Daniel J O’Connell

Daniel J O’Connell is President, A2Z Compliance, LLCin York, Pennsylvania where he is responsible for the development and implementation of environmental compliance and safety programs for industrial clients. Before creating A2Z Compliance, LLC, Mr. O’Connell has had extensive experience in environmental compliance with two consulting firms as well as in the manufacturing sector as an Environmental Engineering Manager for two fortune 500 companies.

The purpose in organizing A2Z Compliance is to provide environmental (Federal & State) and safety (OSHA) compliance consultation services. To work with and assist clients and prospective clients, as directed, with projects and assignments leading to compliance or beyond as implied with Environmental Management System (EMS) Programs under ISO 14000.

Mr. O’Connell has over 30 years of experience in the field of environmental and safety compliance. He is responsible for maintaining a knowledgeable level of expertise pertaining to environmental regulatory compliance (air quality, NPDES, storm water, PCBs, Pollution Prevention, SARA Title III – Emergency Planning and Community Right-to-Know, solid, municipal, residual, and hazardous waste) and Occupational Safety and Health Act programs. Mr. O’Connell oversees, prepares, and submits applications/notifications to obtain all necessary permits for a diverse spectrum of business operations and facilities.

In addition to permitting, Mr. O’Connell evaluates, develops, and implements health and safety plans as well as spill response/prevention and contingency plans. This includes providing client training on the associated issues. These may include hazardous communications, RCRA and CERCLA, TSCA, lockout/tagout, respirator compliance, permissible exposure level evaluation, and emergency evacuation programs. Mr. O’Connell also provides technical guidance for clients and trade associations on issues pertaining to amending environmental and safety legislation and regulations. Mr. O’Connell is also a certified auditor for ISO 14000 Environmental Management Systems development and implementation.

Mr. O’Connell received a Bachelor of Mechanical Engineering Degree with a concentrated study in plant and environmental engineering from General Motors Institute. In March 1998, he received his certificate as an ISO 14000 Advanced Environmental Management Systems Auditor. He is a member of the American Society of Mechanical Engineers and has been recognized in the Who’s/Who in Science and Engineering, 4th Edition and National Register’s Who’s Who in Executives and Professionals, 2002-2003 Edition.

During his career, Mr. O’Connell has been an active member of the Environmental Affairs Committee of the Pennsylvania Chamber of Business. Mr. O’Connell also serves as the Chairman of the York County Local Emergency Planning Committee (LEPC) and was appointed by the County Commissioners to the York County 911 Steering Committee.

Mr. O’Connell has written and presented various papers on environmental protection, pollution prevention, regulatory compliance and environmental management subjects. Most recently, Mr. O’Connell has co-authored two publications for the Pennsylvania Chamber of Business and Industry. One is entitled, “Critical Waste Management Strategies Guide”, and the other is entitled, “2005/2006 Guidebook on Complying with Pennsylvania Environmental Laws and Regulations”.
