OVERVIEW OF THE FUNCTIONS OF THE POST

I. Background

UNESCO’s Enhancing Teacher Education for Bridging the Education Quality Gap in Africa programme is an extra-budgetary funding mechanism and programme approach created in November 2012 with the objective of the capacity development needs of selected countries in Sub-Saharan Africa (SSA) in relation to teacher education and professional development. The Project intends to provide support to eight countries, Namibia being one of them, will special on enhancing the capacities of teacher education institutions to prepare an adequate number of qualified teachers to achieve EFA.

II. Duties and requirements

Under the overall authority of the Assistant-Director General for Education, the authority of the Head of the UNESCO Windhoek Office, and direct supervision of the Education Programme, in close collaboration and coordination with the Country Project Team, chaired by the Director, Higher Education, of the Ministry of Education, as well as the ED/THE/TEP Team in UNESCO Headquarters, the National Project Coordinator shall perform the following tasks:

  • Be responsible for the overall management of the project, in collaboration with and under the guidance of the Country Project Team, liaising with all relevant stakeholders, in particular MoE, UNAM (Faculty of Education) and UNESCO;
  • Travel to the UNAM campuses for backstopping, implementation and monitoring purposes;
  • Manage and keep records of the budget and project documents, oversee procurement, act as secretariat for the Country Project Team;
  • Make necessary arrangements and facilitate the meetings with the Country Project Team, relevant education authorities and other key stakeholders. Accompany, whenever required, the UNESCO mission teams to participate in various meetings, interviews and working sessions with relevant education authorities and other key stakeholders;
  • Assist and facilitate the Country Project Team in the project implementation phase, including preparing and updating (if necessary) of work plans and organizing capacity development workshops, preparing contracts for resources persons;
  • Draft briefing notes, background documents and presentations for meetings;
  • Take notes during meetings and trainings, and prepare minutes and follow up on required actions;
  • Draft talking points, speeches, internal documents, analytical papers and presentations for stakeholders, including development partners, senior government officials, and the media;
  • Collect relevant materials (training modules, research papers) and evidences (e.g. photos, videos, reports, documents, all related materials) of workshops, and compile practices and lessons learnt on project activities;
  • Prepare regular and ad-hoc project monitoring and progress reports, constantly update theactivities’ schedule and financial reports for submission to the Donor and UNESCO as required;
  • Liaise and coordinate with other partners, as necessary, for the planning and implementation of the Project;
  • Perform any other tasks assigned by the Head of UNESCO Windhoek Office in relation to the CFIT Project.

REQUIRED QUALIFICATIONS

Education

  • Advanced university degree (equivalent to Masters) in education, social sciences, or a related field.

Work Experience

  • At least two years of relevant work experience.

Skills/Competencies

  • Strong experience and understanding of the education sector in Namibia;
  • Sound professional knowledge and experience in teacher education. knowledge and experience in literacy and numeracy skills development would be an asset;
  • Excellent organizational, networking and partnership building skills, tact and discretion;
  • A track record in managing budgets and reporting;
  • Strong strategic and analytical skills;
  • Excellent written and oral communication skills, great attention to detail and proven ability to produce high-quality work;
  • Ability to perform in a multi-cultural environment; promote a knowledge sharing and learning culture in the office;
  • Ability to manage multiple tasks; capability of working under pressure and meet tight deadlines.

Languages

  • Fluency (oral and written) in English.

DESIRABLE QUALIFICATIONS

Work Experience

  • Good training skills and additional academic or professional qualifications would be an advantage, including in the areas of teacher education, literacy and numeracy development, ICT enhanced learning.
  • Fluency in other local languages would be an added advantage
  • Experience at regional/international level would be an asset.
