from the area of PS Kotwaliand then they decamped with it. 274 Kgs. of silver ornaments has been recovered from their possession. Six mobile phones, One Tavera Car and One Indica Car have also been recovered.

On 27/11/2011 a complaint was lodged at PS Kotwali by Rajesh Puri r/o Patan, Gujarat, an employee of a company that handled Parcels being transported through Railways, that he alongwith his co-workers had taken delivery of six parcels containing Silver jewellery from Parcel Yard, Old Delhi Rly. Station and were taking the six parcels in a handcart to the office situated at Cloth Market, Chandni Chowk, Delhi. When they reached near Delhi Public Library, Chandni Chowk, 3/4 persons claiming to be policeman stopped them and took them in their Tavera Car on pretext of checking the consignment and verifying their documents. Two of them were wearing Khaki Trousers. The 6 parcels were loaded in the delivery van brought by them. They dropped them at Noida and decamped with the parcels which contained 394 Kg of Silver ornaments. The silver ornaments had been sent from Gujarat to Delhi through Salasar Cargo, an authorized Railway Parcel Agent. A case under the appropriate sections of the law was registered at PS Kotwali, Delhi.

On 09/12/2011, information was received by Ct. Kusumpal that the persons involved in the Kotwali silver ornaments parcel case would assemble at parking of Gurudwara Majnu-Ka-Tilla, Civil Lines, Delhi to dispose off the booty. A trap was laid and 5 persons in Tata Indica and Tavera Car were apprehended. They were identified as i) Nawab @ Lala (aged 40 years) s/o Nathu Khan r/o Gullak Wali Gali Malviya Nagar, New Delhi, ii) Eid Mohd. @ Sonu (aged 32 years) s/o Salim Khan r/o Jawahar Park, Devli Road, Khanpur New Delhi, iii) Vijay Sharma (aged 22 years) s/o Lalta Prashad r/o Malviya Nagar, Panchsheel Colony New Delhi, iv) Manoj Kumar (aged 32 years) s/o Rambir r/o Savitri Nagar Delhi and v) Umesh Kumar Saini (aged 29 years) s/o Omi Singh Saini r/o Bulandshahar, UP. 274 Kgs. of silver ornaments worth Rs. 1.6 Crores (Approx.) has been recovered from their possession. Six mobile phones, One Tavera Car and One Indica Car have also been recovered. Four persons are absconding. They are identified as i) Sunil Kumar r/o Vill. Amar Garh Bulandshahar, UP, ii) Gulab Khan r/o Savitiri Nagar Malviya Nagar New Delhi, iii) Suryanath s/o Ghadoli, New Delhi and iv) Brija Yadav @ Chacha r/o Etawah, UP.

All the accused persons were subjected to intensive interrogation. It was revealed that Sunil Kumar r/o Bulandsahar, UP one of the absconding accused was the mastermind. He knew Brija Yadav @ Chacha r/o Etawah, UP, another absconding accused. Brija Yadav @ Chacha was an employee of Salasar Cargo dealing in Railway Cargo at Old Delhi Rly. Station. Brija Yadav @ Chacha informed Sunil Kumar that Silver bricks and ornaments are handled by the Cargo firm and they are transported through handcart and if the handcart containing the silver bricks and ornaments are intercepted on the pretext of checking the consignment and the documents by posing as police officials the parcels can be taken away. Sunil Kumar roped in Nawab @ Lala, Vijay Sharma, Eid Mohd. @ Sonu, Umesh Kumar Saini, Majoj Kumar, Gulab Khan and Surya Nath

On 27.11.11 they all gathered at Malviya Nagar and then proceeded in Tavera, Tata Indica and Tata Tempo and reached near Old Delhi Railway Station. Sunil went inside the clearing house and met Brija Yadav @ Chacha and after some time came back after identifying the persons getting the delivery of large consignment. When 3 persons came out from railway parcel clearing house carrying consignment of 6 cartons on a handcart, Sunil Kumar informed the other gang members and they all followed them. They were intercepted by Nawab @ Lala, Surya Nath and Gulab posing as policeman. They asked them to sit in Tavera for checking of the consignment and verifying the documents. They asked the persons carrying consignment to sit in their Tavera and loaded the consignment in their delivery van TATA Tempo. Sunil Kumar, Vijay Sharma and Eid Mohd. @ Sonu took the Tata tempo to Faridabad. Nawab @ Lala, Suryanath, Gulab Khan and Umesh Kumar Saini took the victims to Noida near Expressway and dropped them and then they reached Faridabad and distributed the booty.

