P13/080 ITEM 3 – Minutes of the Council Meeting held on Monday 21st October 2013
RESOLVED: That the minutes of the Council meeting held on Monday 21 October 2013 be approved as a correct record, and signed by the Chair.
P13/081 ITEM 4 - KTC Public Speaking Session
Joyce Purkis introduced herself as the new elected public governor representing Knaresborough on the Harrogate & District NHS Foundation Trust, and gave members a little detail of her background.
The Mayor moved to ITEM 8.2 – To consider the following correspondence:
Letter from elected member of Knaresborough Public Governors for the Harrogate District NHS Foundation Trust to introduce new member.
RESOLVED: That council receive and note Unanimous
Councillor I Fox spoke about the land comprising field at 435272 458508 Boroughbridge Road, and confirmed that an Appeal had been submitted by Gladman Developments, but that no date had yet been given for a Hearing. He also confirmed that it was his understanding the archaeological survey of the site had not unearthed anything of major significance. Councillor Fox concluded
that he hoped Knaresborough Town Council would continue its original
position in opposing this development.
The Mayor moved to ITEM 6.3.3 Appeal Notice 6.100.2889.OUTMAJ
RESOLVED: To receive and note Unanimous
Councillor I Fox then spoke to members about the proposed withdrawal of the Council Cash Payment facility at Knaresborough House. He confirmed that this withdrawal is being opposed by Harrogate Borough Council and was pleased to report that the proposed withdrawal was being reviewed. He further explained that he had received a personal undertaking from the leader of Harrogate Council that removal of this facility would not proceed until the subject of the facilities made available to Knaresborough in respect of HBC is resolved.
The Chair moved to ITEM 8.4 E-mail from Head of Revenue and Benefits, HBC
RESOLVED: That KTC opposes the withdrawal of this service until Knaresborough is given a facility to the same standard, or better, than the system which is operated at Ripon.

16th October 2013 from Principal Planning Policy Manager HBC.
RESOLVED: To defer the item until 18th November 2013 to allow further information

for the Harrogate District Foundation Trust to introduce new
member.

8.3 Note from Knaresborough resident regarding closure of
pedestrian crossing at the bottom of Kirkgate. Crossing has been
closed intermittently for two, including the past 12 weeks,
making disabled access impossible due to 28 steps via the
subway.
RESOLVED: That KTC write a very strongly worded letter to Network Rail, with a
copy to Andrew Jones MP, reiterating previous requests that this gate
be re-opened and kept open. Not only is its closure causing anxiety for
disabled people, but it is making life very difficult for parents with
pushchairs and commuters with luggage.

10.1 Employment Tribunal Judgment – to consider papers relating to the Judgement of the Employment Tribunal.
The Mayor moved this item to the end of the agenda to go into
confidential session. Please see item below and unpublished Minutes.
10.2 To consider items for Christmas Light Switch on
RESOLVED: i) KTC will support St John’s Ambulance with a donation of £50
in recognition of their coverage of the event and will also pay the
fee of £21 for a Temporary Event Notice to allow the Lions to sell
mulled wine.
ii) The Christmas Lights will be turned on when convenient to the
electrical contractor, probably weekend of 21/22 November.
