Kevin Baldwin

Dr. Kevin Baldwin is a clinical psychologist with a dual emphasis on research and forensics. He serves as Senior Researcher for Applied Research Services in Atlanta, Georgia, providing criminal justice research and policy analysis nationally. He has directed federally‐funded research projects, authored over a dozen articles in peer‐reviewed journals, and has both designed and evaluated substance abuse treatment programs. Dr. Baldwin authored the U.S. DOJ SMART Office’s publication entitled “Sex Offender Risk Assessment” (available for download at:

Dr. Baldwin is also Director of Forensic Services at the Highland Institute, an Atlanta outpatient clinic specializing in the assessment and treatment of persons with sexual behavior problems. He performs forensic examinations for state and federal courts and probation/parole authorities, serves as an expert witness in both juvenile and adult courts, and has worked in both inpatient and community‐based mental health settings. Dr. Baldwin is a frequent presenter at regional and national conferences, and has provided training and technical assistance to treatment and court staff in a variety of settings. Dr. Baldwin earned his Ph.D. at Georgia State University, after completing an adult forensic internship at the University of North Carolina at Chapel Hill School of Medicine and the Federal Bureau of Prisons.

Stephen Forzato

Steve Forzato is the Deputy Chief of Statewide Drug Initiatives for the PA Office of Attorney General.

Deputy Chief Forzato joined the PA Office of Allroeny General in May 2017 after a 31 year career at the Montgomery County District Attorney’s Office. In Montgomery county, Forzato held the positions of Narcotics lieutenant and Commander of 400 Drug Task Force Officer. Utiliaing wiretaps and other creative investigation techniques, Forzato’s Mont. County team of detectives dismantled dozens of drug trafficking organizations including heroin networks based in Mexico with routes thru major U.S. cities.

By maintaining relationship with persons suffering from Substance Use Disorder and debriefing hundreds of drug traffickers, Forzato has unique insight into illicit drug markets. Forzato trained thousands of Police Officer, Probation Officers, Magisterial District Judges and Federal Agents on topic including ethics, drug trafficking, criminal investigations, probably cause, wiretapping, etc. In his spare time, Forzato engaged in Drug Treatment and Prevention programs in impoverished areas of Brooklyn, NY, Seattle, WA, New Orleans, LA and Novokuznetsk, Russia. Deputy Chief Forzato is a 1986 Graduate of Penn State University with a Degree in Administration of Justice and a 2016 Graduate of St. Joseph’s University with a Master’s Degree in Intelligence and Analysis.

Honorable Steven T. O’Neill

Judge O’Neill has served as a Trial Judge on the Montgomery County court of Common Please since 2002. Montgomery County is PA’s 3rd largest county. He has been presiding in the Criminal Division since 2007 and presently serves as the Administrative Judge. Additionally, he serves as the Drug Court Administrative and Presiding Judge. Prior to his judicial appointment, he served as Solicitor of Montgomery County. Judge O’Neill was an Assistance District Attorney for Montgomery County From 1979 to 1984 as well as criminal defense practitioner during his 18 years in private practice. Judge O’Neill received his CS in 1975 from Drexel University and JD in 1978 from Villanova University School of Law.

In April 2006, Judge O’Neill started the Montgomery County Drug Treatment Court (MCDTC.) It presently has 150 participants and over 400 graduates since 2007. NCDTC utilizes all Drug Court Best Practices Standards demonstrated to reduce recidivism and save taxpayer dollars (NPC Research Findings, 2011.) MCDTS was awarded Accreditation by the Supreme Court of PA in 2016. Judge O’Neill is a past President of the PA Association of Drug Court Professionals and a member of the Drug/DUI Court Accreditation Panel for PA Courts. Judge O’Neill was recently approved by the Bureau of Justice Assistance to serve as a Faculty Member for the National Association of Drug Court Professionals

Scott Tirocchi, MA, MS, LPC

Mr. Tirocchi served a combined total of 21 years in the US Army Reserves and the Rhode Island Army National Guard. While deployed to Afghanistan in 2003-2004, he served as Commander for the training and doctrine component of Training Assistance Group II (advisory group) to the Afghan National Army. In 2008, he retired at the rank of Major.

Mr. Tirocchi is presently employed with the Rhode Island Judiciary where he serves in a dual capacity as Deputy Director for the District Court’s Pretrial services Unit and Coordinator for the Veterans Treatment Court. He is a licensed Behavioral Health Clinician and holds a Master of Arts in Human Development and a mast of Science in Human Services.

Professional affiliations include serving as Senior Consultant with the National Drug Court Institute and adjunct faculty with the graduate program in Rehabilitation Counseling at Salve Regina University. Prior to his present positions, Mr. Tirocchi was employed as a Mental Health Clinician with the Rhode Island Department of Corrections and as an Emergency Services Crisis Clinician/Milieu Therapist with Day Kimball Hospital in Putnam, CT. He resides in Providence County, RI with his wife and 2 children
