1. GENERAL POSITION DESCRIPTION
POSITION: Information Technology Officer of theEducation Program
Reports to:The Program Manager of the PMU (Education Program)
2. GENERAL PROFILE POSITION
2.1 OBJECTIVE OF THE POSITION: Responsible to oversee the implementation of an ICT in education component; supervise the expansion of the education management information system (EMIS); and manage and support the daily ICT functions of the PMU.

3. SPECIFIC FUNCTIONS & RESPONSIBILITIES
  1. Provide policy advice on all aspects of computerized and communications system of the Program and the PMU, in accordance with the terms of the loan, the Bank policies and sound managerial practices;
  2. Coordinate all aspects of administration communications technology (ICT) at the PMU;
  3. Assist the program manager in providing direction, coordination and supervision to the various activities of the Program and the PCU. In particular, support the procurement officer in drafting of the terms of reference and any other required documentation for the procurement processes for goods and services contemplated in the Program and its components, including: bidding requirements, technical reports, studies, administrative documentation, performance indicators, evaluation rules, acceptance of offers, among others.
  4. Provide leadership to the execution of innovative management and information technology programs;
  5. Maintain liaison and appropriate functional linkages with the Ministry of Education and the key stakeholders (for example Telesur, ATM, TAS, TCT, school principals, Research and Planning).
  6. Deal with software registration
  7. Provide support in identifying and executing the required administrative activities to be performed in the PMU;
  8. Inputs for budget documents, progress reports, assist with the drafting of Program Execution Plan, and any other document for which the program manager is responsible, or is requested by the Bank;
  9. Responsible for the design, implementation and upgrading of the website of program in coordination with the program manager and social marketing officer.
  10. Purchase of computers and other relevant essential limited laboratory equipment for program.
  11. Oversee all aspects of the ICT in education component of the program.
  12. Manage the implementation and expansion of the EMIS in close coordination with the Research and Planning Unit and school administration.
  13. Provide helpdesk support and maintenance advice to Research and Planning and schools.
  14. Review technical reports and studies prepared by consultants for the program.
  15. Perform other related duties, as requested by Program Manager.

4. SPECIFICATIONS OF THE POSITION
Qualifications: University degree in information technology, or public or business administration
Specializations: Information Communication and Technology
General work experience: At least five years of experience in one or several of the following areas: business or financial management, procurement, information technology, general services.
Specific work experience: At least three years of experience in public or private financial administration preferably experience in IT project administration with international funding.
Languages: English and Dutch
Software: MS Word and Excel in Windows environment

Office Hours: 07:30 – 16:00