Profile

1.Nawab @ Lala runs a cycle repairing shop near Saket Mall. He also works as part time property dealer at Savitri Nagar. He has studied upto 5th class. He is a native of Sikar Rajasthan. He has no criminal record.

2.Vijay Sharma is a cricket player. He has studied upto 12th from open school. He works as part time property dealer in Malviya Nagar. Joined gang at the instance of Nawab @ Lala.

3.Eid Mohd. @ Sonu owns a coloring unit for export of garments. He has studied upto class 12th. He had suffered loses in business and was in great need of money and he joined the gang to earn quick money.

4.Umesh Kumar Saini drives a call center cab from Faridabad to Mohan Cooperative. He is from same village as that of mastermind Sunil Kumar. He was driving the Tavera at time of incident. He joined gang at the instance of Sunil Kumar.

5.Manoj Kumar is a class-IV employee. He knew Nawab @ Lala and joined the gang to earn quick money.

Concerned police station has been informed.

Further investigation is in progress.

IGI AIRPORT POLICE BUSTED A GANG OF THEIVES COMMITTED THEFTS IN THE HOLD AREA OF THE IGI AIRPORT AND ARRESTED TWO LOADERS

INTRODUCTION

On 8.12.2011, a complaint was received by IGI Airport Police through Mr.Debashis Bose, Senior Manager (Security), Air India Ltd., Northern Region, IGI Airport, New Delhi that one passenger namely Sh.N.Dilip Kumar r/o 46A, Professional Flats, K.S. Link Road, Kadma, Jamshedpur was travelling from Mumbai to Ranchi via Delhi by Air India Flight No.AI-809. The complainant checked in his luggage at Mumbai Airport. On arrival at Ranchi Airport while collecting his luggage, the lock was found broken and his SBI Credit/Debit Card were found missing. Thereafter, he received SMS on his mobile phone with regard four transactions made worth Rs.25000/- on the credit/debit cards at Dwarka, Delhi. On receipt of this complaint, a case FIR No.566/2011 u/s 379/420 IPC was registered at PS IGI Airport, New Delhi.

INVESTIGATION & ARREST

During the course of investigation, it has come to notice that some loaders were found to be involved in this crime. The address and antecedents of the suspected loaders were verified from the office of Air India. A raiding party consisting of Inspr.Sunil Kumar, ATO/PS IGI Airport, SI Rang Lal Meena, HC Krishan Kumar, Ct. Mahender and Ct. Umed were formed. After conducting raids accused persons namely Anit Tomar (Age-19 yrs.) s/o Om Pal Singh r/o A-1/357, Gali No.1, Madhu Vihar, Delhi and Sushil Kumar Rohilla (Age-27 yrs.) s/o Ram Kumar Rohilla r/o RZ-144, P3, New Roshan Pura, Najafgarh, New Delhi were apprehended. Both the accused persons were working as loader with Neha Aviation, outsourcing ground handling agency. During the interrogation, they disclosed that they have purchased goods through the stolen SBI debit/credit cards from the shops in Dwarka, New Delhi. Both the accused persons were arrested. It is pertinent to mention that these employees are provided by the outsourcing agency i.e. Neha Aviation and not resided at the addresses mentioned in their Airport Entry Passes issued by BCAS and they have changed different addresses. After doing raids these two accused have been apprehended at other addresses.

MODUS-OPERANDI

The loaders of the airlines used to open the chain of briefcases/suitcases with the help of sharp-edge nail and taking away the valuable jewelleries, cash etc. They again chain-up the briefcase/suitcase after moving the lock. In this instant case, the loaders taken away the credit/debit cards in a transit flight knowing-fully that the passenger will report the matter either at the place of initiation of the journey from Mumbai or the termination point i.e. Ranchi. During the stay of flight at Delhi for one hour, they have loaded and unloaded baggages of the passengers terminating at Delhi. They are fully aware that no airlines security staff have a watch on them and they are doing this job. As per circular of the Ministry of Civil Aviation, Airlines security has to check these loaders while they are at work, but they are not doing it regularly.

RECOVERY

1.One LG Washing Machine worth Rs.13872/-

2.One LG Home Theatre worth Rs.7650/-

3.One Sports Shoe make Bata worth Rs.2107/-

4.One stolen SBI Credit Card No.5101359254011718 (broken) in the name of Sh.N.Dilip Kumar (complainant).

FURTHER INVESTIGATION

Further investigation of the case is in progress and efforts are being made to ascertain their associates/involvement in other theft cases occurred at IGI Airport during the recent pasts.

