A MEETING OF HUTTOFT PARISH COUNCIL WAS HELD ON THURSDAY, 19TH NOVEMBER, 2015
PRESENT:Cllrs. N Sylvester, D Robinson, C Meaker, A Broughton, P Lapczuk, R Briggs
S Palmer (LCC), G Marsh (ELDC) & 8 members of public
PUBLIC PARTICIPATION
Residents asked if a dog bin could be placed to left of Huttoft Terrace. They were
reminded that the bin near the public toilets would be removed and placed to the
left of the Terrace when the Coastal Country Park had developed the viewing area
& a dual bin sited near picnic area.
Cllr Marsh said he would contact ELDC to supply coloured bags for rubbish & these
could be left at a convenient place to be collected.
A resident asked when St. Margaret’s Close would have their road made-up for
adoption. Cllr. Palmer replied that LCC Highways would be doing the work but not in this financial year.
There were concerns about the condition of trees on the grassed area between the
Church and St. Margaret’s Close. These trees have a preservation order and the
resident was advised to contact Mr. R Taylor at ELDC.
Cllr. C Leyland, Leader of ELDC had been unable to attend due to other commitments.
All Councillors present each signed a Dispensation Form. Clerk to forward to ELDC.

LALC – training courses available from neighbouring County Associates.
LCC – England Coast Path have drop in session at Anderby village Hall on Tues. 15th
December – 3-6 p.m. to see proposals.
AWA – information had been sent to householdson how to look after their drains –

LCC – Connect Bus are running free buses for Sunday Christmas Events. Poster in

3907.DEVELOPMENT & PLANNING
Full Planning Permission granted to:-
N/089/01492/15 – Ryluc Farm, Sea Lane, Huttoft
N/089/01525/15 – Land off Alford Rd, Huttoft
N/089/01492/15 – Church View Cottage, 8 St Margaret’s Close, Huttoft
N/089/01464/15 – The Paddocks, Sutton Rd, Huttoft – includes condition –
development only used as ancillary accommodation to main dwelling(the Paddocks)
& shall not be used, sold or let out separately or used for commercial purpose.
N/089/1460/15 – Siting of Caravan, Newhaven Rest Home – planning application
extended until 31st March 2016 & therefore enforcement investigation is ‘on-hold’
until a decision on application has been made.
N/089/01863/15 –Berluvan, Off Sea Lane, Huttoft Bank – siting of caravan for
holiday use by friends & family of occupants of La Ronda(already on site). Cllrs
supported with condition caravan not to be used for commercial reasons.
3908.TRANSPARENCY FUND(Min 3894)
Cllrs. discussed purchasing PC’s own computer, scanner & set up wi-fi at village hall.
It was also agreed to pay £1.99 per month for ink replacements.

3909.ELDC – FUTURE FUNDING – TOWN/PARISH COUNCIL
Letter received outlining future funding of Town/Parish Council Elections & Precepts
for 2016/17. From April 2016 Councils would be charged for Parish Elections & this
charge needed to be budgeted for. Precept details to Councils would be received
in December.
3910.PROPOSED PRECEPT 2016/17
Precept was discussed taking into consideration reductions in funding.
Final decision for Precept would be made in January 2016.

3911.LCC – CONSULTATION OF SCHOOL ADMISSIONS 2017
Cllrs. had looked at consultation & this did not affect this area as most schools were
Academies.
3912.FINANCE & ACCOUNTS FOR PAYMENT

3913.CODE OF CONDUCT/DPI TRAINING
Six councillors attended training course and found it very informative.
3914.LALC AGM 2015
Cllr. Lapczuk attended AGM & informed Cllrs. that subscription charges would be
increased for 2016. Parish Councils were advised to have a Development Plan &
Neighbourhood Plan for the village. Clerk to look into this & report back. LALC also
required Committee members.
3915.EMERGENCY PLAN – UPDATE
A mock emergency had been held at AnderbyHuttoft Village Hall had been used
as an extra base. Huttoft’s Emergency Plan was still being completed.
3916.BUS SHELTER
3 quotes had been received but at the present time PC were still trying to find out
who owned the land where bus shelter was to be positioned. It was agreed to hold
an extra meeting when information received.
3917.OWNERSHIP OF LAND, MUMBY RD, HUTTOFT
Cllr. Lapczuk to contact Land Registry for ownership. Cllr. Palmer said he would ask
Highways to do a land search.
3918.ANY OTHER MATTERS (for discussion only)
Information of Procurement of Audit – on next Agenda.
Alford Road, Huttoft – rubble in dyke, Cllr. Marsh to investigate.
Alford on Ice 5th December – leaflets to be distributed in village hall and shop.
