Stonewall Background Information

Stonewall was founded in 1989 by people whose aim was to create a highly professional lobbying organisation to put the case for equality on the mainstream political agenda. The organisation has become widely recognised for its work in transforming the legislative landscape for Britain’s 3.7m lesbian, gay and bisexual people including securing equal marriage in 2013. Our strategy is now to work to ensure equality in every part of the lived experience of LGBT people at home, at school and at work.

We work with a comprehensive range of stakeholders and are one of the most effective campaigning charities in Great Britain. Stonewall is at a crucial stage. The challenges that we face are complex as we attempt to ensure that every single lesbian, gay, bisexual and trans person achieves full equality. We have an ambition to reach further into our communities, sharing our knowledge, interventions and campaigns with the widest possible audience. We no longer have to just convince politicians; we have to convince the owner of the small business, the dad who doesn’t want a gay son, the priest who doesn’t know he has lesbian parishioners.

We facilitate sustainable improvement through business and community partners, and role models and allies. We drive improvements in service delivery through providers across Wales.Our campaigning and communications reaches further and deeper into communities and promotes positive attitudes towards LGBT people. We work with legislators and policy leads to shape Wales’ framework of LGBT rights. We deliver our objectives in an authentically Welsh context whilst remaining true to and informing the development of Stonewall’s overall business priorities.

The Campaigns, Policy & Research team

The Stonewall Cymru Campaigns, Policy & Research team works close partnership with our colleagues at Stonewall GB, particularly with those responsible for policy, research, parliamentary and information service outputs. We produce several ground-breaking pieces of research a year, run the Workplace Equality Index, produce guidance on a range of topics, answer 8,000 queries from the public. The remit of the team is wide and we work fast to deliver high quality outcomes that achieve equality for LGBT people.

Policy and Research at Stonewall and Stonewall Cymru

Stonewall’s policy and research projects highlight and explain the experiences of LGBT people. We do this by undertakingpioneering and ground breaking researchin areas such as hate crime, health and education. We also make recommendations to help agencies such as the NHS and Criminal Justice System take steps to improve equality for LGBT people in Britain. In summary, we:

·  Work with individual organisations

·  Respond to government consultations

The work of team covers a broad spectrum. We work across all areas which may have an impact on the lives of LGBT people and their families – from fertility to older people’s needs.

Stonewall provides organisations and individuals with reliable evidence both of the barriers to LGBT equality and proven solutions to help dismantle these barriers. Our research programme continues to develop and expand and we are particularly keen to develop new research in partnership with organisations working in other fields. All of our research is funded by grants, sponsorship or donations.

Stonewall Cymru Information Service

Stonewall Cymru’s Information Service was launched in 2013 to provide positive volunteer opportunities for LGBT people to engage in meaningful ways with their communities. The Information Service is run by the Information Officer who has the responsibility to recruit, train, support and manage a team of volunteers to become Information Service Volunteers. The volunteers then respond to the queries the service receives via a 08000 phone number, email and letter. We receive common queries relating to housing, immigration, partnership rights, parenting rights, and information about discrimination and the provision of goods, facilities and services. The volunteers play a key role in ensuring that LGBT people in Wales are provided with the support, guidance and referral advice they need to live well and be empowered.

Campaigns, Policy & Research Manager Role Description

The post of Campaigns Policy & Research Manager is central to our continued success in challenging homophobia, biphobia and transphobia and improving the design and delivery of public services for LGBT people in Wales. The post holder will work with the Director and Programmes Manager to set our strategy and realise our ambitious vision for a fairer Wales. Through our communications, public engagement and research the post holder will help shape and inform thinking on national policy frameworks and outcomes.

The Campaigns Policy & Research Manager will be responsible for the development and management of staff and (along with the Programmes Manager) will also deputise for the Stonewall Cymru Director as necessary. The post will be based in Cardiff with regular travel required including occasional overnight stays.

Key Responsibilities

·  To develop, lead and execute the strategic direction of Stonewall Cymru’s public affairs work and secure positive outcomes for lesbian, gay, bisexual and transgender people in all areas. This will include meeting with senior politicians and advisors, monitoring public policy and political developments in Wales and the coordination and preparation of policy briefings.

