Introduction

  • ASTM E28.94 was established as an administrative subcommittee of ASTM E-28 on Mechanical testing to provide the Interface between ISO/TC 164 and its Subcommittees on Mechanical testing of metals, and US constituencies with similar technical interests.
  • ANSI is the US Member Body organization that represents US interests in ISO and de facto, acts as the intermediary between the ISO/CS (Central Secretariat) and the US TAG (Technical Advisory Group) to ISO/TC 164.
  • A Memorandum of Agreement (MOA) has been formally established (1998-04-01) between ANSI and ASTM in which ANSI agreed to delegate to ASTM International the responsibility of TAG administration and any ISO SC Secretariat functions pertaining to ISO/TC 164.
  • Currently, ISO/TC 164 technical interestsoverlap with two ASTM Technical Committees – ASTM E-08 on Fracture and Fatigue and ASTM E-28 on Mechanical Testing.

A1.1REGULATIONS

A1.1.1E-28 Governance documents are applicable to E28.94. Differences are

specifically addressed in these E28.94 Organizational and Operational

Protocols.

A1.2SCOPE

A1.2.1To provide technical liaison/interaction between the various Subcommittees

of ISO Technical Committee TC 164 on the Mechanical testing ofmetals and

the US constituency with similar mechanical testing interests.

A1.3MEMBERSHIP

A1.3.1 ASTM Regulations and ASTM Committee E-28 Bylaws describe the procedure

for becoming a member and maintainingMembership in the Subcommittee.

A1.4CLASSIFICATION AND VOTING INTEREST

A1.4.1Classification – ASTM E28.94 is an Unclassified Subcommittee and not

subject to the normal General Classification System used by ASTM International.

A1.5ASTM 28.94 Organization and Structure

A1.5.1The current ISO/TC 164 organization overlaps two ASTM International

Technical Committees – ASTM E-08 on Fracture and Fatigue and ASTM E- 28

on the Mechanical Testing

A1.5.2The organization and structure of E28.94 shall follow that of

ISO/TC164 on Mechanical testing of metals as follows:

A1.6APPOINTMENT OF OFFICER(S)

A1.6.1 The Chairman of Subcommittee E28.94 will beappointed by current E-28

Chairman, with/in consultation of the E08 chair,and approved by the E-28Executive

Committee.

A1.6.1.1 The Chairman shall preside at all meetings of the Subcommittee and be

responsible for preparing the agenda and theMinutes.

A1.6.1.2 The term of Office and number of consecutive terms shall be determined by

the Regulations and the ASTM Committee E-28 Bylaws.

A1.6.2 The US currently holds ISO/TC 164 Secretariat responsibilities for SC4 and

SC5. This includes the offices of Chairman and Secretary.

A1.6.2.1 Any changes to the US SC responsibilities in ISO/TC 164, whether it is a

withdrawal from Secretariat’s responsibilities or seeking additional ones requires a

recommendation of the Chairman of the appropriate ASTM Technical Committee (E08

or E28) with the approval of the respective Executive Committee.

A1.6.2.2 Appointment of Secretaries to ISO/TC 164 Subcommittees for which the

U.S. holds the Secretariat shall beby a recommendation of the Chairman of the

AppropriateASTM Technical Committee (E-08 or E-28) with the approval of the

respective Executive Committee.

A1.6.2.3 Nominations of Chairman of ISO/TC 164 Subcommittees for

which the U.S. holds the Secretariat shall beby a recommendation of the Chairman of

the appropriate ASTM Technical Committee (E-08 or E-28) with the approval of the

respective ExecutiveCommittee. The Nomination must be approved by the ISO

Technical CommitteeISO/TC 164 in accordance with ISO Directives.

A1.6.2.4 Nominations of replacement US personnel for vacancies that occur in any

interim period, due to resignation or any other unspecified reason, shall be in

accordance with A1.6.2.2 and A1.6.2.3.

A1.7 ASTM E28.94 Task Group Chairman

A1.7.1ASTM E28.94Task Group Chairmen will be nominated by;

A1.7.1.1ForE28.94.01 (SC1), E28.94.02(SC2), E28.94.03 (SC3) and E28.94.04P (SC4P), the Chairman of E-28with the approval of theE28.90Executive Subcommittees, in consultation with the E28.94 Chairman.

A1.7.1.2 For E28.94.04F (SC4F) and E28.94.05 (SC5), the Chairman of E-08 with the approval of the E08.90 Executive Subcommittee, in consultation with the E28.94 Chairman.