SUGGESTIONS

After the interrogation of this particular case and the facts came in previous cases, Delhi Police is writing a letter to CISF to take remedial measures to compel airlines to check these loaders while at work and at the same time to BCAS to ask the verification agency to re-check the addresses of these loaders who have been issued the passes because they have not resided at the addresses mentioned in their passes. They have also been suggested to earmark dedicated exit and entry gates for workforce where they must be checked and frisked before entry and exit on regular basis, so that pilferage and theft may be curbed.

DESPERATE ROBBERS ARRESTED DUE TO ALERTNESS OF STAFF : ROBBED ARTICLES RECOVERED

With the arrest of two accused namely (1)Mohd Ashif aged 21 years s/o Mohd. Hasan r/o Jhuggi Near Dhobi Ghat, Ranjit Nagar, Delhi; (2) Imran @ Guddu aged 21 years s/o Mohd. Shahid r/o Jhuggi Near Dhobi Ghat, Ranjit Nagar, Delhi along with one juvenile, the staff of Police Station Ranjit Nagar has worked out a case of Robbery which was committed by them about four hours before. Robbed articles i.e. mobile phone Nokia E-5, watch and purse have been recovered from their possession.

INCIDENT

One Shri Aswini Dass r/o Todapur Village, Delhi reported that on 08.12.11 at about 9.15 PM,he was going towards East Patel Nagar in search of an ATM to withdraw some money. On the way, three boys beat him and robbed off his mobile phone Nokia E-5, wrist watch and a purse containing ATM cards, documents and cash. Subsequently, a case vide FIR No. 234/11 u/s 392/394/34 IPC was registered at PS Ranjit Nagar and investigation was taken up.

TEAM AND INVESTIGATION

On receipt of information about the incident of robbery, the night patrolling staff of PS Ranjit Nagar was immediately activated and they were also informed about the description of the assailants as informed by the complainant. At about 1 AM on the night intervening 08-09/12/11, a police team consisting of Inspr. Joginder Singh SHO/Ranjit Nagar, Inspr. Rajesh Kumar ATO/Ranjit Nagar, SI Vivek Singh, ASI Bijender Singh, Ct. Pawan, Ct. Virender, Ct. Rajinder, Ct. Subhash, Ct. Ram Hari and Ct. Ram Niwas was performing night patrolling near Patel Nagar Metro Station. They noticed three boys in suspicious condition. The boys were stopped and on their search, the articles robbed off from the complainant i.e. mobile phone, wrist watch and purse, were recovered from their possession. One of them was a juvenile and the other two were identified as Mohd. Ashif and Imran @ Guddu both resident of Jhuggi Near Dhobi Ghat, Ranjit Nagar, Delhi.

INTERROGATION

Accused Mohd. Ashif and Imran @ Guddu were subjected to sustained interrogation in which they disclosed that they are fond of having lavish lifestyle. They were also fond of costly wine and cigarettes. Since they were unemployed and have no source of income of livelihood, they started committing crime. They were previously involved in a case of culpable homicide of PS Ranjit Nagar of the year 2011. In the instant case, they noticed that the complainant was carrying a bag in the wee hours. They hit him on his head with a big stone and robbed off the above articles and fled away.

RECOVERY

  1. One mobile phone Nokia E-5
  2. One wrist watch
  3. A purse containing ATM cards, documents and cash.

PROFILE

Both the accused persons are illiterate and unemployed. They are fond of lavish lifestyle. So they started committing crime about 8-10 months before.

DESPERATE ROBBERS ARRESTED WITH THE HELP OF ERV STAFF OF PS PATEL NAGAR : ROBBED ARTICLES RECOVERED

The staff of Police Station Patel Nagar has arrested three desperate robbers namely (1) Mukesh @ Guchar aged 35 years s/o Sangat Ram r/o Baljeet Nagar, Delhi; (2) Arun Kumar Gupta aged 23 years s/o Late Rakesh Gupta r/o Baljeet Nagar, Delhi and (3) Sonu Gupta aged 30 years s/o Veeru Gupta r/o Baljeet Nagar, Delhi within two hours of the incident. Accused Mukesh @ Guchar is an active BC of PS Patel Nagar. One knife and robbed articles i.e. mobile phone and cash have been recovered from their possession.

INCIDENT

One Shri Ashish Kumar r/o Bagarian Basti, Nabi Karim, Delhi reported that he is a TSR driver. On 09.12.11 at about 3:30 AM, he was coming back to his house after dropping a passenger at Baljeet Nagar. When he reached near Hill area at Baljeet Nagar, three persons stopped his TSR and robbed off his mobile phone and cash Rs. 2000/- at the point of a knife and fled away. Subsequently, a case vide FIR No. 242/11 u/s 392/397/34 IPC was registered at PS Patel Nagar and investigation was taken up.
