APS Reports Progress On Avoiding Power Outages
On Monday at a hearing before the Arizona Corporation Commission, Arizona Public Service reported that it has made progress in its efforts to avoid power outages like those that plagued the power system during the summer of 2004. APS is implementing recommendations made to the company by two consultants by upgrading technology, replacing and/or adding components in key areas, upgrading fire protection at substations and other facilities, developing new procedures, and increasing the size of its maintenance staff.
Constellation’s 825 MW Calvert Cliffs Nuke Unit 1 in MD Shut March 1
Constellation Energy Group Inc. shut its 825-megawatt Calvert Cliffs 1 nuclear reactor in Maryland early today to repair a steam leak in the moisture separator repeater drain tank.

Duke's 1,100 MW McGuire Nuke Unit 2 in NC Shut March 1
Duke Energy Corp.'s 1,100-megawatt McGuire 2 nuclear power unit near Charlotte, North Carolina, was shut down yesterday for repair of a steam leak. While the reactor is down, the company will refuel the unit; this was scheduled for later this week.

Western Refining Reformer Shut by Fire
An early Wednesday morning fire at Western Refining Co.'s 107,000 barrel per day refinery in El Paso, Texas, shut a reformer, which is a hydrogen reformer used in gasoline production.

Lyondell-Citgo Houston Refinery Had Coker Shutdown
Lyondell-Citgo Refining LP, a joint venture between Lyondell Chemical Co. and Citgo Petroleum Corp., shut a coker unit at its Houston crude-oil refinery yesterday, state regulators said. A ``through-wall fracture'' of a coker drum caused the shutdown, the Texas Commission on Environmental Quality said on
its Web site.

KeySpan Sues To Obtain Rhode Island LNG Permit
KeySpan has asked a federal judge to prevent Rhode Island's Coastal Resources Management Council from making any decisions regarding KeySpan’s efforts to obtain a permit for its proposed LNG shipping port in South Providence. KeySpan and state officials strongly disagree about the aims of the lawsuit. KeySpan maintains that it is seeking clarification as to the appropriate regulatory track for the project. State officials, including the Governor, argue that the suit is an attempt to circumvent a process that involves both state and federal law.
