The Ministry of Social Development (MSD) is the lead agency for the social sector. We help the Government to set priorities across the sector, co-ordinate the actions of other social sector agencies and track changes in the social wellbeing of New Zealanders.

The Ministry is responsible for leading the cross-agency Social Housing Reform Programme of work. This Programme will increase the supply of social housing in New Zealand. It builds on a number of measures taken over recent years to provide more New Zealanders in need with quality and affordable housing. The key objectives of the programme are to:
  • Ensure social housing is the right design and size, and in the right place for people who need it
  • Increase affordable housing supply
  • Ensure people who need housing support can get it and receive social services that meet their needs
  • Encourage and develop more diverse ownership of social housing, with more innovation and responsiveness to tenants and communities
  • Help social housing tenants to independence, as appropriate.
Purpose of the Position
The Senior Reporting Analystwill be responsible for providing high quality, accurate, information, analysis and advice to enable well-informed decision making and risk assessment by those engaged in supporting Housing Business Group (Housing) service delivery and monitoring departmental performance.
The role holder will maintain dashboards and other data we use to inform the sector and Ministers, other government agencies, the public, wider MSD and ourselves.
The Senior Reporting Analyst will form strong networks and working relationships with colleagues and staff throughout MSD and with staff in other social sector agencies relevant to the work.
The Senior Reporting Analystwill:
  • Provide high quality, accurate, qualitative and quantitative reporting and data analytics to support delivery of services on Housing priorities, objectives and key performance indicator accountabilities.
  • Gather, collate, maintain and analyse data and information we disseminate to the public, the sector and Ministers as well as across MSD and other governments agencies.
  • Provide quality assurance and risk management reporting and data analytics.
  • Focus on value add delivery, promotion of best practice, and on-going support for teams involved in information sharing work.
  • Identify and report on the performance of relevant quality programmes, services and practices, including national trends and issues.
  • Ensures the accuracy of Housing’s performance data and information by thorough scrutiny and examination before reporting
  • Ensures timely monitoring of plans and reports takes place with potential issues raised and feedback provided to relevant managers
  • Assist with Housing’s planning processes, with a focus on ensuring that the work programme is appropriately monitored, measured and reported
  • Provide high quality, accurate, qualitative and quantitative analysis and reports to support the development and implementation of Housing’s annual work programme
  • Continually develop and improve reporting and accountability systems, including systems to collect, monitor, disseminate and report across all Operational Performance areas of responsibility
  • Prepare /write and co-ordinate briefings for the leadership team to help keep the Housing team informed of emerging and current issues, including progress on the development of strategies and programme outcomes and performance monitoring
  • Contribute to the management on issues in a way that risks are contained or mitigated.
  • Analyse and interpret operational and statistical information and reports, forecasts and formulate strategies to ensure Housing resources are effectively maximized.
  • Use appropriate resources and techniques to source, research, and report/present on relevant information.
  • Work across the organisation at multiple levels to deliver organisational priorities and work programme strategic objectives in an integrated, efficient and coherent way.

  • Provide high quality, objective analysis and reporting on the progress of initiatives and report regularly on any identifiable opportunities/threats as well as risk mitigation strategies
  • Monitoring, analysing and reporting on business performance both internally and externally
  • Analysing requester requirements through a consultation process and using knowledge of data to determine the most appropriate information.
  • Contributing to the development and review of business rules and proposals and providing analysis and information to projects elsewhere in the business
  • Responding to enquiries from internal and external sources
  • Understanding the limitations of data held in the Ministry’s systems, providing advice on its reliability and reflection of operational practice.
  • Providing advice on the best use of available data to address different business issues
  • Ability to present information in a clear, concise format for the non-technical user.

Technical/Professional Knowledge and Experience
Essential:
  • Experienced in developing and providing reporting using data analytics.
  • Highly developed analytical and problem solving skills - able to analyse data and write reports based on this analysis with recommendations.
  • Extensive experienceand working knowledge of computers, especially in data extract/reporting software.
  • Experience in and knowledge of the public sector reporting processes, with an understanding of the processes systems required to meet these requirements
  • Proven capability for critical thinking in the analysis of requirements, and development of solutions from an ‘all-of-government’ perspective
  • Experience working on information sharing related projects within a government context
  • Relationship management experience with the ability to engage effectively with all levels
  • Experience in the design and agreement of negotiations for information sharing processes
  • Relevant experience of general business practice as relates to information sharing and evaluation practice
  • A high level of interpersonal skills and ability to collaborate
  • Demonstrated success in building and maintaining positive working relationships across government and working to progress shared outcomes
  • Ability to multi-task, prioritise and escalate when appropriate
  • Sound project management experience.
  • Relevant tertiary or post graduate qualification is desirable and experience in the social services or government sector required.
