2. This message provides notification and updated guidance on the implementation of references (B) and (C).

3. NAVIFOR will continue to communicate all Cyberspace Information Technology and Cybersecurity Workforce (Cyber IT/CSWF) program execution direction via numbered ALCOM messages. Copies of program execution documents are available in the references section of the new CSWF home page at Users require only a Common Access Card (CAC) to access this site. The NAVIFOR public facing site will be disestablished.

4. The one year implementation target is still applicable, therefore, the following implementation milestones will need to be met:

A. NLT 28 Feb 2017 (revised date) validate all Cyber IT/CSWF billet specialty code assignments in the Total Workforce Management System (TWMS);

B. NLT 30 Mar 2017 brief first readiness scores to the Department of the Navy Chief Information Office (DONCIO);

C. NLT 30 May 2017 update Navy civilian Cyber IT/CSWF billet position descriptions (PD). PD must be updated to reflect correct specialty area code and Cyber IT/CSWF requirements. Per reference

(C), following verbiage must be included in all civilian Cyber IT/CSWF position descriptions, "This position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty area (insert specialty area code) and as a condition of employment incumbents of this position are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2, which include:

1. Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and;

2. Per SECNAVINST 1543.2, Cyber IT/CSWF individuals shall participate annually in 40 hours of continuous learning (CL) activities to be documented in a current individual development plan (IDP) signed by both the employee and supervisor."

5. Qualification Timelines:

A. Personnel that were part of the CSWF under ref (D) on 31 July 2016 must meet all requirements levied by reference (B) NLT 31 July 2017.

B. Personnel that were not part of the CSWF under reference (D) on 31 July 2016 that are now assigned to Cyber IT/CSWF billets must be advised of a change in condition of employment (if government civilian) NLT 28 Feb 2017, and must meet the requirements of the billet to which they are assigned NLT 28 Feb 2018. A Cyber IT/CSWF designation letter template is available at the NAVIFOR CSWF homepage listed in para 7 below.

C. Newly hired civilian employees will have 6 months to meet requirements of the billet to which they are assigned.

D. Personnel not meeting timelines established above may request an additional 6 month waiver via their chain of command. Waiver process will be provided SEPCOR via a numbered ALCOM message.
