President Linda Stastny called the meeting to order at 12:22 p.m. in the Wasco Room, at Kah-Nee-Ta, Warm Springs, Oregon, with the following present:

Introductions were made at this time.

MINUTES

MOTION: Tim Larkin moved (seconded by Mike Scott) approval of the

minutes dated February 10, 2006, as presented.

MOTION PASSED.

FINANCIAL STATEMENT

Kent Hunsaker reviewed the Financial Statement dated January 31, 2006.

MOTION: Matt Ihle moved (seconded by Mike Scott) approval of the

Financial Statement dated January 31, 2006, as presented.

MOTION PASSED.

MEMBERSHIP

Kent Hunsaker reviewed the Membership Count Information dated April 1, 2006, as the 2005-06 final membership count. He informed the Board that OESPA membership was down by 40.

MOTION: Sally Leet moved (seconded by Vickie Boer) approval of the

Membership Count Information dated April 1, 2006, as presented.

REGION REPORTS

Central Region reported on a successful conference and thanked the Board for their support. Concern was raised on double booking events.

Eastern Region is planning for next year’s regional sometime in October at the Haines Steakhouse.

Northwest Region is working on a mentor project and is struggling with membership within their region.

Portland Region reported on activities taking place involving their new superintendent Vicki Phillips.

Southern Region is planning a social in Central Point with Grants Pass involvement in the planning.

Southwest Region will plan next year’s regional after looking at COSA’s agenda. The region plans to send a stipend to the different counties within their regional to help host hospitality.

Western Region reported they are struggling within their region.

ZONE IX CONFERENCE UPDATE

Sally Leet reported that the planning was going well for the Zone IX Conference at Salishan, June 29 – July 1. She also reported that things looked good financially. OESPA budgeted $3000 for the conference and it looks like we won’t need the full $3000.

ATTENDANCE AND TRUANCY ISSUES

Discussion took place around Attendance/Truancy issues regarding what can be done through the ESD’s and Justice System.

BY-LAWS REVIEW

The Board was asked for volunteers to look at OESPA By-Laws. Tim Larkin,

Linda Stastny and Sally Leet volunteered.

2006-07 SCHEDULE OF MEETING DATES

The first OESPA meeting is tentatively scheduled for Friday, September 22, 2006, in Conference Room B at the COSA Office in Salem, Oregon. The remaining meetings would take place on November 2, 2006, at the Viticulture Center in Salem, January 14, 2007, prior to the OASSA/OESPA Conference in Salem, and May 9, 2007, at the COSA Office in Salem.

NEW COSA WEBSITE

It was announced the new COSA Website is up and running.

NAESP

Sally Leet reported on the activities that took place at the 2006 NAESP Conference, on March 31 – April 4, 2006, in San Antonio, Texas. Next year’s national will be held on March 29 – April 2, 2006, in Seattle, Washington.

PIONEER AWARDS

It was reported receiving 15 entrees which were down 20 from last year. Winners will be announced on the WEB; plaques will be delivered locally and showcased at the January Conference.

NDP

It was announced that Ginny Hicks from Medford was nominated to represent Oregon for the National Distinguished Principal’s Award.
