MINUTES: Minutes of Board Meeting held November 14, 2017 were reviewed. Motion made by Gloria Shakespeareto approve minutes as reviewed,motion seconded by Tom Cover. Motion carried.

Review Housing Assistance Report November 2017: Mike Barben handed out the HAP reports for December2017. Board members were able to see the money spent for the months on rental assistance, see the average unit cost, and verify the units leased for the month. The board was also able to ask questions and have a discussion about portability, C of C and VASH. Each board member signed off on the HAP payments and month end totals.

Discuss approval of HAP over-draft protection at Zion Bank: Mike Barben reported that he set up an over-draft protection (line of credit) at Zions Bank. With the board’s approval, Mike said this over-draft protection would help in the future with any short funding from HUD. Having this protection would alleviate any overage fees. Mike reported that Dorothy Norton and Greg Whitehead have signed the appropriate documentation and the over-draft protection is in place and ready to be used if needed.

Review current 2017-2018 budget: Mike Barben handed the board a copy of the fiscal year 2017-2018 SGHA budget. The board was able to see how the SGHA is doing in the current fiscal year budget. Mike reported that for the most part we were right on budget. The board has asked Mike to provide and present the most recent budget accounts at each board meeting. By providing the current budget monthly, the board can see how the SGHA is keeping up with the current budget throughout the whole year. The board thought it would be great to ask questions and be on top of what the SGHA is doing financially. Mike agreed to do this.

Mike also reported on the Permanent Supportive Housing Program. Mike reported that 3 out of the 5 families are doing really well. All of the families are housed and paying the rent on time. Mike did report that 2 of the families are struggling with substance abuse issues, but are working through it with the SGHA support. Mike reported that SGHA will not give up on them and do what they can to help.

Connie Jones report on Dixie Sun Manor: Mike Barben turned some time over to Connie Jones to report on happenings at DSM. Connie reported that 6 of the 7 DSM buildings have a new roof. She reported that the other building will be replaced within the next year. Connie also reported on the DSM Thanksgiving and Christmas potlucks. She made an invitation to all board members to attend the Holiday party’s.

SGHA Employee Performance evaluations / End of year bonuses: Mike Barben reported that he would be handing out end of the year employee evaluations to each of the employees. Mike said he would bring the evaluations to the next board meeting and discuss end of year bonuses. The board asked if bonuses were budgeted in. Mike showed the board where it was in the budget and how much was available. The board agreed to go over the evaluations at the next board meeting and bonuses would be discussed at that point.

Motion made by Tom Cover to close the meeting. Gloria Shakespeare seconded the motion. Motion carried. Meeting adjourned at 10:00 a.m.

Next board meeting will be held January 9, 2017 at 8:30 a.m. at the St. George Housing Authority office.
