Do not include an abbreviations list unless the report follows the criteria below AND uses more than 15 uncommon abbreviations more than five times each.
Avoid making up abbreviations for entities that are not already proper nouns. Avoid using abbreviations when presenting report to people outside your agency to avoid appearance of a coded language that inadvertently excludes them or makes them feel ignorant.
