Applications are hereby invited from suitably qualified candidates to fill the above Fixed Termpositionin UNICEF KenyaCountry Office (KCO), Nairobi.

Purpose of the Post: Under the overall guidance of the Chief Health and supervision of the Health Specialist, Child Health, the Health Officer will provide professional technical assistance and support to the National and County government and its partners to implement National immunization policy including EVMA plan of action that address gaps in EVMA and ICCM as defined by National policy. He/she will also be responsible for programme/project design, planning, implementation, monitoring, evaluation, and administration of programme/project activities, including data analysis, progress reporting, knowledge networking and capacity building, in support of achievement of planned objectives of the work plan, aligned with Health programme goals and strategy

Major Duties and Responsibilities:

Support National Child Health Unit program manager in the coordination, planning and monitoring of ICCM and IMCI:

Participate and support the development, financing, implementation and monitoring and documentation of the National ICCM annual work plans;

Support the documentation of best practices and lessons learnt in implementation of ICCM/IMCI and provide updates accordingly;

Support planning, financing, conduction and documenting of regular sub national monitoring visits to UNICEF supported counties by the National ICCM Task force members especially National MOH counterparts;

Participate in and contribute to the development and/or review of national policies and guidelines that relate to ICCM/IMCI;

Support UNICEF supported counties plan and implement ICCM;

Keep abreast of public health developments in the county that could have an impact on the child Health program (positive or negative) and proactively propose to the Child health specialist how to respond to these developments.

Support National Immunization and Vaccines Unit EPI program manager in the coordination, planning and monitoring of immunization services:

Participate and support in the development of annual and country EPI multiyear work plans;

participate in the cold chain and Logistics technical working group and support the development, financing, implementation and monitoring of plans that addresses the outcomes of effective vaccines management assessments that are conducted every 3 years;

participate and contribute in the design, planning, implementation and monitoring of national strategies that will contribute to the reduction of the numbers of under vaccinated children and increase population immunity including SIAs; and regularly document status and progress made in delivering immunization.

Keep abreast of public health developments in the county that could have an impact on the Immunization program (positive or negative) and proactively propose to the Child health specialist how to respond to these developments.

Support National malaria program manager in the coordination, planning and monitoring of CCM malaria:

participate and support development, financing, implementation and monitoring of National CCM malaria annual work plans as member of malaria Case management working group; document decisions made, and provide updates accordingly to the child health specialist;

Support planning and conduction of regular sub national monitoring visits to UNICEF supported counties by malaria program as part of the National ICCM Task force team; support efforts that improve linkages/synergy between malaria program and child health unit of Ministry of health;

In collaboration with national malaria program, provides Support to UNICEF supported counties to plan and implement ICCM including integration of malaria especially in the malaria endemic and epidemic prone regions;

Keep abreast of public health developments in the country that could have an impact on the malaria program (positive or negative) and proactively propose to the Child health specialist how to respond to these developments.

Support financial disbursements, liquidations and supply requisitions:

Working closely with the child Health Specialist, Programme Assistant, supply and finance divisions, and national office staff, review and initiate MOH and partner requests for cash transfers and reports on fund utilization from the county;

Update the Child Health Specialist regularly on disbursed fund utilization status. While supply division colleagues will conduct end-user monitoring of supplies, the CH Officer should also monitor the placement and use of UNICEF-purchased supplies distributed to the regions.

In close collaboration with Field, Operations and Supply staff, regularly monitor and report on use of related supplies and other resources donated to the government and non-government partners;

Collaborate with the Operations Section and Government authorities to maintain sound internal controls, supportive of specific Health interventions as well as to ensure accountability.

Generate progress reports and support donor reporting:

The child Health Officer will be responsible for drafting progress reports for those program areas under his/her support for review by child health specialist and input into the child health progress reports, Mid and Annual reviews and donor reporting and other reports as may be required from time to time.

Required Qualifications:

University degree in Health, Public Health, Global/International Health, Health Policy & Management, Environmental Health, Family Health, Health Research, Biostatistics, Socio-medical Sciences, Epidemiology, Health Education, Health Promotion and Disease Prevention, Educational Interventions in Health Care, Demography, Social Sciences, Medicine, Nursing, or a field relevant to international public health development assistance.

Experience:

Two years of professional work experience in planning, programming, implementation monitoring and evaluation of health programmes/public health or related field with focus on maternal and child survival and development programmes especially immunization and IMCI. Professional work experience in a programme management function or a technical expert capacity in child survival & health care.

Field work experience and background/familiarity with Emergency

Language:

Fluency in English and local working language of the duty station.
