JOB SPECIFICATION

  1. Overview of Position Function

The Chief Executive Officer is responsible for providing daily leadership to Pangula Mannamurna Aboriginal Corporation (PMAC) in cooperation with the Board of Management. The CEO will keep the Board advised of and informed about areas of opportunity or concern that may affect the organisation including changes to government policy, priorities or funding parameters and will keep alert to change opportunities.

The CEO is responsible for setting and promoting the vision and strategy of the organisation. Also the morale, competence and consistent daily engagement of PMAC staff are crucial factors in the effective delivery of PMAC’s health and well-being programs and ancillary operations and this responsibility belongs to the CEO.The CEO is responsible for making decisions that are in the interests of the local and regional Aboriginal community while complying with funding criteria and guidelines. This concern for the health and well-being of Aboriginal people will inform policies and planning and guide the decisions made by the CEO that influence the nature and substance of the activities and operations carried out by PMAC staff.

To make well-informed decisions the CEO is expected to read widely, to maintain the flow of information to and from key stakeholders, to foster strong connections with other NGO’s, especially state-based ACCHO’s, and to stay up to date with changes in government policy.

  1. Reporting / Working Relationships
  • The CEO reports directly to the Board of Directors and will be the interface between the Board and PMAC’s staff.
  • The CEO will cooperate with the Board’s process of an annual performance review of the CEO role and his/her achievements, performance measures and objectives.
  • The CEO is responsible for the wise and ethical management of the human, financial and physical resources of the organisation.
  • The CEO is responsible for keeping the staff team focussed upon the vision, mission and strategic direction of the organisation and for reinforcing the governance and structural accountabilities required to meet agreed objectives.
  • The CEO is required to develop and maintain strong links with the local and regional Aboriginal community, providers of relevant, complementary serviceswithin the area, local, State and Federal government representatives and other key stakeholders.
  1. Special Conditions
  • Three month probationary period applies.
  • Must have satisfactory current criminal history check.
  • Some out of hours work and intra and interstate travel will be required.
  • Must possess a current driver’s licence and be willing to drive substantial distances.
  1. Statement of Key Responsibilities / Duties
  2. The CEO will, in cooperation with the Board, promote the vision of PMAC within and beyond the organisation and will establish strategies that support, promote and reinforce that vision.
  3. The CEO will assist the Board to definethe PMAC’s culture and its values and willmake every effort to communicate and model the kinds of behaviour that are required of staff members of an organisation striving to make a positive contribution to Aboriginal Health.
  4. The CEO will provide leadership and management to the senior management team setting the direction and priorities of the team and empowering them to relay that leadership and management to the rest of their respective teams.
  5. The CEO will preside over whole of staff team meetings keeping staff informed on matters relevant to PMAC’s vision, values, culture, daily operations and effectiveness.
  6. The CEO will provide leadership to the services, activities and programs conducted by PMAC ensuring that they produce the required results consistent with PMAC’s vision and values as well as complying with accreditation requirements to ensure business continuity.
  7. The CEO will develop high quality business strategies and plans that facilitate the achievement of agreed short and long term objectives.
  8. The CEO will enforce adherence to legal guidelines and to PMAC’s policies to ensure PMAC’s compliance with legal and ethical practices.
  9. The CEO will ensure the sound financial management of the organisation and will alert the Board to any significant concerns, or factors that may lead to financial concerns, for the ongoing viability of PMAC.
  10. The CEO will manage the organisation’s risk, helping the Board to identify its risk appetite each year.

Duties and responsibilities for this position should not be considered definitive. Duties may be added, deleted or modified, in consultation between the Incumbent and Board, as necessary. Job descriptions and staff performance will be reviewed regularly.

The performance of the Chief Executive Officer will include measurement against the following:

  • The CEO’s leadership of PMAC is inspirational and ethicalproviding an excellent role model for staff to follow.
  • The CEO’s leadership recognises and promotes the authority of the Board and their commitment to Aboriginal health and well-being.
  • PMAC and its staff development strategies amongst the local and regional communities enable it to be recognised as an employer of choice amongst the local Aboriginal population.
  • Staff retention rates of good staff are high.
  • The CEO will meet the revenue targets established by the Board for each of the financial years.
  • The CEO will seek additional funding in line with PMAC’s strategic direction in each financial year.
  • The CEO will actively promote PMAC’s health and ancillary services within the region to enable it to increase its client list each year as well as achieving its funded health outcomes across all programmes.
  • The CEO will keep the Board informed of all significant risks to the business and ensure these are effectively managed in consultation with the Board.

PERSONAL SPECIFICATIONS

  1. Educational / Vocational Qualifications

A relevant tertiary qualification in business management, and/or significant and relevant skills and experience that are deemed by the Board of Directors to be sufficient to successfully undertake the role.

  1. Personal Abilities/Aptitudes/Skills
  • Proven previous management and leadership skills including the ability to develop clear and meaningful long term goals and strategies.
  • Ability to develop strategic and business plans that are relevant, realistic, comprehensive and meaningful to both the Board and staff.
  • An above average ability to communicate effectively both verbally and in writing with a wide range of people from Aboriginal and Torres Strait Islander communities, government and other agencies, committees, staff and other stakeholder bodies.
  • Sound consultation and negotiation skills, with the ability to recognise and resolve conflict along with high level interpersonal skills which facilitate interaction and cooperation with relevant groups.
  • Ability to organise and allocate resources effectively to maximise their efficient use and application in achieving the objectives of the organisation.
  • Demonstrated capacity to inspire and lead a diverse staff team by clearly communicating the vision, expected standards of performance, providing effective feedback on performance and encouraging and rewarding innovation and achieving stated outcomes.
  • Ability to work positively and effectively with a community Board.
  • The ability to think analytically, provide a cohesive and cogent argument and to apply creative solutions to problems.
  • A well developed decision-making ability and a proven track record of applying various decision-making tools and strategies to good effect.
  1. Experience & Knowledge
  • Knowledge of Aboriginal culture and understanding of the philosophy of Aboriginal community control.
  • Experience and understanding of Aboriginal health, mental health and social and emotional wellbeing.
  • Knowledge of health promotion and primary health care principles specific to work with the Aboriginal community.
  • Knowledge of the existing and emerging social and health issues within the ATSI community and of the issues which influence and affect Aboriginal health, social and emotional wellbeing.
  • Experience in the day to day implementation and management of services and programs.
  • Experience in managing a diverse, multi-disciplinary staff team.
  • Experience in managing financial resources, grant applications and meeting reporting requirements to funding bodies.
  • Extensive knowledge and understanding of the process of strategic and business planning.
  • Knowledge of employment legislation and of employer and employee responsibilities for Work Health and Safety.
  • Demonstrated ability to act as a ‘change agent’ and the ability to promote the positive involvement of others.Knowledge of the requirements for effective management of organisational change.
  • Knowledge and understanding of quality and accreditation processes, including those applicable for a health care organisation.
