Planning Project Works

Where any building work is being organised directly by the school or P&C, it is strongly recommended that a specialist Project Manager is engaged to ensure that the work is fully compliant with government, departmental and safety requirements.

If a Project Manager is not appointed to manage new project works, then the Building Manager or Nominated Officer must adhere to the procedures as detailed below. Refer also to Attachment 3 of the Asbestos Management Plan (AMP) for DET Facilities.

Consideration

·  Encapsulation of asbestos-containing material (ACM) is not permitted under the department’s asbestos management policy and procedure.

·  All maintenance to, and removal work of ACM, must be carried out in accordance with the Work Health and Safety legislation by service providers holding the appropriate license (see section 6.20 of the AMP).

Note: BAS is the Department’s supplier in relation to all asbestos-related work.

DET requires the Building Manager (BM) or Nominated Officer (NO) to ensure:

•  The scope of project work is fully identified;

•  The asbestos register is checked – sample testing by Building and Asset Services (BAS) may be required:

o  For buildings constructed – up to 31 December 1989: if the specific location/s of a building to be worked on is not recorded in BEMIR, then you must treat the material to be worked on for that building as assumed ACM until proven otherwise. Asbestos sample testing is required to confirm the presence and type of ACM.

o  For buildings constructed from – 1 January 1990: the whole building can be described as having “No asbestos identified”. The building's construction date would need to be identified to assist with this and the asbestos register will be updated appropriately as part of the 1-in-3 year asbestos audit program.

o  For buildings constructed – up to 31 December 2003: the building’s plant and equipment should be audited to identify ACM.

•  Undertake the tender/quotation process – all tender documentation must include the ‘Working on DET Facilities’ document*;

•  Ensure Service Providers comply with DET specific requirements for asbestos licensing as stated in the plan;

•  Issue a contract. The ‘Working on DET Facilities’ document must be attached;

•  Coordinate the ‘Start-up Meeting’ – using the DET template*;

•  Issue a Work Area Access Permit (WAAP) to the Service Provider prior to any works commencing;

•  Communicate to all staff when work will commence and finish;

•  Monitor the project until completion;

•  Inspect the site for reuse and physically sign-off the WAAP with the Service Provider ensuring that all supporting documentation for any sample testing or asbestos removals is obtained;

•  Update and close the WAAP in BEMIR ensuring all additional relevant information is uploaded.

Attachment 3 – School Managed Projects - Condition-Based Maintenance, Refurbishment, Installation or Construction Works

For all works managed by Building and Asset Services (BAS), BAS will manage steps 1 to 14 with schools involvement limited to participation in meetings, issue & closure of WAAP & uploading relevant documentation into BEMIR.