A1.8. E28.94 Task Group Chairmen are responsible for:

A1.8.1 All communications to and from ANSI that involve:

A1.8.1.1 Preparation and submission of US voting positions on ISO documents,

A1.8.1.2 Establishing the composition of US delegations planning to attend a given TC 164/SC meeting,

A1.8.1.3 And preparations of the required HOD (Head ofDelegation) report for their respective ISO/TC 164 SC meetings;

A1.8.2 Preparing and maintaining a constituency list of US members that have an

interestin their respective technical subcommittee activities, keeping it current and on

file with the TAG Administrator;

A1.8.3 All direct communications with their respective Constituency list with respect to

any technical discussion, background information or establishing US voting positions

on ISO drafteddocuments;

A1.8.4 Andthe distribution of all ISO/TC 164/SC meetings minutes.

A1.9 MEETINGS

A1.9.1 Subcommittee Meetings

A1.9.1.1 Number of Meetings – Regular meetings of the E28.94 shall be held preferably

twice a year or as often as necessary to carry out the business of the Subcommittee.

Special meetings may be held at the call of the Committee Chairman, the E-08 or E-28

Chairmen or upon request of the Staff Managers for E-08 and E-28.

A1.9.1.2 Time and Place – Establishment of the time and place of all meetings of the

Subcommittee shall be the responsibility of the Chairman. To the extent possible the

Subcommittee should meet in conjunction with the ASTM Committee Weeks during

which E-08 and/or E-28 have scheduled meetings.

A1.9.1.3 Meeting Notices – Notices and Agendas of all meetings should be sent to the

members of the Subcommittee by ASTM Headquarters at least six weeks in advance of

the meeting.

A1.9.2 Meeting Rules – The current edition of Robert’s Rules of Order shall govern the

Committee in all cases, except where these rules are on conflict with the Regulations,

the Committee Bylaws, or ASTM Bylaws.

A1.9.3 Proxy –See Section 9.5 of the ASTM regulations for Information on proxies. The forms to be used for the assignment of proxies is located in the appendix of the ASTM Regulations and on the ASTM website (

A1.9.4 Minutes and Related Subcommittee Documents

A1.9.4.1 The SubcommitteeChairman is responsible for preparation of the Minutes

and having them posted on the ASTM E-28website.

A1.9.4.2 The Subcommittee Chairman is also responsible for having any documents

that are relevant to the US TAG participation in ISO posted on the ASTM International

website under ASTM CommitteeE-28.Applicable MOU’s, MOA’s, ASTM Intellectual

Property protocols are typical examples.

A1.10BALLOTS

A1.10.1 For those Subcommittee (TAG) votes that clearly must represent and reflect a US position to the ISO/TC 164 technical community, only those Subcommittee members that represent US interests will be able to vote on a Subcommittee ballot.

A1.11 REPORTS

A1.11.1 Subcommittee Reports

A1.11.1.1 The US TAG Administrator, ASTM International, is responsible for preparation and submittal of the Annual Tag Report to ANSI for each calendar year, due on January 31 of the succeeding year.

A1.11.2 Subcommittee Reports – Each TAG Task Group Chairman shall submit a verbal report to the Committee at each regular E28.94 meeting that includes the current status, the progress of the work of their respective ISO subcommittee and any existing or potential contentious technical issues.

A1.12. AMENDMENTS

A1.12.1 Amendments to these Organizational and Operational Protocols may be proposed by any member at a regular meeting of the Subcommittee. ASubcommittee letter ballot shall be authorized by approval of two-thirds of the members in attendance at a Subcommittee meeting.

A1.12.2 Amendments to these Organization and Operational Protocols shall be recommendedby Subcommittee administrative letter ballot, provided that the amendments do not conflict with the ASTM By-laws or the Regulations.

A1.12.3 If an amendment is adopted in accordance with A1.12.1 and A1.12.2, all disapprovals and comments shall be evaluated by the Chairman of E28.94 and the Chairmen of E-08 and E-28. If deemed acceptable, appropriate changes should be made. When substantive changes are made in response to negatives or comments, the changes shall be reballoted by the Subcommittee. After the amendment has been approved by the Subcommittee, the amendment shall be administratively balloted by Committee E-28 and submitted for approval by the Committee on Technical Committee Operations (COTOCO) as any other change to the Committee's bylaws would be handled. The amended Bylaws shall be distributed to all members of the committee.
