MADHYA PRADESH BHOJ (OPEN) UNIVERSITY, BHOPAL

ORDINANCE

FOR THE DEGREE OFMASTER OF EDUCATION (M.Ed.)

Preamble:

The Objective of M.EdProgramme through Open and Distance Learning (ODL) System is to provide an opportunityto Teachers,Teacher Educators,Policy Makers, Educational Researchers, Curriculum and Material Developers, Educational Administrators and others in educational system to pursue M.EdCourse for their professional development.

1. CourseTitle:

Master of Education (M.Ed.).

2. Duration and Intake :

The duration of the M.Ed.Programme through Distance Modewill beof TwoYears (24 Months)with anintake of 150 candidates per year as per NCTE norms.The Programme leading to the M.Ed. Degree will be organized from Janto Dec each year. There will be Term End Examination (TEE) at the end of each year known as Part-1(First year) and Part-II (Second year). Maximum period allowed for completion of the course shall be four years from the date of registration/ admission.

  2. In-service trained graduate/post graduate teachers working in Govt recognized primary, secondary or senior secondary schools/colleges/equivalent academic positions in DIETs, Colleges of Educations,SCERT, or similar educational institutions.
  • Head Masters/Principals and educational administrators/functionaries.
  • Non-working graduates/postgraduates who have already passed B.Ed./B.El.Ed. or equivalent degrees recognized by an Indian or a foreign University.

4.Eligibility :

The eligibility for admission to the candidates from Madhya Pradesh as per MPBOU jurisdiction tothe two years M.Ed. Programme through Open and Distance Learning (ODL) mode will be as per NCTE norms i.e. at least 55% marks in B.Ed. or in the Education component of 4 years B.A. B.Ed /B.Sc.B.Ed. or B.Ed.(MPBOU). There shall be a relaxation of marks/reservation of seats for the SC/ST/OBC and other categoties as per NCTE norms and rules of the Government of Madhya Pradesh.

5. Admission Procedure :

  • The MPBOU would publish admission notices in the leading News Papers of the State every year.
  • The candidate has to apply in the prescribed Application Form before the due date as announced by the University each year.
  • All formalities of the admission will be completed before the commencement of the course.

Criteria for Selection will be

IThe performance in entrance test in education and general knowledge (70 Questions,70 Marks.)

II.Academic qualifications -14 Marks.( based on Graduation , B.Ed. & P.G.marks)

III. The length of inservice experience-Maximum 16 Marks(2 Marks per year)

  • There shall be reservation of seats for SC/ST/OBC and other categories per rules of Madhya Pradesh Government.

6. Mode of the Programme :

The University shall create a 2- tier mechanism for curriculum transaction. The nodal center will be at the Headquarters of the University. The other places will be Study Centres of the MPBOU.

7. Curriculum and Instructional Material:

The University may adapt/adopt curriculum materials developed by DEC- NCTE, M.Ed. National Programme or any other agencies working through ODLor MPBOU shall develop its own Curriculum and Instructional Materials or part of the same.The Self Instructional Material (SIM) for the M.Ed. Programme shall consist of print and non-print (multi media, audio-video, electronic) materials etc.

8. Distribution of Instructional Materials:

TheSelf Instructional Materials(SIM) will be distributed to the trainees at the MPBOU/Study Centres.

9.Time Schedule:

The programme of Two Years (24 months) divided into two yearsi.e. First year and Second year as follow:

First year :

  1. Admission/Registration will be done in December.
  2. Induction Programme of students will be organized for 2-4 Daysin Jan at MPBOU HQ/ Study Centre for explaining the Coursesof Study, Dissertation, Psychology Practical, Assignment, Field Activities and Evaluation etc.
  3. Face to face Contact Programmesofthree weekswill be organized inMay/June forTheory papers, discussion on Assignments, Dissertation and other activities followed by Internal Test etc at the Study Centres.

4 Clarification of contents,submission of Assignmentsand Synopsis for Dissertation along with short interaction will be held at MPBOU/Study Centres in Oct/Nov on dates announced by the university.

5 Term End Examination(TEE) of Theory papers, Practicals etc. will be held in Dec at the Study Centres.

Second Year :

(i)Orientation for the Coursesand Assignments for the Second year will be held after the First year External Examination at MPBOU/Study Center in Jan/Feb.

(ii)Face to face Contact Programme of three weekswill be organized in June for discussion and Clarification on Theory papers,Dissertation and Field Assignments followed by Internal Test and other related activities at Study Centres.

(iii)Clarification on content, Dissertation andfield work,Submission of Assignmentswill be held at MPBOU/Study Centre in Oct/Nov.

(iv)Submission of Dissertation at Study Centers in Nov.

(v)Term End Examination (TEE)of theory and practical along with viva-voce on Dissertation will be held in Dec at the Study Centres.

10. Study Centre:

The University has its Study Centres located in the MPBOU, Head Quarter,EducationDeptt. of the Universities,P.G.Govt. Collegesof Education and other StandardColleges in Madhya Pradesh offering Post Graduate level teacher training programme as per NCTE norms.Maximum number of students enrolled through a Study Centresshall not exceed 25 in a batch as per NCTE norms. The function of study centre is to organize Contact Programmes, to provide guidance in the Dissertation and Psychology Practical, Field Assignments and to conduct Examinations and Tests etc.

11. Transactional Strategies :

The Curriculum transaction will be through the Self Instructional Materials (SIM) Audio–Video, Teleconferencing, EDUSAT and face to face interaction with the resource persons during the Contact Programmefor the following components of the syllabus.

