Allocation of Conservation Grant, including the Portobello and Queensferry Town Schemes

1Purpose of report

1.1This report advises the Committee of the allocation of the main conservation grant budget including the Portobello and Queensferry Town Schemes for 2003-04 and the proposed allocations for 2004-05.

2Summary

2.1This report summarises the allocation of the conservation grant budget over 2003-04 and proposes an allocation for 2004-05. The Portobello Town Scheme, in partnership with Historic Scotland, has grant aided small-scale restoration work in a number of properties. These works have enhanced the character and appearance of the conservation area. The main conservation grant assists the comprehensive repair of historic properties. A number of schemes have been grant aided and so contributing to their overall preservation and restoration.

  2. The conservation grant budget for 2003-04 was £120,000. This was spent on: the Portobello and Queensferry Town Schemes, SmallListedBuilding grant, and main conservation grant schemes.

Portobello and QueensferryTown Schemes 2003-04

3.2Town Scheme grant is allocated to individual property owners to assist with the costs of the repair and restoration of traditional features. The maximum grant awarded is 50% of the total costs, up to a limit of £3,000. The aim is to concentrate funds on works of a relatively modest scale, but which would cumulatively improve the character of the conservation area, for example the reinstatement of railings, re-roofing in natural slate or the reinstatement of original window patterns.

3.2During 2003-04, Town Scheme grants totaling £26,208 were allocated to 29 properties, all within Portobello, with match funding from Historic Scotland. Grant aided works included the reinstatement of railings, paint and render removal, restoration of original window pattern, reinstatement of traditional front doors, stone repairs and restoration of front walls in natural stone. The detailed allocations are outlined in Appendix 1. There has been an underspend of £5,162 due to the non-progression of three schemes. For the second year running, there was no interest in the Town Scheme from Queensferry, despite publicity. It is not therefore proposed to run the Town Scheme in Queensferry during 2004-05, but this will be reviewed this time next year.

Small Listed Building Grant

3.4The Small Listed Building Grant Scheme offers financial assistance to owners of individual listed buildings to encourage small-scale restoration work. This grant offers a maximum of £1,000, to owners of non-tenemental listed buildings, outwith the World Heritage Site.

3.5During 2003-04, Small Listed Building Grants totaling £9,405 were allocated and spent on 11 properties. Grant aided works included reinstatement of astragals, windows and railings, and the replacement of a door and a stone baluster. The detailed allocations are outlined in Appendix 2.

Main Conservation Grant Scheme

3.6A total of £101,500 was allocated to 5 schemes: the SikhTemple, the Tower, Portobello, 3-7 Lochend Road, 51-59 South Clerk Street and 39 Constitution Street. These projects received approval from Committee in 2002-03. The grant allocations have assisted the repair and restoration of these properties. South Clerk Street and The Tower are still on site; the remaining spend allocation will be carried forward.

Proposed Grant Allocations 2004-05

3.7The conservation grant budget for 2004-05 has been set at £79,000, a reduction on £41,000. £50,000 of this has already been allocated to Dr Bell's School in Leith, but there is a carry forward of £15,000 from 2003-04 leaving a balance of £44,000.

3.8It is proposed to reduce the Portobello Town Scheme budget to £20,000. There is already a significant waiting list for 2004-05 and Historic Scotland has indicated that it would be prepared to match fund this amount. Since the interest in Queensferry has been minimal, it is proposed to allocate funds of £15,000 to setting up a new Town Scheme in the South Side Conservation Area. Any remaining funds will be provisionally allocated to the reinstatement of the Nicolson Square railings, also within the South Side Conservation Area and a project identified under the Conservation Area Enhancement Scheme.

3.9Funds will not be available to run the Small Listed Building Grant Scheme in 2004-05.

4Financial Implications

4.1The grants are allocated out of the approved capital budget and have no additional financial implications.

5Conclusions

5.1Grant aiding repair and restoration work as identified in this report would assist in pursuing the Council’s conservation objectives of protecting what is of lasting value in its buildings and townscapes as well as supporting regeneration programmes.

6Recommendations

6.1It is recommended that the Committee approves the allocation of conservation grant assistance in 2003-04 to the following schemes:
