CFDA / 84.031T: Strengthening Tribally Controlled Colleges and Universities
Program Goal: / To improve the capacity of minority-serving institutions, which traditionally have limited resources and serve large numbers of low-income and minority students, to improve student success and to provide high-quality educational opportunities for their students.
Objective1of4: / Maintain or increase enrollment at Tribally Controlled Colleges and Universities institutions (TCCUs) over the long term.
Measure1.1of1:

Explanation.
This program has a long-term target of 10,000 for FY 2009. We will continue to report data annually, but there are no intermediate annual targets. Data for FY 2007 will be available in December 2007.
Objective2of4: / Maintain or increase the persistence rate for students enrolled at TCCUs.Measure2.1of1: The percentage of first-time, full-time degree-seeking undergraduate students who were in their first year of postsecondary enrollment in the previous year and are enrolled in the current year at the same Tribally Controlled Colleges and Universities institution. Explanation.Institutions report a persistence rate, not the numerator and denominator. As a result, the persistence rate for TCCUs is calculated as a median. Since average full-time, degree-/certificate-seeking enrollment at each Tribal College is about 300, a one percent change in persistence (first-year to sophomore) can be brought about by two students. The small enrollments allow the results to change greatly based on a few students. Small, incremental improvements are expected.
Objective3of4: / Maintain or increase the graduation rate for students enrolled at TCCUs.Measure3.1of2: The percentage of first-time, full-time degree-seeking undergraduate students enrolled at four-year Tribally Controlled Colleges and Universities who graduate within six years of enrollment. Explanation. The calculation is the appropriation for the Strengthening TCCU program divided by the number of graduates. The $12,386 cost for the 2003-04 value reflects an appropriation of $23.3 million divided by 1,880 graduates. The $14,046 cost for the 2004-05 value reflects an appropriation of $23.8 million divided by 1,695 graduates. There were two institutions not reporting degrees awarded for 2005 who had reported activity for 2004. A majority of the funds appropriated for this program are used for construction. Data for FY 2006 will be available in December 2007. For FY 2007-09, this is a measure without targets.
