ONGOING PROJECTS
The Government of India is currently providing assistance for raising/strengthening/construction of embankments in Nepal along Lalbakeya, Bagmati and Kamala Rivers, for the purpose of flood mitigation in both countries. A total of 169.16 kms of embankment has been constructed in the three rivers with 40 kms in Bagmati, 61.31 kms in Lalbakeya and 67.85 kms in Kamala, under the river training programme. The status of the embankment of these rivers is as under:
(i)Kamala River
The embankment work along the right bank of Kamala river along the border up to Ch. 5.50 Km is completed.
The Joint Committee on Inundation and Flood Management (JCIFM) in its 10th meeting, discussed the on-going works in Kamala river. The Joint Committee on Inundation and Flood Management in its ninth meeting considered 15 packages. The same Committee also considered 7 packages of new works and 4 packages for tendering. The Committee also discussed emergent works of bamboo piling carried out on Kamala River during the monsoon floods of 2015.
(ii)Bagmati River:
The 10th meeting of the Nepal India Joint Committee on Inundation and Flood Management discussed the on-going works in the Bagmati river. The committee discussed the on-going, emergent works carried out during the monsoon of 2015 and the proposed works on the river. During the 9th JCIFM, 9 new works including 4 packages of works by Users Committees and 5 packages were considered for tendering.
(iii)Lalbakeya River:
The 10th JCIFM discussed the ongoing works carried on Lalbakeya River. The committee also discussed the on-going emergent works in the Lalbakeya river carried out during the monsoon of 2015 and the proposed works on the river. In its eighth meeting, the JCIFM considered 11 packages. The ninth meeting of the JCIFM considered a total of 7 packages of new works and 5 packages for tendering.
(iv)Khando River:
The proposal for the embankment of Khando River is finalized and the construction work is to be started.
India has been providing assistance to Nepal for strengthening and extension of embankments along Lalbakeya, Bagmati and Kamla rivers. With the recent assistance of NRs. 386.62 million, which was given on April 6, 2016, the total grant assistance already disbursed for embankment construction along these rivers, stands at over NRs. 4 billion, which includes NRs. 386.26 million in July 2015, NRs. 366.72 million in June, 2014, NRs. 374.68 million in December 2013, NRs. 256.947 million in January 2013; NRS 97.71 million in July 2012; NRs. 345.73 million in October 2011; NRs. 545.35 million in March 2011; NRs.599.78 million in 2010; NRs. 531.5 million in 2009, and NRs. 165.5 million in 2008.
Separately, India has committed grant assistance of NRs.226 million for flood protection works along Gagan, Trijuga, Lakhandei, Sunsari, Kankai and Kaligandaki rivers in Nepal. The flood protection works along Trijuga, Kankai and Lakhandei rivers have been already completed.
To prevent any possible breach in the embankment, a huge amount is being spent regularly. Every year maintenance work is carried out to restore the spurs constructed on both sides of the embankments or new construction as per recommendation of the Kosi High Level Committee (KHLC). The KHLC is headed by the Chairman, Ganga Flood Control Commission with representatives from Water Resources Department, Government of Bihar and Department of Irrigation, Government of Nepal as members.
India remains committed to continue working closely with Nepal for further cooperation in the field of Water Resources.