·  Develop and deliver the public affairs element of a single Stonewall Cymru communications strategy in partnership with the Director, Programmes Manager and relevant GB colleagues.

·  Develop and deliver a programme to create a robust Welsh evidence base that gives an accurate picture of the situation in Wales, and enables Stonewall Cymru to measure progress and that of others.

·  Coordinate Stonewall Cymru’s stakeholder engagement activities, including round table discussions with partner organisations, public engagement, social media and communications, volunteering and our dedicated information service.

·  In partnership with the Stonewall Cymru Director, Programme Manager and GB Director of Campaigns, liaise with Welsh parliamentarians, members of the National Assembly for Wales, cabinet secretaries and key government officials to achieve Stonewall Cymru’s objectives.

·  Represent Stonewall Cymru on public platforms and in the media. Act as a spokesperson across the Welsh and ‘pink’ media, and social media. Liaising closely with the GB Communications team in developing and delivering internal and external messages.

·  Effective management, supervision and professional development of staff and volunteers, including setting and recording and monitoring targets where appropriate.

·  Maintain close working relations with Stonewall GB and Stonewall Scotland, recognising opportunities for shared projects, resources and outcomes.

·  Play an active and positive role as part of the Cymru Management Team and support the Director as needed.

·  Ensure that reports to funders are accurate, up to date, and submitted on time.

General responsibilities and duties

·  Conduct the duties of the job description in accordance with the operational policies of Stonewall, including but not limited to the diversity policy and code of conduct

·  Maintain good working relations with Trustees, staff, volunteers and other stakeholders

·  Contribute to the general administration and delivery of all Stonewall’s programmes, events and overall objectives

Campaigns Policy & Research Manager Person Specification

·  Highly organised with experience of delivering successful projects, programmes or campaigns on time and on budget.

·  Excellent networking skills and experience as well as a proven track record of stakeholder relationship management.

·  A demonstrable knowledge and understanding of the Welsh politics, current affairs and policy making mechanisms and the ability to apply this knowledge in a devolved context.

·  The ability to use your knowledge of Wales and the Welsh public policy arena to drive Stonewall Cymru’s key objectives forward.

·  The ability to gather evidence, present complex issues simply, and utilise research findings in our public affairs and communications work.

·  Strong interpersonal skills, able to communicate effectively and appropriately with a wide range of audiences.

·  Excellent written and verbal communication skills and experience of using them in a variety of contexts.

·  Able to react to change and work under pressure, sometimes at unsocial hours.

·  The ability to read, write and speak Welsh fluently is essential.

·  Knowledge of LGBT issues in Wales and wider equality issues, and committed to the aims and objectives of Stonewall Cymru.

Campaigns Policy & Research Manager Key Terms and Conditions

Working Week This is a full-time permanent position, comprising a total working week of 35 hours. Stonewall’s normal office hours are Monday to Friday from 9.30am to 5.30pm, however the demands of this post require a flexible approach to both timing and duration of the working day.

Salary Scale The salary will be £27,416, rising to £30,076 after a year, and is paid retrospectively on the 24th day of each month. This is a Stonewall salary band 4 (outside London) position.

Annual Leave 25 days annual leave (rising by 1 additional day for each year of service completed by 1st October, up to a maximum of 30 days), three additional ‘Stonewall Days’ over Christmas and eight statutory holidays.

Pension Stonewall will contribute up to 9% of salary to the Stonewall Friends Life pension scheme.

Other benefits After successful completion of the probationary period you will qualify for: free health insurance, death in service benefit of two times your salary, interest free loan on travelcard, tax-free cycle scheme, childcare vouchers, enhanced family policies and 24 hour employee support line.

Sick Pay Prior to completion of the probationary period sick pay is at the Chief Executive’s discretion. Thereafter an employee who is absent from work due to sickness will be paid up to four weeks at full pay and four weeks at half pay in any 12 month period. After two years continuous service an employee absent from work due to sickness will be paid up to 12 weeks full pay and 12 weeks half pay in any 12 month period.

Probation & notice The post is subject to a six month probationary period. During this period you will be entitled to receive, and are required to give, at least two weeks notice of termination, which must be in writing. After successful completion of your probationary period you are entitled to receive, and are required to give, at least three months’ notice of termination, which must be in writing.