  • Theory Papers
  • Assignments
  • Practicals.
  • Dissertations.
  • Field work
  1. Monitoring and Supervision :

In order to ensure smooth transaction of learning activities, including dissertation work, and proper functioning of Study Centres and the conduct of examination regular monitoring will be done by the core Faculty of the MPBOU.The University shall design and operate a detailed system of regular monitoring of different parts of the programme i.e. contact programme,internship,dissertation and field work,submission and assessment feed back of assignments promptly and regularly,according to the prescribed schedule, counseling and guidance etc.

  1. Fee Structure :

The Course Fee and mode of payment will be decided by the University from time to time and will be put in its Programme Guide. Fee as approved by MPBOU is to be deposited in one/two equalinstallments: one at the time of admission/registration and the second after First Term Examination.

14. Student Support Service:

Student support service will be provided through the Library and Educational Technology(ET) Services of the University and the Study Centres.

15.Dissertation:

Acandidate shall complete his /her dissertation work on a problem assigned to him/her by the MPBOU-Head Quarter/Study Centre with the consent of MPBOU under the Supervision of a qualified Research Supervisor.

For becoming M.Ed. Research Supervisor any one of the following may be considered.:-

  1. Any Professor or Reader in Education (Retired/ In-service).
  2. Any Lecturer in Educationworking in a Deptt. of Education of a University or a Post - Graduate Institution running M.Ed./ M.A.(Edu.) Programme withat least two yearsexperience with Ph.D or M.Phil in Education
  3. Principal of aCollege of Education having Ph.D or M.Phil in Education .

The Appointment of the Research Supervisor forDissertation work will be the responsibility of the Study Centres with the consent of MPBOU. The Candidateshall write Dissertation on a research topic which must be characterized either by the discovery of facts or by fresh approach towards the interpretation of established facts.

The Candidate shall submit, at MPBOU,four typed copies of his/her dissertation through the Principal or Coordinator of the StudyCenter.

Note :Dissertation started in the first year shall be completed in the second year.

16.Eligibility for Examination :

Every candidates regarded for M.Ed. degree shall be eligible to appears in the Term-End Examination (TEE) Subject to the following conditions:

  • The candidate has paid all dues including the prescribed fee etc.
  • 75% of attendance in the contact programme in compulsory.
  • The candidate has fulfilled all the requirements of the progrmme including assignments participation in contact sessions practicals, Dissertation and Field work.
  • Candidates has not caused any act of indiscipline at the University / Study Centres.

The university will able consider a candidate for granting permissions to appears in the TEE, Subject to the conditions that an Eligibility certificate has been given by the Co-ordinator of The Study centers.

17. Scheme of Evaluation :

(i)The Term End Examination(TEE) in theory papers shall be held by the end of each year (December) at the Study Centres/MPBOU. The exact date of commencement of the examination shall be notified by the MPBOU.

(ii) The Scheme of examination with maximum marks and minimum marks in each papersare given in Appendix-1

(iii) For the Evaluation of Dissertation the MPBOU shall forward the copies of the Dissertation to the Internal and External examiners for their assessments.

A date would be fixed for the Viva-Voce examination to be conducted at MPBOU / Study Centres.

(iv)The Viva-Voce test shall be conducted jointly by the Internal and External examiners, one faculty member of DME , MPBOU shall act as moderator .

(v) The moderator shall forward the statement of marksawarded, duly signed by the Internal and External examiner as well as the moderator in a sealed cover to the MPBOUsoon after the viva-voce test is over.

(vi)In order to be successful the candidate must obtain at least:

  • 50% of marks in each Theory papers, Practicals, Assignments and sessional works (Internal and External marks separately).
  • 50% marks in Dissertation

(vii) Successful Candidate of M.Ed.(Second Year) shall be placed in a division on the basis of total marks obtained in the 1st and 2nd year of the Examination taken in accordance with the following scale. (No division shall be awarded in first year)

  • 50% or above but less than 60% marks =Second division
  • 60% or above =First Division

(viii) Provision of ATKT.: Candidate who fails to secure minimum pass marks or is absent in any theory or practical paper may reappear in that examination held in the next subsequent year with fee as decided by MPBOU, within a period of four years from the date of registration/ admission.

(ix) In the case of failure in Dissertation the candidate shall be required to prepare and submit a revised Dissertation on the earlier subject or on a new topic as may be assigned by the MPBOU/Study Centres within a period of four years from the date of registration/ admission.

  1. Examination Results :

The Evaluation department of MPBOU shall publishthe results of the examination by notifying the Roll number and names of successful candidates within two months from the date when the written examination was over. In the notification declaring the results of M.Ed.Second Year examination the names of first ten successful examinees in order of merit who have secured first division shall be notified. The result of final (2nd) year will not be declared until the candidate have cleared all the papers (external and internal) of first year.

19. Grace Marks :As per direction given by the coordination committee headed by Hon’ble chancellor of university of M.P.

(a)Not with standing any thing contained in the fore going paragraph a candidate who after having appeared at the whole examination of the M.Ed.(DE) Course fails in any theory or practical paper(s) by not more than one mark in any paper, but has secured at least the minimum aggregate marks required shall be eligible for award of grace mark upto a limit of one markso as to enable him/her to pass the examination . The grace marks shall, however, not to be added any where.

(b) The Kulpati may, if a candidate is failing at an examination or missing a division by one mark, condone deficiency of one mark, where the deficiency is so condoned the one marks shall be added.

20.Revaluation:

A candidate can apply for revaluation maximum in any two papers of a programme on a prescribed form within 15 days after the declaration of the result.

21.Legal Jurisdiction:

All matters of any dispute shall be limited to Bhopal Court only.
