a)I require information confirming the criteria and eligibility for employees of Slough Borough Council to receive contractual holiday pay.

Current Annual leave Entitlement:

Employees on a full and part time permanent or fixed term contract are currently eligible to the annual leave quoted below; note that these are based on full-time employment and calculated on the basis of the complete year’s service. Temporary staff are also eligible to the same entitlement after the qualifying period of 12 weeks.

Complete year’s entitlement
Up to 2 years’ local government continuous service as at 1st April / More than 2 years’ but less than 5 years’ local government continuous service as at 1st April / More than 5 years’ local government continuous service as at 1st April
25 days / 29 days / 32 days

The council’s leave year currently runs from 1st April to 31st March.

Part year entitlement is calculated on the basis of 1/12 of the annual leave entitlement for each completed month of service subject to local government service.

In addition, staff are entitled to 8 public and bank holidays (pro rata for part-time staff).

b)In this respect I require the information for each of the years commencing 2000 - 2004, to include full details of the actual holiday entitlement including reference to bank holidays and payment in lieu for working on bank holidays.

Annual leave Entitlement for 2000-2004:

Employees were eligible to the annual leave quoted below, this was inclusive of extra-statutory and concessionary day. Note that these are based on full-time employment.

13-11 / 25 days / 29 days / 30 days
10-8 / 27 days / 29 days / 30 days
7+ / 30 days / 33 days / 36 days

In addition, staff were also entitled to 8 public and bank holidays (pro rata for part time staff)

Employees required to work on a public or extra statutory holiday were, in addition to the normal pay for that day, paid at plain time rate for all hours worked within their normal working hours for that day. In addition, at a later date, time off with pay was allowed as follows:

Time worked less than half the normal working hours on that day Half Day

Time worked more than half the normal working hours on that day Full Day

c)Finally, I would also enquire confirmation or otherwise that a part time worker during 2000 - 2004 would be entitled to the benefits of a full time worker on a pro rata basis.

We can confirm that the above leave entitlement and benefits was calculated on a pro rata basis for part time staff during 2000-2004
