SECTION C - FUNDING CRITERIA

Proposals will be assessed against the published criteria. HEFCW funding decisions will be based on the quality of evidence regional groupings are able to present in their completed template(s).

C1) / How does the proposal fit with your regional strategy submitted in response to circular W10/16HE?
C2) / Outlinethe employer need and market demand for your proposed activities.
C3) / Describe:
  • the proposed partnerships between HEIs, FEIs, SSCs and employer representatives sectors
  • the management structure that will underpin consortium relationships

C4) / Set out your proposals for employer engagement, demand side development and marketing/promotional activity.
C5) / Describe how the proposed provision will contribute towards:
  • upskilling the current workforce through part-time provision
  • the development of the range of student employability skills
  • the enhancement of employment prospects for students
Proposals should indicate the skills that the new foundation degree provision will provide to students to equip them for future employment. They should also identify specifically what this new provision would offer that is not already provided by the proposers.
C6) / Explain how the proposed new provision fits with the priorities established by the Welsh Assembly Government in relation to the strategic sectors identified in Skills That Work for Wales, and the Economic Renewal Programme.
Strategic Priorities such as STEM, MFL and Welsh Medium Provision should be addressed alongside the skills needs of the emerging renewables sectors (as specified in HEFCW’s Remit Letter 2010-11)
C7) / Where relevant, demonstrate how the proposal aligns with the UHOVI and/or the HE ESF Foundation Degree Programme.
HEFCW will not support developments already being taken forward under these initiatives and will require that any areas of potential overlap/boundary/gaps be clearly identified.
C8) / Describe how the provision will meet the requirements of the QAA benchmark, including consideration of progression routes.
C9) / Indicate how the proposed provision contributes to widening access into higher education. Demonstrate how the provision can be adapted to the flexible learning needs of students.

SECTION E –STRANDPAYMENT PROFILE

Provide information about the payments the strand will require from HEFCW in each phase.

Theprogramme incorporates a development phase from March 2011 to the end of academic year 2011/12, and a delivery phase in 2012/13 and 2013/14.

We recognise thatthere will beinstances where acase might bemade fordelivery earlier than 2012/13, ie where a long development phase may not beneeded. In such cases, delivery of provision (ie student intakes) might be from2011/12.

Wealso recognise that,as this programme is to fund part-time foundation degrees, the provision is likely to last beyond 2013/14.However, further One Wales funding is not available after this date, and we would expect all foundation degree funding to be spent by end AY 2013/14.
