JOB DESCRIPTION AND PERSON SPECIFICATION

ASSISTANT WARDEN (NORTH)

GRADE: / Scale 3; Spinal Column Point 14 £15,725 p.a.
TERM OF CONTRACT: / 3rd June 2013 until 31st March 2014 (10 months)
REPORTS TO: / Area Warden Manager (North)
OVERALL PURPOSE: / To work as part of the North Team to ensure that maintenance and
improvement work is carried out on public rights of way. To ensure
that all National Park Authority sites in the North Area are managed to agreed standards.
WORK AREA: / North Area: the Preseli hills and Gwaun valley, based at the National Park Woodland Centre, Cilrhedyn, Llanychaer.
SPECIFIC RESPONSIBILITIES:

·  SITES
·  COAST PATH
·  GENERAL / To plan and undertake, with the Path Warden, an annual programme
of maintenance and improvements on public rights of way.
To survey a proportion of the network of public rights of ways creating a schedule of works. These tasks to be undertaken independently or as part of a team.
To carry out practical tasks on National Park Authority sites in the sector.
To ensure that sites are managed in accordance with agreed principles and are presented to a high standard.
To support the work of the Coast Path warden team as directed by the Area Warden Manager.
To assist with completing necessary paperwork, such as weekly work sheets, mileage logs, survey forms.
To assist with routine maintenance of machinery, tools, equipment, vehicles and trailers, as well as keeping the depot clean and tidy.
Look for opportunities to develop good practice in all aspects of work.
Follow Health and Safety regulations, working within the requirements of the authority’s Safecards and risk assessments for tasks.
To work with the Ranger to involve local communities in the management of public rights of way.
Contribute to the wider work of the National Park Authority and carry out such other duties as may be required
MAIN TASKS OF POST: / 1.  Manage vegetation according to site plan or public rights of way work programme.
2.  To attend to all surface maintenance such as drainage, general surfacing and any other work necessary to facilitate good walking conditions;
3.  Accurately record all work undertaken, completing survey sheets.
4.  The necessary repair and maintenance of all types of footpath furniture including gates, stiles, signposts, fences, bridges etc.
5.  Carry out all work in accordance with good conservation and habitat management principles;
6.  Liaise with farmers/landowners in connection with path and site maintenance.
7.  Undertake liaison, public relations and co-ordination work with landowners, local communities and other organisations within the North area
8.  Report to the Area Warden Manager any irregularities concerning footpath safety; and to monitor generally the condition and use of the rights of way network;
9.  During periods of wet weather, time will be used to make signs and stiles; attend to correspondence and report writing, carrying out repairs and maintenance of tools and equipment, and undertaking community liaison.
10.  To undertake such other work as might be required from time-to-time in connection with the wider duties and responsibilities of the National Park Authority.

PERSON SPECIFICATION

TEMPORARY ASSISTANT PATH WARDEN (NORTH)

Essential

·  Three years experience of practical countryside work including use of brush cutters and vegetation cutting tools, and the installation of signage and access furniture such as gates, stiles, fences, etc.

·  Ability to undertake path inspections and accurately record the condition of paths/necessary improvements and produce survey reports in a presentable format.

·  Ability to relate to landowners and path users

·  Ability to work independently and flexibly

·  Good team working ability

·  Good general health and fitness and a willingness to work outdoors in all weathers

·  Ability to read a map and understand map references

·  Full driving licence

The following qualifications, skills and/or experience would be useful:

·  Level 2 NVQ or equivalent qualification in conservation or land management related subject

·  Welsh speaking desirable in view of the liaison with farmers and landowners

·  Certification for the use of brushcutter, chainsaw and pedestrian flail

·  Information technology skills including mapping, digital photography

·  Proven interest in and commitment to the conservation and enjoyment principles of the National Park

·  Experience in the management of public rights of way and countryside access

·  Trailer towing qualification

CONDITIONS OF SERVICE

TEMPORARY ASSISTANT WARDEN (NORTH)

Working Hours 37 hours per week

Monday - Thursday 7.30 am – 3.30 pm

Friday 7.30 am - 3.00 pm

Half hour lunch (time to fit work) and 10 minutes morning break.

Staff should be prepared to work flexibly within an hour of these start/finish times. Beyond that time, overtime will be paid (only by prior agreement of Area Warden Manager) at the standard National Park Rates.

Overtime will not normally be required but the postholder must be prepared to work flexibly and to respond to the needs of the job.

Transport The postholder will be expected to reside in or close to the sector.

Transport will be provided for official journeys. All employees are expected to be on working site at 7.30 am each day and leave the site not before 3.30 pm (Monday to Thursday) and 3.00 pm on Fridays.

Official vehicles may be parked at driver’s home residences over night as directed by the Area Warden Manager.

Uniform Uniform, boots, safety equipment will be provided. It is a condition of service that uniforms be worn, together with appropriate safety equipment for the job.

Salary Salaries are paid monthly and can only be paid directly into a nominated bank account.

Leave Entitlement 1.9 days per month

Leave must be agreed in advance with the Area Warden Manager who will take into account the work priorities of the team and the need for cover to be provided.

Work Base National Park Woodland Centre, Cilrhedyn. Although will need to visit each day.
