Article 1: NAME

a)The name of this league or Association shall be called :

PARKLAND MINOR BASEBALL LEAGUE

Article 2: OBJECTIVES

a)To encourage and foster sportsmanship and good citizenship amongst its members

b)To maintain and increase an interest in minor baseball.

c)To control and operate minor baseball in the Parkland region

Article 3: MEMBERSHIP

a)Membership in the League shall be of two (2) types :

1)Charter Member – a member who has been in the league for two consecutive years and who has fulfilled the requirements of the league in the team’s first two years.

2)Probation Member – a member who is accepted into the league but who has not gained charter membership because it has not spent two consecutive years in the league. A probation member does not have voting privileges.

b)If a community requests a year’s leave of absence from the league, this will not affect the community’s charter status. If the community is out of the league for two consecutive years, the community will have to make application to the league for probation member’s status.

c)Communities and teams wishing to gain entry into the league must attend the league annual meeting and must also contact the current President prior to the annual meeting stating their intentions.

Article 4: OFFICERS AND EXECUTIVES

a)League Executive and Officers shall consist of :

1)President

2)First Vice-President

3)Secretary-Treasurer

4)Member at Large

b)Duties of Officers shall consist of ;

1)President – shall preside at all meetings of the association

2)Vice-President – shall perform the duties of the President in his absence. The vice-president shall also perform tasks delegated by the president.

3)Secretary-Treasurer – shall be responsible for keeping minutes of the meetings and shall see that these are distributed after each meeting to all members. They must also keep accurate record of the money received and distributed and shall make a financial report at the annual meeting and semi-annual meeting.

4)The signing officers of the Association shall be the President or Vice-President and the Secretary or Treasurer.

5)The League executive (President and Vice-President) shall also serve as the grievance committee plus two other persons nominated at large. Any decision reached by the league or this committee is subject to an appeal. Amended 04/19/00

Article 5: MEETINGS

a)The annual meeting of the Association shall be held at the call of the President on the third Wednesday in April of the current year.

b)Special meetings shall be held at the call of the President

Article 6: VOTING

a)All centers of the league shall be entitled to one vote at all meetings of the Association.

b)The President shall have casting vote in the event of a tie.

c)All voting shall be by a show of hands or ballot depending on the wishes of the members present.

Article 7: AMENDMENTS

a)Amendments or alterations to the constitution may only be made at the annual meeting. Such amendments require a majority vote.

b)Amendments may also be made at any other meeting provided there is 75% of the league members present and 100% of those present in agreement.

Article 8: AWARDS

a)The winner of league playoffs will receive a keeper League Championship plaque that will be provided by the league. Amended 04/20/05

Article 9: UMPIRES

a)Each member of this Association shall make every effort to use umpires that have attended S.B.A. or M.B.A. Clinics that current year to work the plate, plus a minimum of one base umpire for all league and playoff games.

b)Payment of officials is the responsibility of the individual team or community.

c)League umpires are responsible for knowing the rules and regulations utilized by this league. (Disputes will be handled by the grievance committee.)

Article 10: SPECIAL LEAGUE RULES

a)Each Mosquito, PeeWee, Bantam and Midget team must issue a $75.00 bond yearly to be sent to the league office prior to entry into the league. Amended 04/19/06 This is a performance bond and can be lost by a member for not meeting league requirements. If this bond is lost by a member, it must be replaced prior to the guilty party’s next scheduled league game. The league will issue the $75.00 bond to the offended team. If the team has fulfilled all league requirements, the $75.00 bond will be returned to the team after the season is completed. Each league team must pay an annual fee, set by the League Executive, for yearly operations. All team entries after the scheduling meeting must be approved by the president. A $100.00 penalty will be assessed to each team. Amended 04/21/99

b)Cancelled Games

1)The team that is cancelling games must do so at least 24 hours prior to the scheduled starting time.

2)Games must be rescheduled within one week after the cancellation has occurred.

3)Rain outs: home team must notify the commissioner within 48 hours of cancellation, of the date and time that the game will be replayed.

4)Other reasons: the team cancelling must notify the commissioner of cancellation, also date and time of replay within 48 hours of the original convenience of the other team. If the teams are unable to reschedule the game, the points will be forfeited to the team not cancelling. Teams not completing the schedule will be suspended and fined $50.00. Reinstatement may occur at the next annual meeting. Master schedules must be maintained at the Division Commissioners and the League President.

5)Parkland League communities will not be allowed to place players on their team rosters in other leagues if the players residence is within 15 miles of any Parkland League Community. Players that play on parkland league teams will be allowed to play in other leagues if they play in their own Parkland League Community. Communities violating this will have all their teams removed from the Parkland League in all Divisions – Applies to Mosquito, PeeWee and Bantam divisions only, Midget exempt. Amended 04/16/08

c)The home team is responsible for phoning the results of the game to the media.

d)Player Eligibility:

1)Each player must be registered with the SBA or MBA.

2)A team roster, not exceeding 18 players, must be submitted to league office by May 15.

3)Special rules for communities with base populations of 4000 or less:

i)Population Figures will be ones found in the Saskatchewan Health Covered Population

ii)All requests for overage players must be in the hands of the President 48 hours prior to the annual meeting.

iii)Two overage players (one year over required age) may be allowed to play in a lower division, provided there is no older division. This includes league playoffs. These overage players must not pitch or catch.

iv)All requests must be approved by the Grievance Committee. (President, Vice-President, elected members at large.)

v)This rule does not limit the committee from hearing any other special requests.

vi)Overage player’s issues will not be debated at the Annual meeting.

4) Each team must forward to the League office at the annual meeting the team contact personnel for the current season.

e)Baseball rules as outlined in the SBA Handbook and/or Baseball Canada – Official Rules of Baseball.

f)Ties are not broken during League Play.

g)The number of innings played per game will be determined by the SBA Handbook.

h)Playoff Structure:

1)League playoff dates will be set at the Annual Meeting. Amended 04/21/04

2)Communities will be allowed to submit requests for individual playoffs or all divisions at the annual meeting. The Playoff host sites must be selected at the Annual Meeting.

3)The league will supply baseballs for all Host Communities.

4)The commissioners will set up the playoff format trying to include all teams.

5)The League shall pay for all umpire fees for all league playoff games.Amended 04/19/03

Article 11: LEAGUE OFFICE

a)Shall rotate around the league unless otherwise agreed upon.

b)Rotating election of League President and Secretary-Treasurer.
